In response to COVID-19 pandemic supply chain issues, the State of California issued Executive Order (EO) N-19-21 to use state land to increase warehousing capacity. This highlights a land-use paradox between economic and environmental goals: adding warehouse capacity increases climate pollution and traffic congestion around the ports and warehouses, while there is a deficit of affordable housing and high homeless rates in port-adjacent underserved communities. This study aims to inform regional policymakers and community stakeholders about these trade-offs by identifying current and future supply of and demand for warehousing and housing in Southern California through 2040. Transit should serve all users, regardless of age, race, ability, or any other identity. Policies and planning must be conscious of inequities when defining and measuring equity in public transportation. This study was done to aid the California Department of Transportation (Caltrans) and the state’s transit agencies in assessing transit service equity and assisting with evaluating past, existing, and future inequities. This report identifies and evaluates policies and practices associated with equity measurement in public transit from extant academic and professional literature sources. Since the 1980s, the rising number of homeless people has caused the problem to become a significant political issue. Politicians have made promises in their campaigns to solve the emergency every election cycle. Most of these campaign promises never come to fruition, and we see a continuing rise in homelessness. This paper examines the political context of housing insecurity to argue that housing is a human right, and that homelessness is a failed policy decision. Homelessness comes in four different forms that all require individual attention. The current policies aimed to address homelessness cannot be one size fits all. While …

Vertiport research and development trails in the emerging commercial air taxi sector known as Advanced Air Mobility (AAM). Published scholarship remains limited as federal, state, and local governments have yet to create or implement policies for the rapidly progressing larger AAM ecosystem, which is designed around autonomous electric vehicle takeoff and landing aircraft. With the potential for frequent low altitude flights, long-range planning must demonstrate awareness, knowledge, and utilization of geographic information science to select safe and just vertiport locations. Societies across the globe are shifting away from fossil fuels and towards clean energy, resulting in significant changes to the electric grid. This clean energy transition is accompanied by transformative opportunities. However, the benefits of clean, reliable energy do not equitably accrue to all communities. In order to challenge and overcome the persistent social disparities that exist in the energy transition, energy justice must be a driving factor in energy planning and decision making. Ingenuity and tending to the land are anything but contemporary to Communities of Color (COC). Even when our communities become targets of environmental racism and experience the brunt of institution-based degradation, COC resist in a multitude of ways. While there is a plethora of documented social movements led by the Chicanx community for civil, educational, and labor rights, there is a paucity of Chicanx presence in environmental discourse. Thus, my scholar-activist commitments are to highlight Chicana/Latina herstories, epistemologies, and praxes that debunk the narrow white-heteropatriarchal male narrative in mainstream environmentalism. The Citizen Science Association (CSA) is a member-driven organization that connects people with interest in community/citizen science (c*science) from a wide range of backgrounds, disciplines, and experiences. In response to the COVID-19 pandemic, the bi-annual CSA conference pivoted away from an in-person format to a virtual format. CitSciVirtual: Local, Global, Connected occurred throughout May 2021 and brought together more than 700 attendees from 36 countries. The conference prioritized interactive experiences for attendees, including 16 collaborative poster sessions featuring 240 virtual posters, 55 workshops to learn and practice new skills, and 7 social events. In this article, we introduce the “dwelling paradox” to explore how the state actively produces water insecurity for people experiencing homelessness in the Global North. We explain that the dwelling paradox is (1) produced by a modernist ideology of public service delivery that privileges water provision through private infrastructural connections in the home; (2) is reproduced by the welfare-warfare state, which has increasingly weaponized public water facilities and criminalized body functions in public space; and (3) is actively contested by some houseless communities, who challenge hegemonic ideals of the “home”—and its water infrastructure—as a private, atomized space. California is experiencing the harmful impacts of climate change and will continue to do so for generations. As a result, municipalities have been forced to turn to adaptation solutions to help local residents adjust to inevitable impacts such as sea level rise, extreme heat, and extreme weather. Ecosystem-based adaptation (EbA), the use of nature and ecosystem services to help human systems adapt to climate change impacts, is an increasingly popular, cost-effective, and multi-benefit adaptation strategy. Freight represents approximately 30% of all transportation-related emissions in the U.S., but local climate action plans (CAPs) and freight plans often place limited emphasis on freight emissions reduction strategies. Electric vehicles (EVs) are a valuable tool in addressing the climate and energy challenges placed on our transportation systems. However, while national and international market shares of EVs have been rising with exponential rates, access to EVs of low-income populations has been significantly slower. This research developed a business model for expanding the EV market to low-income Californians. The team developed the model from qualitative data from various stakeholders, including Electric and Solar Companies, Professional and Community-Based Organizations, State Agencies, research institutions, and more, which enabled insights regarding various barriers that hinder the adoption of EVs. This explanatory mixed-method research study explored campus internationalization trends by examining the practices of faculty and administrators engaged in campus internationalization efforts at selected four-year public institutions in Northern California. Most survey respondents and interviewees recognized the importance of internationalization, prompted greatly by their own personal transformational “international” journey, making them identifiable champions who can assist in promoting internationalization efforts. Most maintained that the system and their individual institutions do not provide adequate incentives to those faculty who are not personally motivated to engage in international activities and acknowledged internationalization does not float to the top of priorities. Transit-oriented development (TOD) is often showcased as a solution for private vehicle dependency and growing climate issues. Although TOD seems promising, it usually has harsh, unforgiving effects such as ecological gentrification. Ecological gentrification occurs when lower-income communities, especially of color, are pushed out of their neighborhoods due to the implementation of an environmental amenity, benefit, or service. However, research suggests that TODs that apply Transportation Justice principles seem to produce more equitable results. Environmental racism plagues low-income communities of color through exposure to environmental hazards, and the youth are most vulnerable. Environmental science, technology, engineering, and math (E-STEM) curriculums promoted as tools for corrective justice. Using a West Oakland, California Boys and Girls Club as a case study, I first describe the environmental awareness, attitudes, and actions of a group of six- to 13-year-old, predominantly African - American, children from this low-income community. I then examine the possible impacts of an E-STEM curriculum on participants, and I identify staff- and researcher-identified challenges to its implementation. The Alameda Creek watershed is located within the ancestral homeland of the Muwekma Ohlone Tribe of the San Francisco Bay Area. Their ancestors historically utilized a variety of plants for food, medicine, ceremonies, and building materials, with their understanding of the value of the plants based on traditional ecological knowledge (TEK). The arrival of Spanish, and later Anglo/American, colonists beginning in the mid-18th century introduced urbanization and European agricultural practices, which have degraded wildlands and impacted species richness and diversity. This research built on the work of Chi-Pei Fang who explored this issue in “Ability of the Bay Area Cities to Accommodate Plug-in Electric Vehicles: A Process Evaluation” (Fang, 2021). Fang recommended that follow-on projects focus on an individual city. This paper moved in that direction, but instead of focusing on a specific city in the California Bay Area, it focused on Santa Clara County (SCC) and the cities within. Additionally, this paper broadened the focus to include all zero-emissions vehicles (ZEVs), a category which not only includes electric vehicles (EVs) but also hydrogen fuel cell electric vehicles (FCEVs).

Historically, the State of California assessed the environmental impacts of proposed developments based on how it was projected to affect an area’s level of service (LOS). However, as LOS focused on traffic delays, many agencies simply widened roads, which was an ineffective way to reduce greenhouse gas emissions (GHGs). With the passage of Senate Bill (SB)743 in 2013, LOS was replaced by Vehicle Miles Traveled (VMT) as a more appropriate metric by which to gauge the environmental impacts of proposed development.
