The Population Council initiated its work on adolescents in the mid-1990s. At that time, those advocating greater attention to adolescent issues were concerned about adolescent fertility—particularly outside of marriage—and adolescent “risk-taking” behavior. As an international scientific organization with its mandate centered around the needs of developing countries, the Council sought a more nuanced and context-specific understanding of the problems confronting adolescents in the developing world. In working with colleagues inside and outside the Council, it became clear that information on adolescents, and the way data are organized, were limiting the ability to understand the diversity of their experiences or to …

As they move through adolescence, young people begin to have different kinds of relationships with their peers, family members, and adults; good communication and other skills can help ensure that these relationships are satisfying and mutually respectful. Young people need to learn to manage new feelings about sexuality to make responsible decisions about their health, reproduction, and parenthood. This manual, the second edition of the Kenya Adolescent Reproductive Health Curriculum, is for teachers; community, religious, and youth group leaders; health care professionals; and anyone working with young people. Youth aged 15–24 represent 20 percent of the Indian population. This cohort faces significant risks related to sexual and reproductive health (SRH), and many lack the knowledge and power to make informed SRH choices. Information on intimate partnerships among youth, female and male, married and unmarried, is sparse and evidence is practically nonexistent that identifies the factors that protect young people's ability to ensure safe SRH and their autonomy to make informed decisions. The Population Council’s Frontiers in Reproductive Health (FRONTIERS) program, in collaboration with the Bangladesh Ministry of Health and Family Welfare, the Urban Family Health Partnership, and two nongovernmental service delivery partners, carried out the Global Youth project in northwestern Bangladesh from 1999–2003. The important lesson learned from that project was that reproductive health education could increase reproductive health knowledge in adolescents, particularly in areas related to reproductive biology, family planning, pregnancy, sexually transmitted infections, HIV, and AIDS. The population-based surveys further showed that contrary to common belief, reproductive health education does not increase sexual activity; instead it increases the use …

Exposure to community violence is a pervasive problem among urban youth and has been associated with both internalizing and externalizing disorders. The mechanisms through which exposure to community violence impacts adolescent adjustment are unclear. A change in adolescent schemas has been proposed as a mechanism through which the impact occurs. The goals of this study were to develop a measure of relevant adolescent schemas and examine their relation to exposure to community violence. A sample of 320 5th and 8th graders were assessed and confirmatory factor analyses of the measure supported a three factor model, including self-schemas, world schemas and …

While studying social change and grassroots organization in Oaxaca, Mexico I discovered that every community I visited in Oaxaca City, the surrounding pueblos and the Mixteca region, were heavily impacted by migration. While immigration is playing out in high profile media coverage and in the economies of the U.S. I became interested in the impacts of migration on the people living in Mexico, especially those who are left behind by family and friends who migrate. From these experiences in Oaxaca, Mexico my Capstone developed into an exploration of the identity of Oaxacan youths who have never migrated. I found that …

On June 6–9, 2006, the World Health Organization’s Department of Reproductive Health and Research, the Frontiers in Reproductive Health Program of the Population Council, and the YouthNet Program of Family Health International sponsored a regional forum on critical issues in youth reproductive health and HIV programs in sub-Saharan Africa. A Place At The Table: Creating Presence And Voice For Teenagers In Dependency Proceedings, Catherine J. Ross

This comment argues that lawyers for youth in foster care too often fail to include their clients in judicial hearings and that foster youth are entitled to appear at hearings where critical decisions affecting their lives will be made. The article reviews studies showing that foster children complain that they have little or no opportunity to be heard, and discusses the interplay between foster care and problems at school.

Conventional wisdom holds that the public supports harsh punishment of juvenile offenders, and politicians often argue that the public demands tough policies. But public opinion is usually gauged through simplistic polls, often conducted in the wake of highly publicized violent crimes by juveniles. This study seeks to probe public opinion about the culpability of young offenders as compared to adult counterparts through more nuanced and comprehensive measures in a neutral setting (i.e. not in response to a high profile crime or during a political campaign when the media focuses on the issue). This study aimed at determining the level of inclusiveness of youth voice in the decision-making process in the 4-H youth development program. It described the 4-H program’s position on youth voice among State 4-H Program Leaders, 4-H State Youth Development Specialists, and 4-H Youth Agents/Educators. The information gathered was utilized in identifying the level of inclusiveness of youth voice in the decision-making process to better understand how to suit youth’s needs, identify promising practices, and barriers.
