India does not fit easily into existing models of thought on the nature of a state and defies ease of understanding. Though India is most often considered to be a subsidy state, I show in this thesis the notion of the subsidy state does not capture the true nature of the Indian state. Language brokers are children of immigrants who use their skills as bilinguals to interpret or translate for their family and/or community members. Although language brokering may begin in childhood or preadolescence, language brokering may continue until adulthood. While there are a small number of studies that have touched upon change over time, this study’s primary focus is on language brokers’ experiences relating to change over time. This was accomplished through semi-structured in depth retrospective interviews among Latina/o young adults attending small liberal arts colleges. This paper argues for the importance of scale, management and sovereign-led development in considering a more human-centric model for Third World development. It begins by reviewing the history of the mainstream Western development model through the evolution of modernization theory and foreign aid. It explores general critiques of this model offered by scholars, focusing on unequal power relations, the high cost of aid, and problems with ‘cookie cutter’ style development projects that don’t take into account disparate environments. The problem of rent-seeking in China’s state-owned enterprises has worsened since the rapid increase in infrastructure investment, such as telecom and railway. State-owned enterprise reform in China has given licensing power to officials and executives without sufficient checks and balances. The Chinese government plans to introduce corporate governance structures and encourage private investment for the previously state-dominated industries, such as the railway industry, in the next decade. Yet these formalities cannot eradicate the political problem of corruption. Policy Analysis Of Rural Development Strategy In Mexico: Creation And Management Of Infrastructure Systems, Carlton J. Rueb

This thesis explores rural development strategy in Mexico within the context of infrastructure development. It finds that although the tenants of decentralization and neoliberalism on which the strategy is based are conducive to gains in productivity, equity, and environmental sustainability in rural Mexico, the current government apparatus creates a number of market failures which limit the beneficial potential of the development strategy. Lessons learned from the Mexican experience should be applied in other contexts for development strategies.

From Riches To Rags: The Political Economy Of The Natural Resource Curse, Anum Malkani

The natural resource curse paradox has given rise to a wide range of explanations, which look at the economic, social and political characteristics of resource-rich countries. This paper focuses on the political economy of natural resources and finds that controlling for sociopolitical factors eliminates the natural resource curse. The analysis then turns to these sociopolitical factors and examines the significant, complex and varied effects of democratization on economic growth in general, as well as in resource-rich countries in particular. Neoliberal agrarian reforms in Latin America have lead to both advances and set backs for the women’s and indigenous movements. While most neoliberal policies were the same in terms of goals, like creating institutions that encourage a capitalist markets, the results were somewhat heterogeneous in part due to the role of the women’s and indigenous movements in individual countries. The rise of the international women’s movement, which was marked by the UN’s decade on women from 1975-1985, coincided with an unfavorable economic climate in Latin America.

This paper seeks to explore the development of attachments in humans as seen through Bowlby's (1980) attachment theory. Components of the theory which focus on how attachments are formed and how they influence future behavior are explored. These are used to then examine how attachment theory applies to the attachment patterns seen in homosexual males.

Existing research on inclusive education deals primarily with the effectiveness of inclusion programs and the theoretical frameworks behind their limitation. However, no extensive research has been conducted that explores the role of the socio-cultural context and the development level in determining the best way in which the educational needs of children with special needs can be met.
