This study investigated if differences exist in the cost and schedule growth of competed versus sole source contracts. Prior studies concentrated mainly on estimated savings from competition at the time of contract award. This study expanded prior analysis by investigating the cost and schedule growth over the contract's period of performance. In addition to an analysis between competed and sole source contracts, this study investigated if differences exist between lower and higher risk contracts as well as lower and higher initial priced contracts. In an effort to improve the management feedback in operational contracting squadrons, this research concentrated on the development of an alternate method to measure operational contracting performance. Specifically, the research investigated the use of Data Envelopment Analysis (DEA) to measure the productive efficiency of 45 operational contracting squadrons. Operational contracting managers were surveyed to identify critical resources to and outputs from the contracting process. Based on this survey, four inputs and five outputs were included in the DEA model. The DEA was executed for each contracting squadron under study. Each year the Air Force awards weapon system contracts worth billions of dollars using the source selection process. In the source selection, performance and risk assessments are evaluated to determine the best proposal; the proposal that gives the best overall value. The purpose of this research was to investigate the performance/risk trade-off in the source selection decision making process. The study also examined the effect individual risk propensities and the nature of item being evaluated have on the performance/risk trade-off decisions. The objective of this research was to develop a framework for a standardized Air Force Contingency Contracting course. This task was undertaken due to the occurrence of a common recommendation calling for specialized training in Contingency Contracting. The recommendation was found in several AFIT theses, as well as, various after action reports generated due to the experience gained during Operation Desert Shield/Storm and Hurricane Andrew. This thesis answered the basic questions of need, content, and structure for a future course in Contingency Contracting.
