Emission of hydrogen chloride (HCl) from coal combustion is not controlled just like for example sulpfur dioxide emission. But HCl emission is also important, because chlorine content in some types of coal can reach the similar level to sulfur content. In the paper the measurement results of HCl emission to the air during combustion of three types of coal with law content of chlorine were presented. The researches were carried out for a steam pulverized coal boiler (max. boiler efficiency – 430 t/h) during three various loads (respectively 65, 80 and 95 % of maximum efficiency) without flue gas desulfurization. …

One of the defining features of plants is a body plan based on the physical properties of cell walls. Structural analyses of the polysaccharide components, combined with highresolution imaging, have provided the basis for much of the current understanding of cell walls. The application of genetic methods has begun to provide new insights into how walls are made, how they are controlled, and how they function. However, progress in integrating biophysical, developmental, and genetic information into a useful model will require a system-based approach.

PIYASIRI WICKRAMASEKARA
The presentation reflects on the International Agenda for Migration Management (IAMM) - the final outcome of the Berne Initiative (2001-04) supported by the Government of Switzerland with the IOM as the Secretariat. It highlights issues common to the ILO's approach in governance of migration, and also highlights limitation of the IAMM from a rights based perspective. It also points out areas for synergy and collaboration.

The Canon Of Family Law, Jill Elaine Hasday
The Canon Of Family Law, Jill Elaine Hasday
Jill Elaine Hasday
What is the canon of family law? By canon, I mean the ways of thinking about family law that are widely shared by legal scholars and especially by legal authorities, like legislators and judges. The existing literature on canons, which has long centered on the literary canon and has recently turned to the constitutional law canon, has most commonly understood a canon to be a set of foundational texts that exemplify, guide, and constitute a discipline. In part, the family law canon tracks this traditional focus on the inclusion and exclusion of texts, even if the family law canon does …
A New Right To Property: Civil War Confiscation In The Reconstruction Supreme Court, Daniel W. Hamilton
A New Right To Property: Civil War Confiscation In The Reconstruction Supreme Court, Daniel W. Hamilton
Daniel W. Hamilton
During the Civil War, both the Union Congress, in the First and Second Confiscation Acts, and the Confederate Congress, in the Sequestration Act, put in place sweeping confiscation programs designed to seize the private property of enemy citizens on a massive scale. This paper compares property confiscation in the Union and the Confederacy. It examines congressional debates, the social impact of confiscation legislation, and the interpretation of confiscation doctrine by the Supreme Court. I contend that the Civil War experiment with confiscation helped cause an important shift in American property ideology and constitutional law by accelerating the rise of liberal …

Who Survived The Titanic? A Logistic Regression Analysis, Lonnie K. Stevans, David Gleicher
Lonnie K. Stevans
A logistic regression analysis of an extensive data set on the Titanic passengers is presented which tests the likelihood that a Titanic passenger survived the accident--based upon passenger characteristics. The main finding is that underneath the strong overt preference afforded in the rescue by the authorities to women and children over men, there was a complex class determination of survival rates among men, on the one hand, and women and children, on the other. We hypothesize that the statistical interactions of gender and class are explained by two crucial decisions made by the ship’s authorities: 1. to encourage, and perhaps …
The Aftermath Of The Annan Plan Referendums: Cross-Voting Moderation For Cyprus, Neophytos Loizides, Eser Keskiner
The Aftermath Of The Annan Plan Referendums: Cross-Voting Moderation For Cyprus, Neophytos Loizides, Eser Keskiner
Neophytos Loizides
This article examines recent developments in the Cyprus
negotiations and suggests a number of changes to the proposed electoral system. Specifically, cross-voting and other electoral methods that encourage coalition-building across ethnic communities might add significantly to the functionality of the Annan Plan. Combined with other innovative mechanisms already in the plan, cross-voting could force political parties to seriously take into account the interests and concerns of the two Cypriot communities, an element that is currently missing from
both the Turkish Cypriot (TC) and Greek Cypriot (GC) political systems. Special conditions on the island, as well as the way most political …

Mutations In Pmr5 Result In Powdery Mildew Resistance And Altered Cell Wall Composition, John P. Vogel, Ted K. Raab, Chris R. Somerville, Shauna C. Somerville
Ted K. Raab
Powdery mildews and other obligate biotrophic pathogens are highly adapted to their hosts and often show limited host ranges. One facet of such host specialization is likely to be penetration of the host cell wall, a major barrier to infection. A mutation in the pmr5 gene rendered Arabidopsis resistant to the powdery mildew species Erysiphe cichoracearum and Erysiphe orontii, but not to the unrelated pathogens Pseudomonas syringae or Peronospora parasitica. PMR5 belongs to a large family of plant-specific genes of unknown function. pmr5-mediated resistance did not require signaling through either the salicylic acid or jasmonic acid/ ethylene defense pathways, suggesting …
Natural Rights And Individual Sovereignty, Siegfried Van Duffel
Natural Rights And Individual Sovereignty, Siegfried Van Duffel
Siegfried Van Duffel
Can we have a moral right to do things that are immoral? Some people have said "Yes", but others have vehemently denied the same. This paper argues how such an idea could have developed out of a completely different one.
Libertarian Natural Rights, Siegfried Van Duffel
Libertarian Natural Rights, Siegfried Van Duffel
Siegfried Van Duffel
Libertarianism relies on a natural rights theory, which takes the idea of individual sovereignty as basic. The theory is flawed because it cannot ground an obligation for different sovereigns to respect each other's sovereignty.

A New Approach To Old Cases: Reconsidering Statutes Of Limitation, Ehud Guttel, Michael Novick
A New Approach To Old Cases: Reconsidering Statutes Of Limitation, Ehud Guttel, Michael Novick
Ehud Guttel
Statutes of limitation currently occur in two forms. The first and traditional form defines a fixed period within which the plaintiff may file her claim, and bars a claim that is filed after this period. The second form, the discovery rule, softens the traditional statute’s bar when the plaintiff is reasonably unaware, for some time after the harm occurs, of some of the facts essential to her claim.
This Article proposes a new model of statue of limitation that transforms temporal limitation from a sanction rule to a price rule. The traditional regime and the discovery rule divide time into …

Physical And Chemical Characteristics Of Commercially Available Brake Shoe Lining Materials: A Comparative Study
A.S. Md Abdul Haseeb
The physical and chemical characteristics of four commercial automotive brake shoe lining materials used in heavy vehicles have been investigated and compared. Relevant physical properties viz. density, water absorption and swelling characteristics were determined using standard test methods. X-ray diffraction, infrared spectroscopy and optical microscopic techniques were used to identify the constituents. It has been observed that all of the four friction materials contain phenol formaldehyde resin as the matrix. Other major ingredients were also the same in all the samples but their amount and size varied. These include asbestos as fibre reinforcement, barium sulphate as filler and brass particles …
