It has long been recognised that exposure to environmental tobacco smoke (ETS) causes respiratory and cardio-vascular disease. A ban, prohibiting smoking in the workplace, was sanctioned by the Irish government and came into effect on 29 March, 2004. Bar staff were an ideal group to study the health effects of the introduction of this ban. Methods Workers were recruited through their Trade Union, Mandate, and 81 participated in the pre-ban phase of testing between September 2003 and March 2004. They attend the Respiratory Laboratory in St. James’s Hospital and underwent lung function tests and measurement of exhaled carbon monoxide (CO). …

This is the second in a series of three papers which explore and describe ‘quality’ as a tool in the Irish Higher Education sector. This paper reviews macro, mesco and micro issues relating to quality assurance within the context of European Union Education Ministers’ communiqués and in Irish national policy. A micro perspective is then undertaken pertaining to the Technological University Dubin describing how quality assurance systems and procedures emerged in the Institute. It also includes the Institute’s response to provisions made in the 1999 Qualifications (Education and Training) Act with reference to the necessity of carrying out quality reviews. …

Conservative Irish society perceived itself to be under threat from a variety of “foreign“ cultural expressions in the decades around the turn of the twentieth century. Public-Private Partnership (PPP) has now become established as a key element in the Irish Government’s strategy in the provision of school buildings. Specific guidelines have been implemented to define the public sector role in a PPP in Ireland and these guidelines represent a significant change in role from those in the traditional schools procurement process. Through a literature review, this paper maps the PPP process and establishes the new tasks that public sector employees must carry out in the adoption of PPP. The new knowledge, skills and competence (KSC) required to carry out these tasks are noted. Whilst existing literature …

This paper examines a number of key issues relating to intellectual capital (IC) disclosure by addressing some of the strengths, weaknesses and gaps of the extant research. The paper begins by examining the definitions of intellectual capital and intellectual capital disclosure currently in use. Methodological issues are examined in relation to the use of source documents, coding frameworks, and research methods. Both positivist and critical theoretical perspectives used to provide a theoretical underpinning of IC disclosure analysis are reviewed. The paper concludes by arguing for the importance of addressing these issues in order to improve the credibility of IC disclosure, …

The Effective Pre-school Provision in Northern Ireland (EPPNI) project investigated the effects of pre-school education and care on children's development for children aged 3-8 years old. The EPPNI team collected a wide range of information on over 800 children who were studied longitudinally until the end of Key Stage 1. Data were collected on children's developmental profiles (at ages 3, 4, 5, 6, 7, and 8 years), background characteristics related to their parents, the child's home learning environment, and the pre-school settings children attended. Music Transcription Within Irish Traditional Music, Mikel Gainza

Transcribing Irish traditional music is an open-field of research. The oral transmission of the music between generations explains the lack of transcription until recent times. The music can be played solo, which permits the player to exploit the variety of ornamentation types, in unison, and also with the accompaniment of a harmonic instrument. Different signal processing applications for transcribing Irish traditional music are presented in this thesis, including onset, ornamentation and pitch detection. An onset detection system which focuses on the characteristics of the tin whistle within Irish traditional music is first presented. The tin whistle is a good example …

Purpose: This paper reports on three periods of library and information service (LIS) recruitment data collected over a six-year timeframe with the aim of developing a tool for indexing change in the recruitment and labour market for workers in the field. Methodology / Approach: The recruitment data was collected in an Irish context over three distinct 12-month timeframes (1999, 2001-2002 and 2005).
