In 1879, the U.S. Supreme Court construed the Free Exercise Clause for the first time, holding in Reynolds v. United States that Congress could punish Mormon polygamy. Historians have interpreted Reynolds, and the anti-polygamy legislation and litigation that it midwifed, as an extension of Reconstruction into the American West. This Article offers a new historical interpretation, one that places the birth of Free Exercise jurisprudence in Reynolds within an international context of Great Power imperialism and American international expansion at the end of the nineteenth century. The Morrill Act of 1862, a piece of federal legislation enacted a century and a half ago, lives on today. That law allocated thousands of acres of federal land to state governments, based on the size of their congressional delegations, so they could establish colleges of agriculture and the mechanic arts and give a college education, liberal and practical, to students who could not otherwise afford one. The Morrill Act lives on because the "land-grant colleges" it endowed with financial resources still exist today, operating on billion-dollar budgets and enrolling tens of thousands of students. Supporters of Woodrow Wilson’s 1916 presidential reelection campaign proclaimed “he kept us out of the War.” Yet only one month after his inauguration Wilson stood before Congress asking for the United States to enter the war against Germany to make the world “safe for democracy.” Six weeks later Congress passed the Selective Service Act of 1917, the first military conscription since the Civil War. The thrust of this Article is to attempt to ascertain just what differences the Court's judgments upholding individual constitutional rights have made for those who fall within the ambit of their protection. It seeks to address such questions as: What were the conditions that existed before the Court's ruling? How many people were subject to the regime that was invalidated by the Justices? This article examines the practice of the ambassadors sent by the Italian states to the court of Pope Paul II (1464-1471), focusing in particular on how they have embraced their role as an informant. Since Paul was a pope unstable, often impenetrable and inaccessible, the ambassadors were often obliged to obtain information about the Pope and his intentions indirectly. Relying heavily on the Roman diplomatic correspondence during the pontificate of Paul, this article shows how ambassadors have built networks of contacts within the papal court to ensure a continuous supply of useful information and in time. This article examines the diplomatic challenges faced by the king of Naples, Ferrante d'Aragona (1458-1494) and the activity of his ambassadors in meeting those challenges. It identifies Rome, Florence and Milan as the three most important nodes of Ferrante's diplomacy and looks in detail at the activity of the ambassadors who served in these postings. In the area of diplomatic praxis, Ferrante enthusiastically embraced changes pioneered by Francesco Sforza, the Duke of Milan (1450-1466), including the use of permanent resident ambassadors and diplomatic chanceries. The act of judging is complex involving finding facts, interpreting law, and then deciding a particular dispute. But these are not discreet functions: they bleed into one another and are thus interdependent. This article aims to reveal-at least in part-how judges approach this process. To do so, I look at three sets of civil RICO cases that align and diverge from civil antitrust precedents. I then posit that the judges in these cases base their decisions on assumptions about RICO's purpose. The Network for Justice is necessary to build upon the existing infrastructure in the legal sector to support the rapidly changing demographic profile of the United States. The University of Louisville School of Law was located downtown for more than ninety years. Its previous location on Armory Place was the first obtained for the school’s solitary use, but the decades-old former hotel had a host of issues and quickly became a hindrance to the growing program. This article is an account of the hard work, misfortunes, technicalities, and at last the fulfillment of the funding and construction of the original 1939 School of Law Building.

From the turn of the century to the present, a diverse set of actors, including politicians, physicians, and researchers from a number of disciplines, have studied whether and how money that is provided for schools translates into increased student achievement. The purpose of this paper is to examine the recent transformation of state arbitrazh into economic courts along with the development of commercial arbitration in Russia, and to consider the relative utility of these mechanisms for resolving disputes in Russia's evolving market economy. Part I describes state arbitrazh and details its evolution into the existing system of economic courts. Part II discusses the past and recent development of commercial arbitration in Russia as an alternative to litigating domestic disputes. Part III considers various social and historic factors that hinder genuine reform.
