This paper examines the level and sources of suppon for the market-oriented reforms in East-Central Europe and the relationship between these attitudes and political trust in the governments. The analysis is based on data collected in a common public opinion survey on social, economic and political justice implemented in the spring and summer of 1991 in eleven countries: Russia. Poland, Slovenia, Bulgaria, Hungary, Czechoslovakia, Germany (east and west), Holland, the United Kingdom, Japan and the United States.

The survey results suggest some measure of caution and concern regarding the possibilities for a successful transition to market democracy in the former …

The beginning years of British rule in Quebec are examined from a new perspective: the influence of the American colonies on Quebec. Three major issues were selected as the basis of the study: the impact of the American immigrant merchants on the internal life of the province; the role of the American colonies on British policy as it affected Quebec; and the failed American invasion of Quebec in 1775-76. Several long-held beliefs with respect to the mercantile community, the American component of that community, and the support of the merchants for the American revolutionaries during the invasion are challenged. This study examines the mechanisms which have been introduced in Ontario to increase accountability within policing and the attitudes of police management personnel towards them. The study assesses the relationship between the police and the provincial government through a study of police morale with respect to external review and interest group behaviour. This is accomplished through a review of the literature on policing and the results of elite interviews with police management personnel. The purpose of this thesis is to show that unchecked local development policies do not necessarily secure financial benefits to the local ratepayer and that they can pose a threat to the long-term well-being of communities. Yet local policy-makers are often unaware of this or unwilling to accept it. The theoretical review tries to explain the divorce between policy analysis and political behaviour. It shows how local government is constrained by political structures and processes which often result in an indiscriminate and costly approach to development policies as well as a deficient practice of fiscal impact analysis. This thesis focuses on foreign policy changes over the forty-five year history of the People's Republic of China, attempts to explain these changes, and explores a model that analyzes China's foreign policy and predicts tendencies for further transition. The analytic framework incorporates Kal J. Holsti's foreign policy restructuring model, focusing on a particular type of foreign policy change--restructuring. This is the dramatic, wholesale alteration of a nation's pattern of external relations. The purpose of this study is to examine human rights as a factor in Canada-China relations, especially in the context of the Tiananmen Square massacre of June 1989. Chapter One explores differing Canadian and Chinese perspectives on human rights and discusses the concept of "first priority rights" as a basis for formulating Canada's human rights policies towards China and other countries. This thesis seeks primarily to analyze the views expressed on peacekeeping from March 1, 1992 to March 31, 1993 by Canadian elites, the press, Members of Parliament and government officials. After a brief introduction of the topic in Chapter One, Chapter Two examines the literature on peacekeeping from 1948 to 1992. This investigation reveals that the peacekeeping debate during this time period was narrowly focused on a limited range of peacekeeping subjects. While emanating from diverse experiences, (the first, an academic; the second, a member of media; and the latter, claiming to represent the nationalist voice), their hypotheses are quite similar. That is, the Business Council wields extraordinary ability to influence the direction of Canadian macroeconomic strategy. With the advent of the Charter of Rights and Freedoms, came a new era in Canadian constitutional politics. The Charter empowered various organized interests in Canadian society by granting fundamental rights to a number of groups. Given that historically, women have experienced discrimination by the courts, political institutions and decision makers, the combination of sections 15 and 28 of the Charter were considered by many as a victory for women's equality. For women's groups in English Canada the Meech Lake Accord in 1987 represented a serious threat to these equality provisions. Women's groups became divided over the "distinct society" provision …

Under the right conditions, flawed U.N. interventions can actually help to increase the potential for revolution. Looking at relatively homogeneous nation-states in particular, this revolutionary potential is highest when there is a conjuncture of the following elements: crisis of state resources, elite alienation and division, mass mobilization potential and an effective revolutionary movement. In countries with rigid and underdeveloped political and economic institutions, fundamental and rapid forces of change can accelerate the society toward this revolutionary situation (i.e. conjuncture of elements). The findings of this thesis suggest that a large-scale U.N. peacekeeping operation, improperly conceived and implemented, can become such …
