Helicopter Air Ambulances (HAA) are a vital component of the healthcare system by bridging the gap between traditional ground-based ambulances and hospitals and transporting patients from remote areas to medical facilities. However, the accident rates during aeromedical transports remain high compared to other commercial air operations. This session presents an analysis of HAA accidents from the human factors perspective and changes in regulation, technology, and training during HAA operations over the last decade.

The solution required the design and construction of a new remain overnight (RON) parking apron with space for up to seven commercial aircrafts simultaneously. The project entailed extensive utility relocations, grading and drainage, concrete and asphalt paving, and airfield electrical. The Indiana DOT is significantly revising asphalt binder specifications that will impact all contracts as early as 2024. The base asphalt binder grade in Indiana is changing from PG 64-22 to PG 58-28 and the testing requirements for all asphalt binders will change from PG binder testing to MSCR and percent recovery. This session will provide the background, overview, and expectations needed for pavement designers, consultants, contractors, DOT, and local agency personnel to understand.

The Greensburg Municipal Airport completed the construction of Runway 1-19 on a new alignment in 2022. Runway 1-19 is 5,405-ft long × 100-ft wide and replaced the existing Runway 18-36 that was 3,430-ft long × 40-ft wide. This was a multi-year construction project with a broad scope that included land acquisition; construction in a flood-way; grading and drainage; paving and electrical; and extensive FAA coordination. Challenges and successes will be discussed.

INDOT reported 153 truck mounted attenuator (TMA)-related accidents between 2016 and 2021. The autonomous TMA (ATMA) removes the driver from the TMA to enhance their safety; however, the functionality and workers’ perception of ATMA must be assessed comprehensively before its implementation in INDOT. This presentation summarizes the findings from 25 closed- road tests and five weeks of field tests of ATMA under four maintenance activities.

Local income tax (LIT) has become an increasingly important resource for Indiana communities. Each year, many Indiana counties adopt new or reallocate existing LIT rates to meet ever-changing needs.
