Small-Scale Structures In Three-Dimensional Magnetohydrodynamic Turbulence, P. D. Mininni, A. G. Pouquet, D. C. Montgomery

We investigate using direct numerical simulations with grids up to 15363 points, the rate at which small scales develop in a decaying three-dimensional MHD flow both for deterministic and random initial conditions. Parallel current and vorticity sheets form at the same spatial locations, and further destabilize and fold or roll up after an initial exponential phase. At high Reynolds numbers, a self-similar evolution of the current and vorticity maxima is found, in which they grow as a cubic power of time; the flow then reaches a finite dissipation rate independent of the Reynolds number.

After years of relative neglect, the past few decades have witnessed a dramatic renewal of interest in the natural law tradition within philosophical circles. This natural law renaissance, however, has yet to bear much fruit within American constitutional discourse, especially among commentators on the left. In light of its low profile within contemporary constitutional debates, an effort to formulate a natural law constitutionalism is almost by definition an event worthy of sustained attention. The United Nations Diplomatic Conference of Plenipotentiaries on the Establishment of an International Criminal Court that was held in Rome to establish the International Criminal Court in 1998 finally adopted the Rome Statute with the participation of 160 countries. The Rome Statute of the ICC entered into force on 1 July 2002 and has been ratified by 100 States. Secis Elements In The Coding Regions Of Selenoprotein Transcripts Are Functional In Higher Eukaryotes, Heiko Mix, Alexey V. Lobanov, Vadim Gladyshev

Expression of selenocysteine (Sec)-containing proteins requires the presence of a cis-acting mRNA structure, called selenocysteine insertion sequence (SECIS) element. In bacteria, this structure is located in the coding region immediately downstream of the Sec-encoding UGA codon, whereas in eukaryotes a completely different SECIS element has evolved in the 3’-untranslated region. Here, we report that SECIS elements in the coding regions of selenoprotein mRNAs support Sec insertion in higher eukaryotes. Comprehensive computational analysis of all available viral genomes revealed a SECIS element within the ORF of a naturally occurring selenoprotein homolog of glutathione peroxidase 4 in fowlpox virus. Around the world, the tax laws are shaped by concerns with competitiveness. This paper provides a general theory of how taxes impact competitiveness. As part of that theory, this paper also introduces the concept of tax-based competitiveness neutrality. A tax system is competitively neutral when taxes do not cause competitors to change their relative valuations of any investments. This paper then uses that theory to evaluate tax policy in two high profile and important areas. The paper begins by describing two models of competitiveness, called the conduit or new money model and the investor or old money model. The central …

Invasive species are having severe ecological (Mack et al. 2000) and economic (Pimentel et al. 2005) impacts on ecosystems around the world. Invasive species can alter many ecosystem processes (Crooks 2002, Walker & Smith 1997) including: water and nutrient availability, such as form and amount of N if the soil (Evans et al. 2001, Sperry et al. 2006); primary productivity, through shifts in growth rates or efficiency of resource use; disturbance regimes, including the type, frequency, and severity of disturbances such as fire (D’Antonio 2002); and community dynamics, such as species replacements (Alvarez & Cushman 2002).
