In consultation with the District of Columbia Department of Corrections (DC DOC), researchers developed an evaluation design oriented around five objectives. One objective is to provide timely feedback to the U.S. Justice Department’s National Institute of Justice (the funder of the evaluation), DC DOC, and other interested jurisdictions on RFID’s implementation. A second objective is to provide feedback on the process of implementing RFID. A third objective is to assess the impact of RFID’s implementation on identified outcome measures. The purpose of this study is to explore the use of interstate inmate transfers (IITs) by prison wardens and the administrative intent that guide their use. This study assesses the explanatory power of the new penology in three cases and asks three broad questions of two prison wardens and the DOC: What correctional goals do you hope to accomplish with interstate inmate transfers? Why? And what contextual factors (if any) are felt to inhibit or facilitate these goals?

The purpose of the evaluation project is to assess the process and the outcomes of implementing an intervention based on the Teen Dating Violence Awareness and Prevention Toolkit. For this purpose, the IDVSA research team developed a model for schools to follow based on multiple materials in the Toolkit. The project looked at how effective the intervention was in increasing awareness of dating violence among teens and knowledge of how to respond if they or their peers are in an abusive relationship.

The workplace is a setting where women in abusive relationships can potentially access information and support to resolve the violence in their lives. This study addresses a critical need for data-based knowledge about how supervisors can effectively support employees experiencing intimate partner violence. The dissertation study examines supervisor support congruency (i.e., the match between support wanted and received) and work outcomes for Latina and non-Latina, abused women. Specifically, I examine which supervisor support measures best predict work outcomes for abused, low-wage, employees. In January 2002, Washington State Patrol (WSP) Chief Ronal Serpas, Ph.D., implemented his Accountability Driven Leadership (ADL) philosophy throughout the entire statewide public safety agency. The initiative was intended to re-focus personnel on agency strategic goals, objectives, and performance. ADL stressed Computer Statistic (CompStat) management tenants, decentralized decision-making, and efficiency and effectiveness performance measures.

Most CompStat research has been anecdotal in nature, meaning little empirical analysis has scrutinized the implementation of these initiatives in policing. The purpose of this study was to begin the effort to build a theoretical foundation for homeland security policy by analyzing the 1993 World Trade Center terrorist attack using multiple frame analysis (MFA). MFA consisted of three conceptual lenses: (I)-Homeland Security as a Criminal Justice Problem/Terrorism as Crime, (II)-Homeland Security as a International Relations Problem/Terrorism as War, and (III)-Homeland Security as an Organization Design Problem/Terrorism as a Network. These lenses were applied to the 1993 World Trade Center bombing using a case study methodology, thus creating a framework to analyze a singular critical event from multiple perspectives.

Over the past two decades, the number of imprisoned adults in the United States has quadrupled. Mirroring this trend is the rapidly increasing population of children with incarcerated parents. The initial findings of research on the effects of parental incarceration on children are disturbing, indicating a vulnerable group of children at risk for poor outcomes. Yet, research on these children remains limited. Several studies have focused on the description of these children, yet few have analyzed the relationship between parental incarceration and child outcomes in conjunction with other risk and protective factors. The complex issues associated with barriers to treatment entry for parents who are involved with child welfare has not been well explored. Accessing timely treatment is now critical for these parents since the introduction of the Adoption and Safe Families Act of 1997, limiting the time until a permanency decision is made. Using a longitudinal, qualitative approach, substance-abusing parents from 15 families, their relevant family members, and service providers were interviewed approximately every 3 months over an 18-month period. The landscape of American policing is comprised of a myriad of police organizations, each serving a distinct function and populace. Yet, police reformers rarely recognize this and continue to disseminate 'umbrella' policy prescriptions to all policing organizations. This body of research argues that public and police administrators must take into account the nature of the organization and its constraining forces before prescribing change or initiating policy. Meeting the needs of families involved with the child welfare system because of a substance abuse issue remains a challenge for child welfare practitioners. In order to improve services to these families, there has been an increasing focus on improving collaboration between child welfare, treatment providers, and the court systems. This paper presents the results from qualitative interviews with 104 representatives of these three systems that explore how the collaborative process works to benefit families, as well as the barriers and supports for building successful collaborations. Increased Hiv Risk Associated With Criminal Justice Involvement Among Men On Methadone, Matthew Epperson, Nabila El-Bassel, Louisa Gilbert, E. Roberto Orellana, Mingway Chang

This paper examines the relationship between HIV risk and criminal justice involvement among a random sample of 356 men enrolled in methadone maintenance treatment programs in New York City. Bivariate and logistic regression analyses were performed to estimate the associations between measures of criminal justice involvement and participant HIV risk, controlling for socio-demographic variables. A lifetime history of incarceration was significantly associated with being HIV positive (Adjusted OR = 5.08). Recent arrest was associated with unprotected vaginal sex and having multiple female sexual partners. Sex trading was associated with both arrest and incarceration, and the strongest association was found between …
