The historic rehabilitation tax credit, in its many forms, is the single greatest driver of historic preservation investment in the United States. Despite this, very little research has been done regarding the secondary effects of historic tax credit leverage. The goal of this thesis is to assess the impact that substantial historic tax credit projects have had on the value of the properties that surround them in the state of South Carolina. Extension professionals increasingly understand data as integral to economic development planning and related efforts. However, regional economic data is often inaccurate, expensive, and unengaging for stakeholders. The Economic Opportunity Mapping Tool provides industry-specific free online interactive maps to engage stakeholders in the process of economic development planning, while also helping connect the determinants of business location with real local data on industry establishments.

Michigan State University Extension (MSUE)’s annual conference, Connecting Entrepreneurial Communities (CEC), has served as a catalyst for entrepreneurial ecosystems across Michigan since 2012. Designed by MSUE for small towns, CEC has gained national interest as evidenced by the adoption of this conference model by four other Extension services. This article outlines the unique conference design, details the partnership between Extension and host communities, and explores conference evaluation data validating the need to continue this programming. Lessons learned and successes to date are provided to ensure readers learn the value this unique conference format has in Extension entrepreneurship programming nationally.

Traditional economic development efforts have been unable to address the nuances of rural communities. Entrepreneurship can be an important process and a vital component for building rural resiliency. As part of RISE29, a grant funded program, regional advisory councils have been established an act as a crucial extension tool for East Carolina University. The goal of these councils is to incorporate the narrative and discourse of the importance of entrepreneurship as a part of inclusive rural economic development strategies.

Pathways to Prosperity (P2P) is a statewide economic development leadership conference that is hosted by Washington State University Extension (WSUE) and involves use of a unique hybrid delivery model to reach rural communities and revive economies. For P2P, WSUE uses technology to connect multiple sites simultaneously to provide a webinar featuring a national expert. Well-designed and adaptable activities facilitated by a local team address issues and opportunities introduced by the speaker. Regional leaders and stakeholders participate at local sites, allowing them to leverage the knowledge gained by applying it to their community goals and aspirations.

The Connecticut 10% Campaign teaches consumers about local foods and garden opportunities while supporting communities by promoting relevant changes in behavior. It was hypothesized that several Extension programs have similar goals and could partner to increase impact. A survey of University of Connecticut Extension personnel gauged knowledge of programs administered by the 10% Campaign team and interest in future collaboration. Results are being used to strategically plan for future programming. Extension systems addressing challenges and opportunities related to local foods elsewhere may face challenges to internal collaboration and benefit from knowledge of the findings from Connecticut.

In 2014, a mudslide devastated a small community in rural northwestern Washington State, taking 43 lives. The disaster created ripple effects that affected families, economies, transportation, and employment in neighboring communities. This article provides details of the state land-grant university's efforts to help affected communities recover. Aspects of this response readily replicable by other land-grant universities include outreach leadership provided by local/county-based Extension faculty; creation of a response team with depth and breadth of expertise and skills; engagement of campus-based colleges, colleagues, and students; and delivery of youth development programs in affected communities. Extension agents are frequently tasked with determining industry clusters that exist in a region to support economic development. However, data suppression issues recurrently prohibit a comprehensive understanding of heavily concentrated firms in a region, particularly in rural areas. This article discusses the use of North American Industry Classification System codes within the LexisNexis Academic database as a technique for locating data about specific firms and analyzing regional industry clusters. This approach provides a practical and cost-efficient method for Extension agents and other researchers and practitioners to identify clusters and gather firm information in small geographies throughout the United States.

Rural wealth creation and local entrepreneurship are emerging economic development approaches that bring back a sense of self-determination to rural communities. However, their potential is often greatly diminished by preconceived and opposing notions within the community on what drives economic growth. The Dollar Game is an innovative curriculum where participants collectively build an understanding of how innovation, income distribution and export affect their communities. Teams play different scenarios, starting with an island economy isolated from grants, subsidies, and trading opportunities and builds to a connected economy where they eventually lose ownership of the local value-chain.

Improving tourism is one means Extension professionals and other community stakeholders can use to build rural economic resiliency. The research reported in this article evaluates what motivates tourists to visit and how they perceive of Wisconsin's Kickapoo Valley as a destination. Data are drawn from surveys collected from out-of-town visitors. Results show the motivation to find excitement and adventure, the perception that the area is clean and hospitable, and whether visitors have been to the area more than once significantly affect their likelihood of returning to or recommending the area. Capturing The Ripples From Community-Driven Business Retention And Expansion Programs, Michael Darger

Community-driven Business Retention & Expansion (BR&E) is a time-tested University of Minnesota Extension program that is benefitting from a new evaluation technique—Ripple Effect Mapping (REM). This BR&E model helps communities create priority economic development projects. REM efficiently captures a community's project outcomes and impacts via community-based focus group discussions. REM results from four Minnesota communities showed the greatest number of effects in human and social capital, out of seven community capitals. For communities, completed ripple effect maps illustrate cumulative accomplishments while motivating participants to keep pursuing their project goals. For Extension, REM enables analysis for program reporting and improvement.

The study reported here sought to ascertain the agritourism attraction preferences of Iowa consumers based on population category. Respondents were asked questions regarding their motivation and preferences related to participation in agritourism activities. The results revealed that individuals enjoy participating in agritourism activities to spend time with family and friends while supporting local farmers. They placed considerable importance on the availability of fresh produce, on-site restrooms, and a convenient location. The information regarding consumer motivation and preferences may be used by Extension educators, state organizations, and the agritourism owner/operator to create a consumer profile and target market prospective audiences.

Assessing program impact can provide useful program evaluation data. It also provides a basis for program development, marketing, and justification. This article discusses recent impact evaluation efforts and findings of a long-time Extension program; referred to as Business Retention and Expansion (BR&E). Financial development enhances human development, and access to financial services makes a positive impact on people's lives particularly poor people. In addition, financial development reduces income inequality and boosts incomes. Over the last few decades, policymakers have considered financial sector reforms that promote financial inclusion. This paper attempts to show how financial inclusion is correlated with standard measures of economic development and economic well-being. To this end, we first measure the extent of financial inclusion by comparing economies and regions over time. As the agritourism industry grows and develops in Iowa, it is important to identify the knowledge and participation levels of prospective agritourism consumers. This article focuses on current consumer trends and participation levels in Iowa agritourism activities. The results revealed a majority of Iowans believe they have at least some understanding of agriculture and food production and have participated in agritourism activities, but were relatively unfamiliar with agricultural-related tourism terms. The results can be used by Extension educators, state agricultural and economic development organizations, and the agritourism owner/operator to create a consumer profile and understand their prospective audiences.

Good but little-used non-Interstate ("UNterstate") highways can bring economic development to bypassed rural areas that attract neither industry nor tourists if travelers can be induced to use them for longer trips. Today these routes offer little-appreciated advantages compared with both flying and Interstate Highway travel that can be marketed to travelers. Enterprising Extension agents are well positioned to have major roles in launching and managing UNterstate Highway marketing programs.

A series of regional focus groups and interviews reveal the practical economic development challenges that small and rural communities experience in an environment of globalization and industrial restructuring. The analysis reported here found that many economically distressed communities face immediate human capital and labor market concerns that may prevent the implementation of competitive economic development approaches. Unless these regions address these human capital constraints, they are at continued risk of falling further behind. They must begin with the development of programs and policies that build regional partnerships among local school districts, career centers, local businesses, and community colleges, and universities.

Bioenergy From Woody Biomass, Potential For Economic Development, And The Need For Extension, Donald L. Grebner, Gustavo Perez-Verdin, James E. Henderson, Andrew J. Londo

This article reviews the economic impacts of woody biomass utilization for bioenergy development and the role of Extension. Woody biomass is an alternative to reduce foreign oil dependency and mitigate greenhouse emissions. It is renewable, abundant, and can be virtually produced everywhere. Studies suggest that recovery of woody biomass, construction, and operation of biofuels or biopower facilities are a reliable source of employment generation and bring additional income to local communities. Extension should focus on the analysis of areas with the greater potential (e.g., feedstock, infrastructure, and labor availability) to promote sustainable woody biomass utilization.

The following essays in public choice are concerned with two main subjects: changes in public educational quality due to competition from surrounding private schools and the settings that foster increased interest group activity and what impact that activity has on the relative economic development of US states. While these subjects may seem varied, they are both important in understanding differences in economic development.

A governor's role as chief legislator is based on his ability to recommend legislation and then use his powers to have his proposals enacted and implemented as public policies. Many gubernatorial scholars contend that this legislative role allows governors to exert greater influence than other political actors on state public policies (Bernick and Wiggins 1991; Herzik 1991; Sanford 1967).
