Biosystems and Agricultural Engineering Faculty Publications
A computer model has been developed to analyze alternate management strategies and energy and economic constraints. Daily production of beef animals and growing crops is simulated in response to prevailing conditions and system interactions using the GASP IV simulation language. Complete inventories of plant dry matter, animal status, production resources and economic net worth are maintained over the simulation period.

An evaluation of the economics of supplemental irrigation when using a surface water supply must be site specific in order to account for variations in soil moisture holding capacity, watershed area supplying the runoff, climatic conditions, and proposed irrigation management procedures.
With the use of farm specific simulation models to determine grain yields, availability of irrigation water, and economic expenditures involved in irrigation, an economic evaluation of supplemental irrigation can be performed, In the model presented in this report, the Duncan SIMAIZ model is used to predict grain yields using long-term daily weather information. SIMAIZ also determines irrigation water demand …
Putting The Genie Back Into The Bottle: U.S. Controls Over Sensitive Nuclear Technology, Richard C. Ausness
Putting The Genie Back Into The Bottle: U.S. Controls Over Sensitive Nuclear Technology, Richard C. Ausness
Law Faculty Scholarly Articles
The linkage between the peaceful uses of nuclear energy and weapons development is a complex one; therefore, this article presents both sensitive nuclear technology and the nature of nuclear proliferation in some detail before proceeding to a critique of the current American policy. Accordingly, Part II describes causes of proliferation, uranium enrichment and fuel reprocessing technology, and nuclear proliferation pathways. Part III examines the international safeguards regime, including the Nuclear Non-Proliferation Treaty and the Nuclear Suppliers’ Guidelines. Part IV summarizes the statutory basis for the current U.S. policy, the Nuclear Non-Proliferation Act of 1978, while Part V evaluates this policy …

Voir Dire In Kentucky: An Empirical Study Of Voir Dire In Kentucky Circuit Courts, William H. Fortune
Law Faculty Scholarly Articles
Voir dire is the stage of a jury trial at which prospective jurors are questioned under oath by court or counsel to determine their suitability as jurors in the case to be tried. Kentucky's high court has repeatedly recognized the importance of voir dire to the exercise of for-cause and peremptory challenges.
The trial judge's wide discretion in voir dire, however, necessarily makes a review of appellate decisions of minimal assistance in ascertaining what actually occurs during this important phase of a jury trial. Published opinions provide little guidance in this area; information about voir dire must come from a …

The Boundary Waters Canoe Area Wilderness Act Of 1978: Regulating Nonfederal Property Under The Property Clause, Eugene R. Gaetke
Law Faculty Scholarly Articles
In an effort to resolve the nagging controversy over the management of more than one million acres of public forests, lakes, and streams in northeastern Minnesota, Congress enacted the Boundary Waters Canoe Area Wilderness Act of 1978 (BWCA Act). Despite its objective, the Act has engendered further controversy. Particularly troublesome are several provisions that regulate the use of motorboats on lakes within and partly within the area. Those provisions test the scope of congressional power over nonfederal property under the property clause of article IV of the United States Constitution.
This Article examines the aged Supreme Court cases under which …
