How Does This End?: The Ukraine War And The Future Of Russia, Jonathan M. Acuff, Hannah N. Clegg
Journal of Strategic Security
We analyze a range of future scenarios for Russia related to the Ukraine War. Although regime change is a publicly-stated objective for several leaders of NATO countries, we find very little prospect for it. The Russian economy has largely evaded the effects of the sanctions. Despite enormous casualties and incompetence in the management of the war, both Putin and the war remain popular with the Russian public. Contrary to most analysis to date, the Wagner Group mutiny of June 2023 is not an indication of Putin’s weakness, but his strength. The coercive mechanisms of the Russian state remain intact. States have deployed an unprecedented wave of unilateral sanctions in response to the Russian invasion of Ukraine. They have also escalated the political connotation of economic sanctions by aggressively implementing them extraterritorially. This exercise of lawfare, substituting economic sanctions for armed conflict, raises the question of whether to consider unilateral sanctions elements of public policy within the meaning of Article V(2)(b) of the New York Convention on the Recognition and Enforcement of Foreign Arbitral Awards. The end of a dynasty in medieval or early modern Europe was often followed by a calamitous period of conspiracy and revolt, intrigue and bloodshed. Such was the case in Russia from 1598 to 1613, the period later called the Time of Troubles. Few epochs still weigh on the collective conscience of the Russian people as does the Time of Troubles. Fears associated with this period remain to this day, as evidenced by the frequent references to it after the fall of the Soviet regime. But the Time of Troubles has not always been well understood. Russia will dominate information warfare if the United States does not treat disinformation as central to Russian strategy. This article examines the vital role disinformation played in post–Cold War Russian strategy, including its strategy in the current Russia-Ukraine War, and in a departure from previous scholarship, this article observes that US defense leaders are aware of Russian disinformation but have failed to assess its impact or sufficiently negate Russian influence. The article also reviews current US efforts and suggests proactive ways to counter Russia’s disinformation strategy.

This study examines the connectedness among the sectoral indices for the USA, India, France, Germany and Russia stock markets pre and post-COVID-19. We use the Diebold and Yilmaz spillover index to examine the study's objectives. This study finds that volatility spillover is higher during COVID-19 than before COVID-19. In addition, the volatility transmission across the sectors demonstrated mixed results regarding net volatility receivers and transmitters. However, the degree of transmission is higher for the net volatility receivers than for the net volatility transmitters. This study will help policymakers draft related policies to immunise their economy and market from spillover contagions …

In August 2008, just days after belligerent parties had reached a ceasefire agreement, the Office of the Prosecutor (OTP) announced the opening of a preliminary examination into the situation of Georgia. Yet, it was only in March 2022 that International Criminal Court (ICC) Chief Prosecutor Karim Khan applied for arrest warrants in relation to three individuals from Georgia’s breakaway region of South Ossetia. This paper covers the rise, fall, and ultimate destruction of the twin policies of Glasnost and Perestroika in Russia as they existed under the regimes of Gorbachev, Yeltsin, and Putin. After ascending to the position of General Secretary of the Communist Party of the Soviet Union, Mikhail Gorbachev attempted to liberalize the USSR through his policies of Glasnost and Perestroika. While these policies were not always followed under Gorbachev, it is clear that they were relatively successful at creating a freer society and state. Current discussions of the projection of political-economic power are typically abstract, high-level, and policy-focused or present singular tactical actions as strategic actions, creating a gap for campaign practitioners. This article addresses the gap by drawing on Joint Planning, Joint Publication 5-0, and Joint Campaigns and Operations, Joint Publication 3-0, to further develop the concept and methodologies first introduced in the author’s earlier article “Multidimensionality: Rethinking Power Projection for the 21st Century.”

Ukraine: The Case For Urgency, Rebecca W. Jensen, Anthony L. Tingle

If the United States and its allies seek to deny Vladimir Putin an objective victory in the Russia-Ukraine War, they must commit to providing sufficient aid to the Ukrainian army soon because the window of opportunity to provide sufficient resources is narrow—and closing. This article argues that the West must articulate a reasonable strategy for Ukrainian victory now, as a failure in Ukraine will weaken relationships between the United States and Western European states and their global partners while emboldening state and non-state actors to threaten the rules-based international order.

Genocide Studies and Prevention: An International Journal
This article exposes the political underpinnings of the term “genocide of the Soviet people,” introduced and actively promoted in Russia since 2019. By reclassifying mass crimes committed by the Nazis and their accomplices against the civilian population—specifically Slavic—as genocide, Russian courts effectively engage in adjudication of the history of the Second World War. In the process, genocide trials, ongoing in twenty-five Russian provinces and five occupied Ukrainian territories, present no new evidence or issue new indictments, thus fulfilling none of the objectives of a standard criminal investigation. I survey emigration of mathematicians from Europe, before and during WWII, to Russia. The emigration started at the end of 1920s, the time of “Great Break”, and accelerated in 1930s, after the introduction in Germany of the “non-Aryan laws”. Not everyone who wanted to emigrate managed to do so, and most of those who did spent a relatively short time in Russia, being murdered or deported, or fleeing the Russian regime. Russia is aiming to expand its power in the Arctic Circle by acquiring unrestricted access to hydrocarbon reserves off the coast of the Norwegian Archipelago of Svalbard. Two bodies of international law govern Svalbard. The Svalbard Treaty of 1920 ascertains Norway’s sovereignty over the archipelago and permits the signatory nations, including Russia, to conduct commercial activities on the land and in the “territorial waters”. The United Nations Convention on the Law of the Sea establishes maritime zones that allow coastal states to claim exclusive rights to their territorial seas and continental shelf. Global right-wing anti-gender movements have developed a transnational pattern in their uses of language as a means of subjugation and of control, and this article examines manifestations of this pattern in two specific states: Brazil and Russia. By exploring the anti-gender languaging, rhetoric, and legislation advanced by Jair Bolsonaro (President of Brazil 2019–2022) and Vladimir Putin (President of Russia 2000–2008 and 2012 to the present) and their supporters, we find that, in both contexts, anti-gender campaigns are reactions to and also drivers for increasingly dramatic political and social conflicts, and in each case, anti-gender ideologies are embedded in larger right-wing …

At the end of World War II, Poland, Romania, Hungary, and the Czechoslovak Republic expelled fifteen million Germans from their homelands in Eastern and Central Europe. During the eviction to the occupied zones of Germany, two million Germans perished.1 Often brutally mistreated, these Germans suffered the wrath of a great European backlash against the Nazis. Nowhere was the expulsion more brutal than in the Czechoslovak Republic. The two nations' shared border and intertwined history made the expulsion of over three million Germans mainly from the Sudetenland-particularly severe.
