This article examines recent developments in the Cyprus
negotiations and suggests a number of changes to the proposed electoral system. Specifically, cross-voting and other electoral methods that encourage coalition-building across ethnic communities might add significantly to the functionality of the Annan Plan. Combined with other innovative mechanisms already in the plan, cross-voting could force political parties to seriously take into account the interests and concerns of the two Cypriot communities, an element that is currently missing from

Many high-resolution surfaces are created through isosurface extraction from volumetric representations, obtained by 3D photography, CT, or MRI. Noise inherent in the acquisition process can lead to geometrical and topological errors. Reducing geometrical errors during reconstruction is well studied. However, isosurfaces often contain many topological errors in the form of tiny handles. These nearly invisible artifacts hinder subsequent operations like mesh simplification, remeshing, and parametrization. In this article we present a practical method for removing handles in an isosurface. Our algorithm makes an axis-aligned sweep through the volume to locate handles, compute their sizes, and selectively remove them. The algorithm …

W artykule pragnę przedstawić czytelnikowi grupę technik oraz zabiegów inwentycznych (wynalazczych) z obszaru twórczych operacji umysłowych – transformowanie wraz z praktycznymi zastosowaniami. Operacje te ukierunkowane są na dokonywanie wszelkich przekształceń (transformacji myślowych) analizowanego obiektu (produktu) skutkujące poszukiwaniem możliwych kierunków jego ulepszenia, doskonalenia. W pracy zwracam również uwagę, iż niezwykle cennym i wartościowym jest zaangażowanie się przedsiębiorców (wraz z pracownikami) w bezkosztowy przecież proces myślowy, którego efektem może być pojawienie się nowych idei (koncepcji). Doing Research That Makes A Difference, Edlyn Vallejo, Bensimon M. Bensimon, Georgia Bauman, Donald E. Polkinghorne

This paper describes the "practitioner-as-researcher" model of research, an alternative methodology that is intended to bring about institutional change. We developed this approach through the Diversity Scorecard project in which we work with teams of practitioners to examine institutional data disaggregated by ethnicity in order to identify inequities in educational outcomes. The practitioners, themselves, conduct the research on their own campuses to discover areas of inequities. This, in turn, impacts their practices and motivation to bring about systemic institutional change.

This paper was adapted from a speech presented at the Annual Association of Independent Liberal Arts Colleges for Teacher Education in Chicago, Illinois, during the spring 2004 conference. Dr. Pearson articulates the status of education, best teaching practices, teacher preparation, educational reform and instructional change for educating diverse learners in the new millennium. Strategies are offered for increasing awareness of academic achievement among minorities and methods for preparing all preservice teachers to teach all learners.
