After the 9/11 terrorist attacks, the Bush administration believed that the Canada-US border, which was largely unguarded between official ports of entry, was at risk to terrorism and other criminal activity. Canada's economic stability depends on the US market and open Canada-US border, so Canadian policymakers proposed a bilateral border security agreement to keep the border open to trade and closed to illegal activity. The result was the Smart Border Declaration, implemented in December 2001. The Declaration stipulated that Integrated Border Enforcement Teams (IBETs) would be expanded across Canada and the US. This thesis draws on a governmentality approach to explore how rural development has been informed by the emergence of neoliberal governing in Newfoundland and Labrador. I explore how neoliberal techniques, specifically partnership and responsibilization, create an approach to 'community' and set the terms for local engagement in community initiatives. Using critical discourse analysis, I explore how government documents draw on neoliberal discourse to govern rural development initiatives and sketch the effects of this governing on the initiatives of a particular community, Goose Brook. The Canadian International Development Agency plays an integral role in the promoting of democracy abroad. In fact, CIDA has spent more than $1 billion in meaningful democratic aid since 1990 on both multilateral and bilateral programmes. Despite this, CIDA policies are not conducive to developing effective and quality projects in recipient nations, due to the secretive nature of the institution. This study examines the organization's "Democracy Project Database," which contains the listing of all democracy projects for all nations from 1990-2005. This Masters thesis in political science examines the recent introduction of voluntary compliance mechanisms (e.g. third party verification, experience rating, etc.) into the field of occupational health and safety. It analyses these policies from a historic and economic perspective and examines the Canadian experience to predict likely outcomes of these mechanisms. The thesis concludes that these mechanisms have the potential to be complementary mechanisms to government regulation but are unlikely to act as appropriate substitutes for government action. The following study examines the NDP and the union vote. The NDP and labour unions have been officially linked since the NDP's formation in 1961. Despite the initial optimism of the NDP-labour link, the change from the CCF to the NDP has resulted in limited electoral success, especially at the federal level. The partnership between labour and the NDP has met with limited electoral fortunes. Although their tendency to vote NDP is higher than that of other groups, the vast majority of union members still vote for other parties. The thesis analyzes the impact of federal regulation of telecommunications on the pursuit of provincial public policy objectives by a provincially-owned telecommunications corporation. The Manitoba Telephone System (MTS) is used as a single case study to examine the effect of federal regulation on provincial public policy, in particular Service for the Future. The literature is analyzed to show how technological change resulted in the transformation of the Canadian telecommunications industry from a monopoly to a competitive environment. Neutrality is the primary focus of the thesis, for it is a controversial and complex issue which the ICRC places at the heart of its mandate of humanitarian activity. The controversy surrounding neutrality is not new. Since its inception in 1864, the ICRC has met with criticism concerning its neutral mandate. The purpose of this study was to compare Sport Canada and the Australian Sports Commission using organizational structure theory. The organizations were compared using a qualitative methodology, with data collected via document analysis and semi-structured interviews. The Australian Sports Commission was found to be more complex, more formalized and less centralized than Sport Canada. Honor crimes are the killing of women, and occasionally men for deviation from sexual norms and expectations. This phrase is an oxymoron which binds the notion of what is socially condoned, honor, with what is condemned and punished, a crime. The bulk of the data collected for this exploration is composed of investigative literature and Lebanese criminal court records. The court archives serve the purposes of displaying a discourse of honor in a controlled setting, and demonstrating the de facto handling of such crimes. This study asks if a change in Yasir Arafat's media image in The New York Times coincided with the signing of the first peace agreement between Israel and the Palestinian Liberation Organization (P.L.O.). Evidence suggests that when American decision-makers modify their views on a particular character, they project this new position to the media, which in turn alters the American public's mental picture of the enemy through the newspaper's use of language. Political, economic, and cultural events in the early 1990s offered a unique opportunity to refocus Canada's Official Development Assistance program. A special joint parliamentary committee reviewing Canadian foreign policy held public hearings across Canada in 1994, to which interest groups made submissions. This study attempts to discover to what degree interest groups influenced development assistance policy in the review. This thesis examines the development of federal, provincial, and municipal interdependence in the area of urban and municipal affairs. The study suggests that the extensive and established nature of the tri-lateral relationship, resulting from the substantial increase in government interdependence during the 20th century, would make federal government withdrawal from municipal and urban affairs a difficult and undesirable, though neither impractical nor unlikely, prospect.
