Good Government Begins With Self-Government, Melissa Wei-Tsing Inouye

For nearly a thousand years (from around 960 to 1905 CE), becoming a government official in imperial China required passing a battery of multiday, multisubject, anonymously graded written exams requiring decades of intensive preparation. Eighteenth-century European politi- cal thinkers, including Voltaire, admired China’s system for using meritocratic criteria, as opposed to aristocratic birth, to select government officials. The exams tested not only scholars’ abilities in history, philosophy, government, and literature, but also—in theory at least—their personal cultivation of moral virtues such as benevolence and integrity. Good government required goodness.

Taiwan can be found about 100 miles off the southeastern coast of China in the Pacific Ocean. It consists of a main island and many smaller surrounding islands. Before the arrival of the Dutch, the only inhabitants of the island were the Taiwanese indigenous peoples, also known as the Formosan people, Austronesian Taiwanese people, or Gaoshan people, who had been there for thousands of years. For consistency, throughout this paper, I will refer to them as Taiwanese indigenous peoples. An Alternative Method Of Title Authority Control: The Shifted-Authority Control Model For Chinese Classics, Maiko Kimura

This study investigates the effectiveness of a library-cataloging model developed by the author, namely, the shifted-authority control (SAC) model, for retrievals with fewer omissions in the field of Chinese classics. Since there is almost no title authority data for Chinese classics in Japan, the normal authority control model is unsuitable. To determine whether the SAC model can address this problem, a prototype authority database for searching the titles of Chinese classics was constructed. Children with Parental Alienation Syndrome (PAS) potentially suffer from negative indoctrination from at least one parent. This results in damaging the bond between the targeted parent and child and in the creation of an emotionally taxing environment for the child. This clinical challenge calls for a review on the dynamics of PAS and the child caught in the crossfire between parents. PAS is difficult to treat because alienated parents don’t realize the harm they are causing to their child. Hence, it is difficult for the alienating parent to change their approach and negative feeding of the rival parent. Thus, court-ordered …

This study is part of the IN.MIGRA-2 CM project, which studies the sociolinguistic integration of the immigrant population of Madrid. The present study focuses on the language attitudes of 16 residents of Alcalá de Henares, a community of Madrid. The participants were asked to rate their level of agreement with the following affirmations: (1) The Spanish of Madrid is more correct than the forms of speech of Latin American immigrants; (2) Mastery of the Spanish language is the principal demonstration of the integration of immigrants; (3) Immigrants of Latin American origin are integrated because they speak the same language. Libraries share a number of core values with the Open Source Software (OSS) movement, suggesting there should be a natural tendency toward library participation in OSS projects. However, Dale Askey's 2008 Code4Lib column entitled We Love Open Source Software. No, You Can't Have Our Code, claims that while libraries are strong proponents of OSS, they are unlikely to actually contribute to OSS projects. He identifies, but does not empirically substantiate, six barriers that he believes contribute to this apparent inconsistency. This paper reports on the use of undergraduate students enrolled in an Applied Anthropology course as researcher for a library use study at Brigham Young University's (BYU) Harold B. Lee Library (HBLL). This is a common practice at BYU, but has not been reported extensively in the literature. The study was carried out by the authors with the assistance of undergraduate students, the students being the researchers and was conducted in order that the HBLL could determine student ideas for reconfiguring some newly opened space in the Periodicals room. A number of years ago, the library began hosting the digitized back files of several campus-based journal publications in CONTENTdm. A little over two years ago, Mark Belk, the editor of the Western North American Naturalist whose backfile we were hosting, approached Randy Olsen, our University Librarian with a problem. Mark explained that in his role as editor he was drowning in e-mails and things were falling through the cracks. Randy tasked me to investigate options. This thesis proposes a functional framework for content management. This framework provides concepts and vocabulary for analysis and description of content management systems. The framework is derived from an analysis of eight content management systems. It describes forty-five conceptual functions organized into five functional groups. The functionality derived from the analysis of the content management systems is described using the vocabulary provided by the functional framework. Coverage of the concepts in the existing systems is verified. The utility of the framework is validated through the creation of a prototype that implements sufficient functionality to support a set of specific use …

Librarians from academic institutions in Utah talked about the institutional repositories (IRs) they have created to provide open access to the intellectual output of their faculty, staff, and students. Panelists provided an introduction to institutional repositories, considerations in choosing an IR software, workflow and copyright issues. A Low-Cost Open-Hardware Wideband Multiple-Input-Multiple-Output (Mimo) Wireless Channel Sounder, Michael A. Jensen, Jon W. Wallace, B. T. Maharaj, Louis P. Linde

Due to the complexity of multiple-input-multiple- output (MIMO) wireless channels, direct measurement is the main viable option for accurate characterization. Details on a new low-cost wideband channel sounder are presented, which was mainly constructed from conventional instruments and components. This switched architecture system is similar to commercial channel sounders and has modest cost (< US$ 50000). The sounder operates in the 2- to 8-GHz range with up to 100 MHz of instantaneous bandwidth and supports eight transmitters and receivers, which are sufficient to support the development and assessment of current and future MIMO wireless systems. In this "open-hardware" project, the hardware design and software components are openly available to other researchers interested in developing or enhancing the MIMO measurement capability. The actual systems built at the University of Pretoria, Pretoria, South Africa, and Brigham Young University, Provo, UT, are presented, as are some example studies.

Reducing Energy In Fpga Multipliers Through Glitch Reduction - Clock Power And Digit-Serial Addendum, Nathaniel Rollins, Michael J. Wirthlin

Sponsorship: NASA. In a previous paper it was shown that reducing the amount of glitches in digital designs can significantly reduce the amount of dynamic power consumption. Pipelined multipliers and a bit-serial multiplier design were used to show this. The paper failed to mention how much of the dynamic power consumption was due to the clock distribution. Also the only digit- serial multiplier digit size investigated was a digit size of 1. This paper addresses the issue of dynamic clocking power and includes results of digit-serial multipliers with larger digit sizes.
