The national program for the development of the energy sector of Haiti seeks to enable policy makers and various stakeholders providing them with a management tool for the industry. The program covers the period 2007-2032. Abroad At Home: Xenomania And Voluntary Exile In The Middle Passage, Salt, And Tide Running, Kevin Frank
Publications and Research
This essay re-examines the causes and consequences of Caribbean alienation, with implications for understanding alienation in other postcolonial societies. The author argues that while externalization does follow colonial incursions or international travel by the colonized, exile and alienation also result from emotional or psychological migrations within the mind, a consequence of neocolonial mechanisms tied to globalization.

A tsunami is a series of large amplitude, shallow water waves generated by an event capable of displacing a massive volume of water. The displaced water propagates at speeds in excess of 800 kph until it dissipates or impacts a shoreline where it slows to 30 --
50 kph [NOAA and USGS Fact Sheet, 2005]. Earthquakes are the predominant tsunamigenic event, however, landslides, avalanches, submarine slumps or slides, volcanic eruptions, volcano flank failure, and meteor impact into an ocean can also cause a tsunami [McCann, 2004; O'Loughlin and Lander, 2003; Pararas-Carayannis, 2004]. Academic and popular discourse frequently positions postcolonial countries as receivers of visual culture rather than as producers and transmitters. These countries are often deemed as being subject to hegemonic forces of global media flows, the influx of foreign programming into their media landscapes hindering any significant development of distinct national identity through visual media. Since independence from British rule in 1962, government, media practitioners and viewers in the postcolonial Caribbean nation of Trinidad and Tobago have sought ways to build a national visual culture despite the inundation of non-local visual texts into the country. Emerging research suggests that property rights play a significant role in the economic and social development of nations. To test this proposition, this study examines the case of Jamaica and whether there is a relationship between property rights and development. In order to carry out this investigation, this study gathers and analyzes existing research to:

Variation Beneath The Surface: Quantifying Complex Thermal Environments On Coral Reefs In The Caribbean, Bahamas And Florida, James J. Leichter, Brian Helmuth, Andrew M. Fischer
Journal of Marine Research
Analysis of in situ temperature records collected on six coral reefs in the Caribbean, Bahamas, and Florida Keys reveal significant variability across a range of temporal and spatial scales from minutes to seasons, across depths, and among sites. Subsurface variability occurring at daily and faster frequencies is prevalent across the region, likely driven by combinations of diurnal heating and cooling, wind driven advection, and internal waves at tidal and faster frequencies. This high frequency variability is not detected in records of remotely-sensed sea surface temperature alone. Phenotypic variability is the engine that drives future diversification with the expectation that polymorphic ancestors give rise to descendants harboring a subset of the ancestral variation. Here we examine evolutionary transitions from polymorphism to monomorphism in a visually striking New World radiation of fruit flies, the Drosophila cardini group. This group is distributed across the Americas and the Caribbean islands and exhibits a wide spectrum of abdominal pigmentation variation. Specifically, the D. dunni subgroup consists of Caribbean island endemics, each of which is monomorphic for its pigmentation pattern, with an interspecific cline of pigmentation across the islands. As developing economies face the challenges of liberalization in the global market place, the ISO 9000 Quality Management System (QMS) must be an integrated concept and tool in the planning and implementation of these counties' national and regional technological and socioeconomic development programs. This concern is especially acute for the countries in the Caribbean sub-region where most business organizations are not ISO 9000 certified.
