The international evidence suggests that public private partnership (PPP) procurement methods using value for money evaluation criteria are delivering better infrastructure services at lower cost than traditional procurement methods. Central to the operation of public private partnerships is the systematic evaluation of the procurement options available to government, as well as an output specification to encourage private design, risk transfer, construction and operational innovation, the detailed analysis of projects over their operational life cycle, a rigorous and competitive bid process, and the selection of proposals that deliver value for money. The U.S. Senate often adds various types of conditions, also known as reservations, understandings, and declarations, to its advice and consent to multilateral treaties. The ability to add conditions to a treaty likely increases the number of States willing to join a treaty because it allows States to modify their treaty obligations to address domestic concerns. However, the use of conditions also has the potential to undermine the integrity of the treaty by allowing States to opt out of important legal obligations and to create legal uncertainty regarding treaty obligations and relationships. China is a major target for anti-dumping measures by both developed and developing countries. Its rapid industrial transition to higher value-added sectors brings it in direct conflict with the US and the EU. Anti-dumping measures have consistently been employed by the US and the EU to protect their domestic markets from encroaching Chinese exports. In the initial few years of joining the WTO, China rarely initiated any complaint in the WTO Dispute Settlement Mechanism (DSM), while facing several complaints itself. This approach has now evolved. My goal here, however, is not directly to challenge the framework of lawyer regulation. Instead, I write to suggest an adjustment to the existing regulatory regime, setting aside, at least for the moment, any challenge to the merits of the system itself. My proposal is quite modest: In order to inform the choices implicit in rulemaking, regulation ought to be based upon sound empirical evidence. This is particularly important because of the complexities brought about by globalization.

The interdependence between the economy and the environment necessitates integrated policymaking that recognizes the biological limits of our world and the scarcity of these natural resources. At the 1992 Earth Summit, countries agreed to adopt a National Sustainable Development Strategy (NSDS) which should comprise the integration of economic, social, and environmental policies across sectors, territories, and generations; country ownership and commitment; broad participation and effective partnerships; development of the necessary capacity and enabling environment; and focus on outcomes and implementation. This article takes an interdisciplinary approach by drawing on political science, international relations, and legal global governance literatures to explain how China’s foreign policy impacts and guides its trade policy, which is manifested in the three core interests. The article makes the case that the core interest analysis holds promising explicative, predictive, persuasive, and coalition-building value in the arenas of global trade policy and dispute settlement. This research has found that the field of international blended learning (BL) is prepared for stronger communication and collaboration. Collaboration is currently limited, and regions vary greatly in terms of citations. However, BL is growing worldwide and each region has much to offer to the community. Greater collaboration among researchers and practitioners can be profitable regardless of location. In the first article the authors compared the top cited BL articles to understand which articles from each region are the most cited, how the regions compare in terms of citations and which journals publish these highly cited articles. Who Benefits From Income Inequality? An International Examinationof The Relationship Between Income Inequalityand Student Achievement, Christina Ruth Edmunds

This study directly tests the relationship between income inequality and student mathematics achievement. Furthermore, I examine the degree to which the relationship between income inequality and student achievement is moderated by student SES. To test these relationships, I created a database of national wealth measures and linked it with student achievement data from the 2009 Programme for International Student Assessment (PISA). The results of multilevel models indicated that income inequality is negatively related to student achievement scores. Additionally, this relationship is not moderated by student SES, indicating that the relationship between income inequality and student achievement is the same for …

Having recently completed fieldwork in a developing region abroad, the purpose of this auto-ethnographic analysis was to examine the experience of conducting unfunded international field research as a means to support and encourage other scholars.

First, oil and gas are essential for sustaining current economic activity and promoting economic growth. Second, the balance between supply and demand determines the price of oil and gas. Religious certitude is often associated with conflict between individuals and groups, though the nature of this relationship is still not clear. To further clarify these dynamics, the historical psychology of religion is reviewed and contrasted with current perspectives from social psychology and neuroscience, with an eye towards better understanding the variance within religious expressions and their associated relationships with intergroup conflict. It is hypothesized that religious certainty is related to a difficulty in engaging with contradictory religious perspectives, and that the pull towards certainty is tied to an individual’s unique psychological structure, much of which is developed through the interaction …

The improbable trajectories of Mexico and Cuba give rise to compelling questions: in what ways have the revolutionary governments of Mexico and Cuba been able to practice successful defiance of the United States hegemon of the twentieth century? And how has that defiance helped to define U.S. foreign policy in Latin America? This dissertation presents a detailed examination of the contexts surrounding both the Mexican and Cuban Revolutions and their struggle against imperialist-driven interventions by the United States in Latin America and the Caribbean. Problem solving skills have been used to effectively improve behavioral, psychological, and social functioning in a number of clinical and nonclinical settings, but there is need for additional research in cross-cultural settings. Dissemination research focuses on increasing our knowledge on how to effectively deliver evidence-based health care interventions to diverse communities. In this study, 23 Nicaraguan females, ages 9-19, from a girls’ home in Managua, Nicaragua received problem solving skills training, and a token economy system was implemented to measure behavior change. A significant improvement was found in the girls’ problem solving ability, externalizing problems, conduct problems, and adaptive skills. …

This essay analyzes the history of Egyptian film in relationship to the common perception of women in Egypt. From the early stages of Egyptian cinema, women assumed leadership positions, helping build the undeveloped industry to its height in the mid-1900's. An increasingly state-led and male-dominated film industry, however, adopted women as a symbol of nationalism, while neglecting them as equals through traditionalist film content. Furthermore, in the last quarter of the 20th century, governmental influences resulted in a shortage of production resources. Although commercial motion pictures suffered, social-issue, realist movies have reignited feminist initiatives and provided hope for a recovering …

This article presents a comprehensive empirical description of the public domain of technologies that have recently passed out of patent protection. From a new dataset of over 300,000 patents that expired during 2008–2012, the study examines technological, geographical, and procedural traits of newly public inventions as a basis for exploring the social value associated with their competitive use. Moreover, comparing these inventions to inventions newly patented during the same period enables more specific discussion of how the balance of innovation in the United States continues to change.

This paper identifies four barriers businesses must overcome, and the strategies they can deploy to overcome these barriers.
