In the era of accountability, school counselors are under pressure to accurately determine their role. No Child Left Behind has created standards that are tied to and driven by accountability and academic standards. School counselors' roles and responsibilities vary from district to district and from school to school. The research reported here is from the first two years of an ongoing and largely qualitative study to examine the impact of the No Child Left Behind federal education policy on educational practice and climate in elementary schools in two districts in southwest Washington. Based on systematic drop-in observations in classrooms and interviews with teachers and school and district administrators, data indicated that the policy had partially yielded the intended standards-based reforms but at considerable local cost. While most participating administrators described efforts to use NCLB to leverage needed change, most teachers described struggles to sustain best practice and to …

Those committed to the free exchange of scientific information have long complained about various restrictions on access to the FDA's pharmaceutical data and the resultant restrictions on open discourse. A review of open-government procedures and litigation at the FDA demonstrates that the need for transparency at the agency extend well beyond the reach of any clinical trial registry.

In situations in which uncertainties and change are key features of the ecological landscape and social organization, critical factors for sustainability are resilience, the capacity to cope and adapt, and the conservation of sources of innovation and renewal. This dissertation focuses on perceptions of principals, assistant principals and teachers of their impact on student achievement scores in improving their school's Florida Comprehensive Assessment Test letter grade scores. This information is of importance because we do not have information on how school reference groups (principals, teachers) perceive the grading of schools as defined by the Florida A+ Plan. Specifically, this study investigated perceptions of school principals, assistant principals and teachers on their role in improving the school's FCAT letter grade by two grade levels in a 9-month school year. This article reports the results of a survey of third-grade teachers of English Language Learners (ELLs) in Arizona regarding school language and accountability policies—Proposition 203, which restricts bilingual education and mandates sheltered English Immersion; the federal No Child Left Behind Act of 2001 (NCLB); and Arizona LEARNS, the state’s high-stakes testing and accountability program. The instrument, consisting of 126 survey questions plus open-ended interview question, was designed to obtain teacher’s views, to ascertain the impact of these polices, and to explore their effectiveness in improving the education of ELL students. Issues related to student, teacher, and school accountability have been at the forefront of current educational policy initiatives. Recently, the state of Massachusetts has become a focal point in debate regarding the efficacy of high-stakes accountability models based on an ostensibly large gain at 10th grade. This paper uses an IRT method for evaluating the validity of 10th grade performance gains from 2000 to 2001 on the Massachusetts Comprehensive Assessment System (MCAS) tests in English Language Arts (ELA) and mathematics. We conclude that a moderate gain was obtained in ELA and a small gain in mathematics.

Mathematics achievement data from three longitudinally matched student cohorts were analyzed with multilevel growth models to investigate the viability of using status and growth-based indices of student achievement to examine the multi-year performance of schools. Elementary schools in a large southwestern school district were evaluated in terms of the mean achievement status and growth of students across cohorts as well as changes in the achievement status and growth of students between student cohorts. Results indicated that the cross and between-cohort performance of schools differed depending on whether the mean achievement status or growth of students was considered. Results also indicated …

Transparency, Accountability And Public Participation As Foundations For Effective Operations Of Natural Resource Funds: Implications For The Russian Stabilization Fund, Lada Progunova

This research argues that in order to operate successfully a Natural Resource Fund (NRF), no matter what its goals are, must be transparent, accountable and open for public scrutiny. Otherwise, a NRF could be useless or even harmful. "Resource curse," "Dutch disease," and "rentier" behavior are theoretical rationales for establishing NRFs. Corruption is viewed as a "transmission channel" of natural resource effects on growth.

Guidelines to evaluate NRFs for transparency and accountability were developed. Analysis of selected NRFs' websites revealed that Norway and Alaska provide directions to incorporate transparency into a NRF. Alberta demonstrates that even if democracy is strong, …

International law-making by sub-national actors and regulatory networks of bureaucrats has come under attack as lacking in accountability and legitimacy. Global administrative law is emerging as an approach to understanding what international organizations and national governments do, or ought to do, to respond to the perceived democracy deficit in international law-making. This article examines the Basel Committee on Banking Supervision, a club of central bankers who meet to develop international banking capital standards and to develop supervisory guidance. Financial regulators are key actors in a modern political economy given their role in determining the rules that govern savings and investments markets. This is an account of how two states, Britain and Germany, have sought to increase their oversight of financial markets by creating powerful new regulatory actors that are accountable to the political system. This study examined the relationships between the SOL End-of-Course Reading and Writing tests and the new PSAT/NMSQT Verbal and Writing tests. The PSAT/NMSQT Writing tests were administered for the first time in October 2004. Two linear regression analyses were utilized, with PSAT/NMSQT Verbal and writing scores, gender, race, and special education as the independent variables, and SOL End-of-Course Reading and Writing scores as the dependent variables. Additionally, two logistic regression analyses were employed with the same variables to predict whether or not a student would pass the SOL End-of-Course Reading and Writing tests. This paper presents Latin American liberation theology, a contextual theology, as a radical perspective to inform and critique accounting and issues of accountability.The notion of sacred and secular is explored as a dualism which limits theological insights at the socio-political level. By rejecting dualism, liberation theology presents an alternative ontological stance. Studies in critical accounting have focussed on the repressive nature of accounting. The purpose of this qualitative study was to assess Sport Canada's Sport Funding and Accountability Framework (SFAF) from 1995-2004 within the context of four National Sport Organizations (NSOs). Using the Multiple Constituency model, the perceptions of 16 stakeholders (management staff, President, Sport Program Officer, athlete reps) were attained using interviews. Organizational effectiveness, accountability, and the effectiveness of the SFAF relative to NSO development were the areas of focus. Written documentation verified information expressed by interviewees. No significant differences in interviewee assessments of NSO effectiveness were found; however, differences in internal accountability processes and the quality of the accountability relationship shared …

Determining why and what motivates students to succeed is a prominent question in today’s educational arena. Often accountability measures cycle around the classroom teacher, their preparation, and perceived effectiveness. To assure that teachers have adequate knowledge, minimum grade point averages are required from accredited institutions. Teacher preparation is carefully monitored by NCATE (National Council for Accreditation of Teacher Education). Each state uses a similar process for awarding initial teaching certificates. Multilevel trade governance and transnational social regulation put democratic self-regulation under stress. A growing number of supra- and transnational norms, rules, and regulations on trade, environmental issues, or any other field of regulation, prove that we are facing another great transformation, the transformation of international relations and intergovernmental politics into law-generating fora, with government and private networks and a number of court-like institutions as central actors.
