The rapidity of change has left scant opportunity for investigation of the consequences of biotechnology adoption on long-term ecosystem or economic system functioning. Economic theory suggests that, if the "Biotechnology Revolution" is left to market forces alone, there will be neglected public goods. Theory and limited empirical evidence suggests that there are significant incentives for private firms to discount and neglect negative environmental impacts and to develop products that meet only the needs of those able and willing to pay. Negative distributional impacts on rural societies and economies will not normally enter the private calculus nor will the long-term problems …

There is increased awareness in the organizational and management literature that participation can make contributions in technology development. One of the problems in developing biotechnology in Thailand is that only a small portion of publicly funded research and development projects directly result in commercial success. Among the reasons cited (TDRI 1992a) is a lack of collaboration between various stakeholders; therefore, an effective technology policy to support their participation is needed. This research explores current participation processes in biotechnology research and development projects in Thailand in which there were different perspectives among various stakeholders. Science and medicine have long possessed a culturally distinct status in American society; however, in the contemporary context of corporate biotechnology and managed health care, this cultural authority has begun to appear to many as increasingly threatening. Science and medicine often are criticized for having become businesses. March-In Rights Under The Bayh-Dole Act: Public Access To Federally Funded Research , Mary Eberle

Ms. Eberle examines the Bayh-Doyle Act of 1980, which allows small entities to retain patent title to inventions arising from federally funded research. The Act includes a march-in rights provision, which permits a petitioning third party to force the small entity to grant the petitioner a license where the original licensee fails to commercialize the technology. Ms. Eberle discusses the substance of the Act, focusing on its march-in rights provision. Next, Eberle chronicles a march-in rights attempt by the biotechnology company CellPro to obtain a license to Johns Hopkins University patents and the subsequent court battle. Last year, approximately 45 million acres of American farmland were planted with crops that had been genetically engineered to either produce their own pesticides, or withstand herbicides. The long and short-term effects of this biotechnology on humans and the environment, are being studied, but remain unknown. Leading the way in the field of bioengineered crops is the Missouri-based Monsanto Company. Monsanto believes that current agricultural practices are inconsistent with sustainable development. The use of transgenic cotton varieties (INGARD®) in conjunction with t_x integrated pest management (IPM) systems in the Kimberley region is producing excellent yield and quality prospects for an emerging cotton industry in Western Australia. Debate surrounds the introduction of new biotechnological applications such as genetically modified food (GMF). With this in mind a critical review of the debate, it's emerging themes, and approaches to measurement was undertaken. The intention of this review was to argue that while existing empirical measures have advanced our understanding of attitudes to GMF, they are limited both conceptually and methodologically. Overall, the validity and reliability of research support was compromised. Conceptually, attitudes to GMF were composed of a number of potential dimensions that have yet to be measured.
