This is the annual report of the Metropolitan Educational Research Consortium (MERC) in the School of Education at Virginia Commonwealth University for the 2023-2024 academic year. This research and policy brief from the Metropolitan Educational Research Consortium (MERC) offers an overview of the Virginia Literacy Act.
