In this Article, I will address environmental issues in the context of our rapidly evolving understanding of "restructuring." The market for electricity is fast becoming a series of regional marketplaces for wholesale transactions, operating on bid-based systems that move power at the lowest cost. There are plenty of states where power is still delivered as it has been for decades: by "bundled" service provided by vertically integrated utilities. However, the trend is toward regionalization, where independent entities control the transmission grid and play a major role in determining how power is delivered. Concern with environmental emissions has focused attention on traditional forms of energy use in buildings, with a view to reducing and making more rational use of energy consumption. One area of concern is the traditional, refrigeration based, commercial air conditioning system, which has high levels of electrical power consumption in fans and refrigeration compressors. There is also concern among building owners and design teams, supported by the PROBE series of post occupancy studies, conducted by the CIBSE, that many buildings, with traditional forms of air conditioning, under perform in terms of occupant satisfaction, ease of operation and control, maintenance costs …

Estimating Tradeable Certificates Created By Small-Scale Renewable Energy Systems, Trevor Pryor, Clinton Watkins, Heath Lang

Recent industry development programs in several countries have involved the use of tradeable certificate schemes as means for electricity generators and retailers to fulfil mandatory requirements for renewable energy generation. Renewable energy generation will potentially also yield carbon offsets under domestic emissions constraints involving emissions trading schemes. This paper develops a novel framework for estimating the amount of renewable energy certificates and carbon emissions offsets that may be created by a wide range of small scale renewable energy systems. A methodology is developed that requires information on only two parameters of the generating system, namely the specific fuel consumptions of …

Achieving a low carbon energy supply in a future society driven by the impacts of climate change will require huge technological changes. This paper compares the methodological implications of assessing two very different technological solutions – renewable energy and geological carbon sequestration. The UK has high renewable resources, in particular the highest wind resource in Europe. In contrast, atmospheric emissions from fossil fuels could be avoided by storing carbon dioxide in underground geological formations for which the UK has a huge potential capacity. These two technological approaches will have diverse and wide ranging impacts; both inspire views amongst stakeholders that …

A decision support system for forest biomass exploitation for energy supply is presented. In the proposed approach, geographic information system based techniques are integrated with mathematical programming methods yielding a comprehensive system, which allows formalizing the problem, taking decisions, and evaluating their effects. The aim of this work is to evaluate the possibility of biomass exploitation for both thermal and electric energy production in a provincial area. Renewable energy resources hold great promise for meeting the energy and development needs of countries throughout the world. This promise is particularly strong for developing countries where many regions have not yet committed to fossil fuel dominance. Solar photovoltaic and solar thermal technologies are particularly advantageous for serving the two billion people in rural areas without grid electricity. Modern biomass energy is attractive because it uses locally available agricultural wastes. Wind energy and small hydroelectric resources also are mature technologies well suited to developing countries. Such renewable resources are far more economical than traditional energy resources, especially where the costs …

Moving The Climate Change Debate From Models To Proposed Legislation: Lessons From State Experience, John C. Dernbach

This Article assesses the relationship between state climate change mitigation measures and potential national climate change legislation. It describes and evaluates eleven different legal and policy tools being employed by states. These are: customer choice of electricity providers, environmental labeling requirements for electricity sources, building codes requiring energy efficiency, demand-side management, system benefit charges, cap-and-trade programs, tax credits, net metering, planning and siting preferences for renewable energy facilities, CO2 limits for new power plants, and renewable energy portfolio standards. Two broad conclusions emerge from this analysis. First, these tools have considerable potential to reduce greenhouse gas emissions. They achieve reductions …

Argonne National Laboratory, a U.S. Department of Energy facility that is operated by the University of Chicago and located southwest of Chicago, Illinois, has proposed a collaborative effort by the United States and Poland to conduct applied research on energy and environmental topics of common interest. Through this collaboration, evaluative studies on energy and environmental assessment issues could be developed and implemented by Argonne and one or more sister institutions in Poland, which could lead to active research, development, and demonstration joint activities. This Comment is limited in scope and purpose. It surveys the laws of the four Northwest states and identifies the problems and programs that are unique to each. By assembling the different ways that each state has addressed conservation and renewable resource development, this Comment hopes to aid policy makers in each of the states to copy the successes, and avoid the failures, of the others.
