This thesis will identify best practices from other localities around the country and propose a set of possible solutions for Harrisonburg EMS. Because non-emergency 911 calls use resources, finances, equipment and time that contribute to the burden that the emergency system faces, communities have adopted programs that aim to ease this burden by limiting the amount of ambulance responses to calls that turn out to be non-emergency.
