Cost Estimate For A Two-Year Beloit Promise, George A. Erickcek

This report provides a cost-estimate of a two-year universal, place-based scholarship program for the School District of Beloit. The scholarship could be used at any technical two-year public college in Wisconsin. The cost estimates of a first-dollar and middle-dollar scholarship program, which would require students to complete their FAFSA, are provided to the year 2023. This report is based on modifying an impact model constructed by the Upjohn Institute for the School District of Beloit to estimate the potential fiscal impact of a four-year scholarship program.

Small Cities Blues: Looking For Growth Factors In Small And Medium-Sized Cities, George A. Erickcek, Hannah J. Mckinney

The purpose of this exploratory study is to attempt to identify particular public policies which have the potential to increase the economic viability of smaller metropolitan areas and cities. We identify characteristics associated with smaller metro areas that performed better-than-expected (winners) and worse-than-expected (losers) during the 1990s, given their resources, industrial mix, and location as of 1990. Once these characteristics have been identified, we look for evidence that public policy choices may have promoted and enhanced a metro area's ability to succeed and to regain control of its own economic destiny. What Should Michigan Be Doing To Promote Long-Run Economic Development?, Timothy J. Bartik

This paper argues that Michigan can take cost-effective actions to significantly improve the primary state economic development goal: higher per capita income of Michigan's residents. Higher per capita income of Michigan's residents can be achieved through state policy actions that use cost-effective means to either lower the marginal costs of businesses that expand in the state, or boost the skills of state residents. In this paper, I offer eight ideas for how to lower marginal business costs and boost skills. Four of these ideas focus on lowering marginal business costs. Four other ideas focus on boosting skills. This project has three components. Component 1 is a model for use by state governments in evaluating the cost-effectiveness of economic development incentives. This model will be designed to be implemented via a spreadsheet, and will have supporting documentation explaining its research basis. Component 2 is estimates of marginal tax rates for different types of businesses in various states and cities. In collaboration with Alan Peters and Peter Fisher of the University of Iowa, this research project provided important new evidence on a long-standing controversy in academic and public policy circles: whether tax incentives are a cost-effective means of stimulating state economic growth. The research used a superior measure of the crucial explanatory variable—state and local taxes on business—and tested the sensitivity of the results to the kind of tax measure used. This project refocused scholarly debate on replicable findings about the impact of state and local business taxes on economic growth.
