A smart learning environment (SLE) encompasses the use of advanced technology and smart pedagogical teaching skills tailored to suit students with diverse learning needs. In recent years, some countries, such as the United Arab Emirates (UAE), have formulated policies to implement SLE in their education systems. Since students are the intended beneficiaries of SLE policy, it is crucial to explore their perceptions of its implementation in a novel context. My research delves into the anti-Mexican immigrant rhetoric spread throughout the United States under Donald Trump’s presidency by himself, mainstream media news outlet Fox News, and the U.S. government. Furthermore, examining the social identity of ethnic Mexicans in the United States in response to and as a consequence of the negative rhetoric. This thesis analyzes discourse including the harmful rhetoric and its impact on policy formulation, public perception, and the lived experiences of Mexican immigrants and ethnic Mexican communities. States increasingly implement “social equity” programs as an element of new cannabis regulations; however, these programs routinely fail to achieve their goals and frequently exacerbate the inequities they purport to solve, leaving inequitable industries, high incarceration rates, and broken communities in their wake. This ineffectiveness is due to the industry’s fundamental confusion of the modern, individualized concept of “equity” with the historical, society-level concept of “social equity.” In this paper, I develop a new theory of “cannabis social equity” to integrate these concepts, and I apply that theory, first, to diagnose why current policies fall short and, second, to propose …

Research Question: How do state-level policies authorizing law enforcement to carry and administer Narcan while on duty shape overdose mortality?

Methods: State-level policies Narcan administration policies were examined and categorized. A cross-sectional regression analysis was performed to evaluate the factors influencing state variation in drug overdose deaths. Following bivariate analysis, a panel regression analysis was then executed to precisely estimate the relationship between state-level law enforcement Narcan administration policies and drug overdose deaths.

Results: The cross-sectional analysis provided findings that were largely consistent with the current literature. A higher proportion of non-Hispanic white individuals and a higher proportion of individuals …

The purpose of this phenomenological study is to understand accessing early childhood education and care (ECEC) opportunities by military families using government and private programs. The study focused on 12 families who have children ages three to five years old enrolled in an ECEC program. The philosophical foundation used in this study is Heidegger’s hermeneutic phenomenology. The theory provided an underlying construct and structure to understand the interconnectedness of ECEC stakeholders and the impact of government policies on ECEC access. The 2014–2016 Ebola outbreak left thousands of Liberian survivors with severely diminished quality of life. Applying a social determinants framework, this mixed method study investigates to what extent Ebola virus disease (EVD) survivors suffer long-haul psychosocial stress, diminished quality-of-life factors, and the impact of EVD-related service provisions on their ongoing healing. We present the results of a quantitative analysis survey of data collected from 19 Liberian EVD survivors in 2022 using snowball sampling. Additionally, a qualitative analysis of survivor statements helps triangulate key statistical findings and inform causal mechanisms. Cuba’s energy sector is at a crossroads. The country’s mostly fossil fuel-fired energy system faces a number of longstanding and serious challenges, including breakdowns at aging power plants, decreasing fuel imports and fuel shortages, and the growing threat of climate change-related disruptions. In recent years, Cuba has seen frequent electric blackouts and brownouts that have affected residents, businesses, and government institutions island wide.

Compounding these problems, Cuba is facing a severe economic crisis. In 2022, year-on-year inflation was 39% (down from 77% in 2021). While inflation is estimated to have dropped to 30% in 2023, the price of food increased …

In this policy brief, we use research findings to illuminate experiences during the COVID-19 pandemic of U.S. rural college students from poor and working-class backgrounds. We offer institutional, state, and federal policy lessons gleaned from such experiences. We show how rural, poor and working-class students’ higher education success was impacted by COVID-19 and how the pandemic highlighted and exacerbated existing systemic geographic and social class barriers faced by such students pursuing college. Through semi-structured interviews with teachers and semi-structured interviews-turned-testimonios of students, I have sought to understand the purposes and consequences of Disciplinary Alternative Programs (DAP). Four different locations from across the state of Nebraska were utilized with 16 teachers and two students participating. Research questions considered the purpose of DAPs to better understand how these programs fit into broader systems of schooling. While highly cautious IRB oversight limited the number of students who could be participants in this study, their insights were substantially augmented by the sixteen educators from such environments who were also interviewed. The City of Houston’s Parks and Recreation Department (HPARD) created a first-of-its-kind Nature Preserve Ordinance to protect existing natural habitat within 26 parks totaling 7,423 acres of land. The purpose of this ordinance is to preserve and protect, in perpetuity, city-owned natural areas by regulating public use and development of these lands. The policy protects threatened ecosystems, important water resources, and locally rare plant and wildlife populations.
