The mechanism for funding the District of Columbia's local court system reflects the unique and complex character of the District. The means and method of budgeting for and funding this vital function has evolved over the years, reflecting the maturation of the District from its pre-Home Rule days to the present. This evolution is a reflection of the District's growing pains and financial crises, as well as the unusual symbiosis and tension between the District and the federal government. A review of the extant literature reveals a recent growth in critical criminological analyses of rural crime and societal reactions to it. Nevertheless, rural critical criminology is still in a state of infancy and requires much more development. Thus, heavily influenced by Taylor, Walton, and Young’s(1973) path-breaking book The New Criminology and by research on woman abuse in rural communities, the main objective of this article, then, is twofold: (1) to describe the key reasons for a more fully developed rural critical criminology and (2) to outline some of its key elements. Making Methamphetamine, Ralph Weisheit

In many parts of the U.S. methamphetamine production remains a serious problem despite efforts to restrict access to precursor chemicals. Methamphetamine laboratories are a particular issue in rural areas, where many essential chemicals are available and where a lower population density means that noxious fumes are less likely to be noticed. This paper shows how the problem emerged and changed over time and includes: Early production in the U.S., the spread of meth production, the process of making meth, precursor control efforts, superlabs versus small local operations, health risks, contaminated lab sites, and children found in methamphetamine lab sites.

Once believed to be a poor inner city neighborhood characteristic, youth violence and crime are now recognized as problems in rural areas as well (Osgood and Chambers 2000). Studies on their etiology remain scarce, particularly with a focus on minority youth. Given the importance of individual characteristics and a positive future orientation (educational aspirations) during adolescence, the current study tested a riskprotective factor approach with measures of risk proneness, self-esteem, educational commitment, and educational expectations to predict both direct and “indirect” measures of violence and criminal behaviors (assault, encounters with law enforcement, and court appearances) in samples of rural (n=687) …

Within the sociological literature rates of lethal violence have theoretically andempirically been associated with urban location. In many advanced industrial countries rising rates of rural suicide have resulted in an unprecedented reversal of the rural-urban suicide differential. This study contributes to the existing literature by examining the implications of rural-urban location within contemporary Durkheimian macro social suicide research. Combining county level mortality, demographic, economic, and religious data thisstudy empirically: a) details longitudinal patterns of rural and urban county age-adjusted suicide rates for the Southern Gulf States from 1970-2000; b) standardizes and regresses crude white male suicide rates for rural and …

While people in rural places generally have less crime, American Indians and communities are an anomaly, by sufferingfrom unusually high rates of criminal victimization despite being predominantly rural.One element with thisheightened vulnerability to crime is the historic under-policing of Indian reservations and communities. This paper examines the policing of Indian communities, first by tracing the historical development of Indian tribal police in the United States overthe past two centuries, which shapes the legal-social context for presentday Indian police agencies. This article addresses several areas as applied to the rural subculture of the Amish. First, the Old Order Amish will be introduced to the reader. Distinctions will be made between the Old Order Amish and other, cousin, groups. Second, discussion will center on the victimization of Old Order Amish. Several illustrations will be offered along with theories that attempt to explain these phenomena. Third, attention will be given to offending and deviant behavior among the Old Order Amish. Particular focus is placed on Amish youth. Fourth, discussion will turn to the restorative justice model as an effective manner of dealing …

This paper is a descriptive analysis of the main aspect of the job of game wardens, the apprehension of poachers. Based on data from interviews with 62 game wardens the author describes the actions of game wardens in attempting to enforce wildlife conservation laws. Extensive quotations from interviews with game wardens are presented. The analysis is focused around their responses to guiding questions regarding the probability of apprehension of poachers. These include: (1) poaching alone, (2) very experienced at poaching, (3) nevertalks about their poaching activities, (4) the use of informants, (5) remaining mobile, (6) being familiar with the geographic …

The aim of this research was to identify the extent of commercial and farm vehicle theft in Australia and to explore the theft profile of these vehicles in urban and rural areas. The research was conducted using data from the National ComprehensiveAuto-theft Research System (CARS) database. The database holds police data on all motor vehicle thefts and vehicle registration data from all Australian states and territories. While passenger vehicle and light commercial vehicle (PLC) theft in Australia has decreased significantly since 2001, theft of commercial and farm vehicles has remained constant. Theoretical Predictors Of Delinquency In And Out Of School Among A Sample Of Rural Public School Youth, Preston Elrod, Irina R. Soderstrom, David C. May

This paper compares predictors of in-school and out-of-school delinquency and is based on data collected from 2,011 subjects at two elementary, one middle, and one high school in a rural school district. Predictors were derived from a variety of theoretical perspectives including social organization and social control; interactionist theory; differential association and social learning; strain, culture conflict, and critical theory. In addition, several demographic variables were included in the analysis. Regression results revealed that negative peer influence, victimization experience, attachment to school, gender, general strain, alienation, and the student’s self-reported response to a weapon at school were significant predictors of …

On March 4, 2005, a car carrying Nicola Calipari and Andrea Carpani, members of the Italian Ministry of Intelligence, and Giuliana Sgrena, a journalist who had been taken hostage one month before and who had just been released and was on her way back to Italy, was traveling to the Baghdad Airport. The car was fired on by US forces from a checkpoint, killing Mr. Calipari and wounding Ms. Sgrena and Mr. Carpani. As a result of this tragic event, a joint investigation occurred and but Italy and the United States could not agree on the results. The United States …

This article briefly discusses the various laws passed by the regime of General Musharraf (1999-2008) to relieve the plight of helpless women in Pakistan and analyses the Protection of Women Act, 2006 from a legal, rather than from a political or emotional perspective. It scrutinizes the opinions of leading 'ulama, such as Justice (R) Taqi 'Uthmani, Mufti Muneebur Rahman, Moulana 'Abdul Malik, and Hasan Madani. This Article advocates for the creation of a Grand Jury Legal Advisor (GJLA) to resurrect the historical autonomy of grand juries. The Article draws upon Hawaii’s experiences with the GJLA, and incorporates survey responses from a representative sample of former GJLAs.
The Article begins with a general and historical overview of the grandjury process. This portion of the Article demonstrates how all three branches of government have contributed to the diminishment of the powers of grand jurors. Part IV of this Article discusses the important policy

Mandatory minimum sentences are anathema to judges due to, it is commonly said, judges’ “utter lack of power to do anything for the exceptional defendants that move them.” In the case of Weldon Angelos, for example, U.S. District Judge Paul Cassell lamented that sentencing Mr. Angelos to 55 years in prison “is unjust, cruel, and even irrational. [The court] reluctantly concludes that it has no choice.” The Judicial Conference has consistently opposed mandatory minimum sentences for more than 50 years, because it, too, has concluded that mandatory sentences give judges no choice in sentencing.
