Jurnal Penelitian dan Evaluasi Pendidikan

Penelitian ini bertujuan untuk mengetahui implementasi Permendiknas Nomor 2 Tahun 2002 tantang buku dan mendeskripsikan masalah-masalah yang ditimbulkannya. Pene-litian dilaksanakan dengan metode campuran kuantitatif dan kualitatif di Kota Depok, Kabupaten Cianjur, Kota Makassar, dan Kabupaten Maros dengan menggunakan angket, wawancara mendalam dan diskusi kelompok terfokus untuk mengumpul-kan data. Hasil penelitian menunjukkan bahwa implementasi Permendiknas yang bertujuan untuk menyediakan buku murah dan berkualitas bagi masyarakat belum sepenuhnya tercapai. Terdapat beragam masalah dalam pelaksanaannya antara lain minimnya sosialisasi, tidak memadainya infra-struktur teknologi informasi, ketidaksesuaian materi dengan kurikulum, rendahnya kualitas cetakan, dan Permendiknas dianggap sebagai kebijakan elitis yang mematikan iklim persaingan usaha.

Undocumented immigration has become a contentious issue in the U.S. over the past decade. Opponents of undocumented immigration have argued that undocumented immigrants are a social and financial burden to the U.S. which has led to the passage of drastic and costly policies. This paper examined existing state and national data and found that undocumented immigrants do contribute to the economies of federal, state, and local governments through taxes and can stimulate job growth, but the cost of providing law enforcement, health care, and education impacts federal, state, and local governments differently. This Article examines the questions that Supreme Court Justices ask during oral argument. The authors content-coded questions asked in fifty-three cases argued during the October 2009, 2010, and 2011 terms—a total of 5,115 questions. They found that the Justices vary significantly in the extent to which they ask about different aspects of a case, including threshold issues, precedent, facts, external actors, legal argument, and policy. They also found that the Justices were more likely to ask policy-oriented questions in education cases than in constitutional cases that did not arise in a school setting. In the discussion of the feature article Learning in both worlds that follows, I make a case for the importance of writing and publishing this piece of journalism as an outcome of my research on the interplay of news media and bilingual education policy in Australia’s Northern Territory 1988-2008. Bring Your Own Technology: A Public School Technology Policy Case Study, Cynthia Bauter

This case study examines a large Texas school district that implemented a “bring your own technology” (BYOT) technology policy. The study considers teachers’, administrators’, and students’ issues and challenges as a result of the implementation. The study finds that although this policy is aligned with national and state technology integration standards for education, it is problematic in reality. Questions are raised about equity and adequacy, the need for professional development to deal with implementation, and the intention versus the reality of BYOT policies.

This paper presents the results of an Internet survey of university Information Technology (IT) managers on the use/abuse of IT resources by a university’s students. The survey sought data on university size, public/private organization, whether there were policies in place on acceptable use of IT resources, possible student use and actions, and finally how IT resources were monitored if they were monitored. Results revealed that most universities had policies on the proper use of IT resources but were very unlikely to monitor use/abuse of IT resources mainly due to a lack of personnel. In January 2008, the government ofCanada announced the adoption of the policy that international treaties would be tabled in the House of Commons following their signature or adoption and prior to Canada formally notifying its intention to be bound by the treaty. This article provides an overview of the Tabling Policy, the domestic legal structure of treaty-making in Canada, a description of the international instruments that have been tabled under the Policy from 2008 to 2011, and a review of the one treaty that has been discussed at length in the House of Commons.

Plants and seeds can be purchased with SNAP (formerly Food Stamps, renamed Supplemental Nutrition Assistance Program, or SNAP in 2008,) but most current SNAP participants are unaware. Nearly four decades ago, in 1973, Alabama Senator James Allen championed an amendment to allow the purchase of food-producing plants and seeds with Food Stamps. The Senate passed the amendment after less than ten minutes of floor debate. Environmental risk assessment is an essential step in the development of solutions for pollution problems and new environmental regulations. An assessment system for environmental risks has been developed in China in recent decades. However, many of the Chinese technical guidelines, standards, and regulations were directly adapted from those of developed countries, and were not based on the Chinese environmental and socioeconomic context. Although existing environmental regulations for pollutants are usually obtained by extrapolations from high-dose toxicological data to low-dose scenarios using linear-non-threshold (LNT) models, toxicologists have argued that J-shaped or inverse J- shaped curves may dominate the dose–response relationships for …

The Lnt Debate In Radiation Protection: Science Vs. Policy, Kenneth L Mossman

There is considerable interest in revisiting LNT theory as the basis for the system of radiation protection in the US and worldwide. Arguing the scientific merits of policy options is not likely to be fruitful because the science is not robust enough to support one theory to the exclusion of others. Current science cannot determine the existence of a dose threshold, a key piece to resolving the matter scientifically. The nature of the scientific evidence is such that risk assessment at small effective doses (defined as <100 mSv) is highly uncertain, and several policy alternatives, including threshold and non-linear dose- response functions, are scientifically defensible. This paper argues for an alternative approach by looking at the LNT debate as a policy question and analyzes the problem from a social and economic perspective. In other words, risk assessment and a strictly scientific perspective are insufficiently broad enough to resolve the issue completely. A wider perspective encompassing social and economic impacts in a risk management context is necessary, but moving the debate to the policy and risk management arena necessarily marginalizes the role of scientists.

This study has traced the growth of a new facility intended to promote independent language study in a Japanese university. The study traces this Self Access Learning Center (SALC) from its inception through the first two years of its development. It has revealed how key qualitative insights from an archive of semi-structured interviews, conversational narratives and questionnaires with students, teachers, center staff and university management are marked by their shifting and diverse nature.
