Hepatitis C In Prisons: Evolving Toward Decency Through Adequate Medical Care And Public Health Reform, Andrew Brunsden

Hepatitis C (HCV) in prisons is a public health crisis tied to current drug policy's emphasis on the mass incarceration of drug users. Prison policy acts as a barrier to HCV care by limiting medical care for the infected, especially drug users, and by inhibiting public health measures addressing the epidemic. This Comment argues that courts mistakenly limit prisoners' Eighth Amendment right to basic medical care when they defer to prisons that apply HCV policies as categorical rules of treatment. Where current standards of care mandate individualized patient evaluation for treatment, prison policies that eschew this principle exhibit deliberate indifference …

This paper examines the decision-making process used by local officials in the Region of Peel in the development of the environmental tobacco smoke (ETS) bylaw based on an analysis of literature, public documents, and media accounts. The findings reveal that the factors consistent with a weak policy outcome were evident in the decision-making process, including the poor networking skills of external proponents, a strong network of opponents, the primary use of an economic frame, and a council that was receptive to economic arguments.

In 2004, a community health outreach partnership, funded by the U.S. National Library of Medicine (NLM), was launched. HIPS, Health Information Partners, promoted health literacy and health advocacy for residents of Washington, D.C., who frequented the area community health centers. An agrarian crisis has precipitated a spate of suicides in Maharashtra. The suicide mortality rate for farmers in the state has increased from 15 in 1995 to 57 in 2004. The rain-dependent cotton growing farmers of Vidarbha are faced with declining profitability because of dumping in the global market by the US, low import tariffs, failure of the Monopoly Cotton Procurement Scheme and withdrawal of the state (resulting in declining public investment in agriculture, poor government agriculture extension services and the diminishing role of formal credit institutions). Association Between Tobacco Use And Body Mass Index In Urban Indian Population: Implications For Public Health In India, Mangesh S. Pednekar, Prakash C. Gupta, Heema C. Shukla, James R. Hébert

Background: Body mass index [BMI, weight (kg)/height (m2)], a measure of relative weight, is a good overall indicator of nutritional status and predictor of overall health. As in many developing countries, the high prevalence of very low BMIs in India represents an important public health risk. Tobacco, smoked in the form of cigarettes or bidis (handmade by rolling a dried rectangular piece of temburni leaf with 0.15–0.25 g of tobacco) or chewed, is another important determinant of health. Tobacco use also may exert a strong influence on BMI.
Methods: The relationship between very low BMI (< 18.5 kg/m2) and tobacco use was examined using data from a representative cross-sectional survey of 99,598 adults (40,071 men and 59,527 women) carried out in the city of Mumbai (formerly known as Bombay) in western India. Participants were men and women aged ≥ 35 years who were residents of the main city of Mumbai.

This dissertation consists of three separate but interrelated essays that investigate how family structure and public policy are linked to health and developmental child outcomes. Each essay employs two or three waves of the National Survey of America's Families (NSAF) as the primary data source. The first essay broadly investigates how family structure, including the less typical non-traditional families such as single father and grandparent households, are related to a wide of array of child outcomes with a focus on the interplay of parent-child gender.
