Broadcast Technology As Diversity Opportunity: Exchanging Market Power For Multiplexed Signal Set- Asides, Michael M. Epstein

This Article proposes an access system based on a theory of quid pro quo: a bargained.for-exchange in which broadcasters would trade media access for market power. Under this quid pro quo approach, the FCC would administer a scaled metric whereby the greater a media company's audience reach, the more access that company must provide to citizens with diverse and local content. Since digital technology permits broadcasters to "multiplex" their television signal bandwidth into multiple signal programming streams, an opportunity exists for the government to require public access to one or more of these programming streams in return for relaxing caps …

Transformation And Taking Stock: A Summary Of Selected Findings From The Mccormack Graduate School Diversity Survey, Carol Hardy-Fanta, Paul Watanabe

This report summarizes some of the major findings of a survey of 749 Massachusetts adults which focuses on matters related to race, public policy, confidence in public institutions, and political behavior. Since a principal objective of the poll is to elicit views from diverse perspectives, the respondents include significant numbers from all major racial groups: Whites (N=100), Latinos (N=113), Asian Americans (N=103), and Blacks and African Americans (N=100). The data was collected in October and November 2006. On some items, there are comparisons with data derived from a similar poll conducted in 1998.

The inclusion of racial/ethnic minorities in treatment outcomes trials for children and adolescents with depression and anxiety is essential, particularly given the assumption, required by the NIH, that racial diversity is important to the generalizability of clinical trial outcomes. A search for randomized clinical trials on the treatment of child and adolescent depression and anxiety was conducted using the Medline and Psychinfo databases. These were then reviewed to determine whether race or ethnicity were 1) factored into recruitment strategies; 2) represented in the trial sample; and 3) included in moderator analyses to determine the extent to which they may influence …

Lianas (woody vines) contribute substantially to the diversity and structure of most tropical forests, yet little is known about the importance of habitat specialization in maintaining tropical liana diversity and the causes of variation among forests in liana abundance and species composition. We examined habitat associations, species diversity, species composition, and community structure of lianas at Sepilok Forest Reserve, Sabah, Malaysia in northeastern Borneo among three soil types that give rise to three distinct forest types of lowland tropical rain forest: alluvial, sandstone hill, and kerangas (heath) forest. The motivation for this research came from the need to solve a problem affecting not only the company used in this study, but also the many other companies in the information technology industry having similar problem: how to conduct performance benchmarks for custom applications in an effective, unbiased, and accurate manner. This paper presents the pros and cons of existing benchmark methodologies. It proposes a combination of the best characteristics of these benchmarks into a methodology that addresses the problem from an application perspective considering the overall synergy between operating system and software. Identity And Self-Other Differentiation In Work And Giving Behaviors: Experimental Evidence, Avner Ben-Ner, Brian P. Mccall, Massoud Stephane, Hua Wang

We show that the distinction between Self and Other, ‘us’ and ‘them,’ or in-group and out-group, affects significantly economic and social behavior. In a series of experiments with approximately 200 Midwestern students as our subjects, we found that they favor those who are similar to them on any of a wide range of categories of identity over those who are not like them. Whereas family and kinship are the most powerful source of identity in our sample, all 13 potential sources of identity in our experiments affect behavior. The author reflects on his experience and discusses problems in teaching a course about spirituality and religion in the workplace. Sometimes indoctrination happens when professors treat their own spiritual ideology as the truth, or they require students to engage in religious practices in class. Indoctrination is teaching people “to accept a system of thought uncritically.” The management education literature has little to say about indoctrination. Indoctrination can be avoided by (1) ensuring informed consent, (2) designing learning activities for students from all spiritual perspectives, (3) teaching about the topic (instead of taking the “how to” approach), (4) presenting diverse spiritual …

The research project utilized a mixed method design to investigate the extent to which a large (i.e., 26,000 students) urban university has provided an accepting and accommodating environment for individuals from various racial and ethnic backgrounds; and to identify the race and ethnic diversity-related issues and concerns that currently exist among university employees.

The importance of providing appropriate crisis intervention to individuals and families from diverse backgrounds is an often overlooked aspect of service provision. In particular, school-based crisis intervention has only recently begun to address this issue. This study reviewed state mandated school crisis plans, state directives for crisis plans, and state resources to assist school districts in developing crisis plans. The content of these materials was examined to determine the extent and type of coverage given to student diversity, particularly cross cultural considerations. Coping With Diversity: Municipal Actions In Response Of Increased Immigrant Diversity In The Cities Of Hamilton And Markham In Ontario, Erika Hegedues

This paper examines the methods for coping with increased diversity and its consequences at the local level based on a literature review, case studies of the selected municipalities – Hamilton and Markham – and interviews with experts from these municipalities. The findings reveal that financial support from both the provincial and federal government is necessary to support the integration of immigrants, especially in large urban areas, in addition to the prioritization of certain policy areas and the municipal development and enhancement of their own services.

This paper will focus on issues relating to diversity leadership in higher education, the assessment of diversity leadership issues, and suggestions for successful diversity leadership initiatives. Higher education is in the process of creating more opportunities for a diverse faculty body and issues such as mentoring, building recruiting networks, and creating sponsorship programs are at the forefront of current discussions. Moreover, developing institutional strategic plans and initiatives are essential in the development of diversity leadership agendas. Additionally, issues relating to the distribution of power and participatory management are of particular interest to many institutions of higher education.

Siesta Key Beach, located on the Gulf Coast of Florida, is frequently mentioned among the top ten beaches in the US. In summer 2004, high levels of indicator bacteria caused health warnings to be posted, and a storm drainage system was implicated as a possible source of microbial contamination. A study was initiated to determine whether indicator bacteria that persisted in the stormwater system could contribute to high microbial loads in receiving waters. Two sampling events, one within 48 hours of a rain event and the other during dry conditions, were conducted. Water and sediment samples were taken at various …

Two categories of alienage-jurisdiction cases have proven troublesome: cases involving permanent-resident aliens and cases involving international corporations. Jurisdiction in these categories depends upon the construction of 28 U.S.C. § 1332’s deeming provisions. The permanent-resident deeming provision and the corporate deeming provision operate uncontroversially to remove certain cases from federal jurisdiction, but controversy exists as to what extent they create jurisdiction that did not exist before the amendments that added the deeming provisions. The results and analytical approaches in these categories have varied, and the resulting confusion is unsatisfactory. The cases in this area are plagued by a structural flaw—while framing …

This paper, originally presented at the World Conference for Continuing Engineering Education (WCCEE) in Vienna in April 20006, examines how the Engineering Faculty in the Dublin Institute of Technology is coping with change on its part-time accredited engineering programmes as it widens access and moves to constructivist learning approaches on one new degree programme. A comparison is made between this programme and a more traditional academic programme. This move though largely successful, has led to some unexpected results.

Explaining Gender Differences In Salary Negotiations, Meisha -Ann Martin

The current study explores the effects of gender on salary negotiation behaviors and expectancies and the relationship between these variables and starting salary outcomes. College students from a variety of different majors were surveyed prior to and then approximately two to four months after graduation. Though there was no gender difference in final salary or difference between initial and final salary offer, men reported using more aggressive and active salary negotiation behaviors. The results also suggest that men may have felt more empowered in the salary negotiation context. They expected higher salaries than women did, anticipated less discomfort and believed …

The National Science Education Standards (NRC, 1996) and Science for all Americans (AAAS, 1989) explicitly state that all students regardless of their age, cultural or ethnic backgrounds, gender, abilities, aspirations, or interest in science should have access to equitable educational resources in science. These equitable resources also include access to efficacious teachers of all students. However, the Standards fail to explicate what practices, if any, lead to the development of these teachers. The primary purpose of this study was to identify teacher education practices that positively influenced preservice elementary teachers' self-efficacy beliefs about equitable science teaching and learning. Community Structure, Faunal Distribution, And Environmental Forcing Of The Extinction Of Marine Molluscs In The Pliocene San Joaquin Basin, Central California, John Richard Bowersox

This study focuses on reconstructing the dynamics within the Pliocene San Joaquin Basin (SJB) molluscan fauna. This was accomplished by 'binning' the data within a constrained chronostratigraphic framework into: 1) 484 individual stratigraphically-ordered locality collections; 2.) 116 stratigraphically-sequential compiled ten-meter sample intervals; 3.) 15 intervals compiled by 4th-order eustatic cycles; 4.) three formation-level compiled samples; and 5.) the Etchegoin group fauna (informal San Joaquin Basin nomenclature) overall. These datasets were analyzed by inferential, multivariate, and descriptive statistics to examine local and regional environmental controls on faunal composition, community associations and distributions; cross-scale faunal structure; and large-scale environmental controls on immigration, …
