It has been estimated that one third of the world's population does not have access to "adequate" health care. Some 1.6 billion people live in countries experiencing "concentrated" acquired immune deficiency syndrome (AIDS) epidemics. Many countries in Africa--and other low-income countries--are in dire need of help providing adequate health care services to their citizens. They require more hands-on care from Western health workers--and training so more African health workers can eventually care for their own citizens. There has never been a more challenging time to practice land use planning and zoning law in New York. With goals of sustainability at the forefront of the land use regulatory agenda, this brief account of recent developments in land use law highlights some discernable trends, namely: the modernization and increased flexibility of New York State planning and zoning enabling acts, the inspired local initiatives and lethargic State response to affordable housing issues, and the increasing impact of alternative energy systems on local regulatory schemes.

Part I of this Essay provides an overview of the rural-to-urban migration phenomenon, a trend the author calls the urban juggernaut. Over thirty-four years since the 1960-1975 Second Indochina War, Unexploded Ordnance (UXO) continues to inhibit a multitude of development priorities in Laos. One of only three remaining Least Developed Countries in Southeast Asia, greater understanding of the socio-economic effects of UXO is crucial to the development of Laos. Drawing on three weeks of field work in June 2009, primarily composed of semi-structured interviews, non-participant observation and literature analysis, this thesis examines the effects of UXO alongside an analysis of how existing responses to UXO contamination in Laos may be improved.

Current educational practices and policies erode and ignore student's racial, cultural, socioeconomic, and gender identities forcing students to leave their unique characteristics at the classroom door in order to become socially acceptable. This erosion has many negative implications for students, including lack of motivation and interest in learning, failing, and dropping out. In the project, students created Zines, self-published self-distributed texts that include a variety of formats, mediums, and topics, with the goal of exploring and expressing their identity while meeting content standards. Post-secondary education will face an impending shortage of leaders in the near future. Two-year colleges in particular are facing a dearth of leadership. Many administrators and faculty that were part of the great growth period in community colleges in the 1960's are near retirement. Therefore, developing or sustaining sufficient institutional leadership is a critical and urgent issue that must be addressed. This thesis research set out to examine the factors which have contributed to curriculum evolution at the National Bakery School, Technologicl University Dublin (DIT) from 1998 to 2008. It focused on a number of dimensions which have contributed to a radical shift in curriculum. Those dimensions include biographical, cultural, micro-political, structural, socio-historical, technological and scientific. The research design was essentially a hermeneutical, interpretative case study using qualitative data gathering techniques. The primary research methods employed were interviews conducted with lecturing staff, and a survey conducted with students travelling to Germany for continuing professional development. Reported levels of household life satisfaction, also referred to as subjective well-being, increased dramatically in South Africa following the end of Apartheid. This study uses household surveys from 1993-1994 and 1998 in South Africa to investigate why. Models of subjective well-being are estimated following previous literature and a Oaxaca decomposition is then applied, which allows subjective well-being and the determinants of subjective well-being to be examined in a new framework. The decomposition determines what portion of the life satisfaction increase in South Africa is due to improvements in living conditions and what portion is due to changes in the way …

Negative societal attitudes toward people with hearing loss can be handicapping. Because of their deafness, people face a multitude of external barriers which become their handicap. The primary barriers or handicaps to this underserved population are two fold, inaccessibility to appropriate services during important milestones in their lives and a misunderstanding of Deaf culture. Rehabilitation counselors are advised to become aware of the types of interventions their Deaf consumers had as children through their education and socialization for in sight to appropriate services. Also discussed is the importance of communication and employer involvement in reducing societal stereotypes.

In April, 2008, World Bank president, Robert Zoellick, called for sovereign wealth funds to invest one percent of their capital in Africa. The result will be the International Finance Corporation's Sovereign Funds Initiative and is an attempt to nurture the potential of sovereign wealth funds to contribute to economic development and improved well-being in a number of countries in Africa and elsewhere. The developmental course of early chewing has rarely been studied, although such knowledge is essential for understanding childhood feeding and swallowing disorders. The goal of this investigation was to quantitatively describe age- and consistency-related changes in jaw kinematics during early chewing development. An optical-motion tracking system was used to record jaw movements during chewing in 3-dimensions in 11 typically-developing participants longitudinally from 9–30 months of age. Age related changes in jaw movement were described for both puree and regular consistencies. The findings demonstrated that the development of rotary jaw motion, jaw motion speed, and management of consistency upgrades are protracted …

This dissertation examines the gendered nature of the scientific career for researchers in universities and national research institutes in Ghana, Kenya, and Kerala India. Employing panel data, I analyze three issues related to the diffusion of ICTs in the scientific communities of less developed areas: 1) access; 2) interaction; 3) and involvement. More specifically, I examine the way in which human capital, family structure, travel experiences, contextual factors, and technological antecedents interact with gender to influence access to and use of personal computers, email, and the Web. From there, I incorporate technological behavioral changes to predict interaction within professional networks. …

Educators concur that teacher competency requires more than teaching knowledge and skills; competency requires appropriate professional dispositions. The development of professional dispositions is an expected outcome of teacher education programs. Since 2002, program accreditation has been contingent on documentation that prospective teachers have met national standards for dispositions. The body of educational research on disposition assessment has been growing. Research on disposition learning and development, however, has been impeded by the prevailing conceptualization of dispositions as fixed traits resistant to change. Purpose: To investigate whether atypical language dominance in epilepsy patients is related to localization and type of lesions.
Methods: Four hundred and forty-five epilepsy patients received bilateral Wada testing. Language was classified as left (L), right (R), bilateral-dependent (BD, speech arrest after left and right injections), or bilateral-independent (BI, no speech arrest after either injection). Groups were compared regarding handedness and magnetic resonance imaging (MRI) lesions. Lesions were classified as “early” (congenital), “late” neocortical (acquired after birth), and hippocampal sclerosis (HS).
Results: Of all patients, 78% were L, 6% R, 7% BD, and 9% BI. Right-handers with left lesions did …

Relative to at least some high-income countries, Canada has been willing to negotiate tax treaties that leave greater jurisdiction to tax (ie. more source jurisdiction) to low-income countries in its tax treaties. Nevertheless, Canada's tax treaty policy has not been overwhelmingly generous. This essay takes as its starting point Alex Easson's 1988 paper, The Evolution of Canada's Tax Treaty Policy Since the Royal Commission on Taxation. Focusing on the evolution of Canada's tax treaty policy since 1988, the essay examines three aspects of Canada's tax treaties that might increase the scope for source-based taxation by low-income countries. This Article explores the potential of international development efforts and human rights law to enhance the livelihoods of rural women in the developing world. In particular, the Article takes up the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), which enumerates in Article 14 specific rights for rural women as a class. A 2007 U.K. court case involving Donegal, a private equity fund, and the Republic of Zambia, has contributed to an ongoing debate about the operation of so-called vulture funds in African and other developing countries. Donegal sued Zambia for more than fifty-five million U.S. dollars in connection with a debt owed by Zambia to Romania for Zambia’s acquisition of agricultural machinery from Romania pursuant to a credit agreement dated April 17, 1979. Overall Trade Specialization And Economic Development: Countries Diversify, Luca De Benedictis, Marco Gallegati, Tamberi Massimo

This paper provides evidence for an aspect of trade often disregarded in international trade research: countries’ sectoral export diversification. The results of our semiparametric empirical analysis show that, on average, countries do not specialize; on the contrary, they diversify. Our results are robust for different statistical indices used to measure trade specialization, for the level of sectoral aggregation, and for the level of smoothing in the nonparametric term associated with per capita income. Using a generalized additive model (GAM) with countryspecific fixed effects it can be shown that, controlling for countries’ heterogeneity, sectoral export diversification increases with income.

This study examined the mediating role of loneliness (assessed by self-report at Time 2; Grade 6) in the relation between early social preference (assessed by peer report at Time 1; kindergarten through Grade 3) and adolescent anxious/depressed symptoms (assessed by mother, teacher, and self-reports at Time 3; Grades 7–9). Five hundred eighty-five boys and girls (48% female; 16% African American) from three geographic sites of the Child Development Project were followed from kindergarten through Grade 9. Loneliness partially mediated and uniquely incremented the significant effect of low social preference in childhood on anxious/depressed symptoms in adolescence, controlling for early anxious/depressed …
