Hong Kong has encountered an economic downturn since the outbreak of the Asian Financial Crisis in 1997. It was a result of the lack of long-term preparation for adjustment to changes in the industrial structure. Emboldened by the ascendance of economic issues on the global agenda and the erosion of security-driven bipolar structures, Taiwan in the late 1980s decided to use its economic advantages for diplomatic gain. Examination of changes in three phases of Taiwan's initiatives indicates that its inter-governmental organization strategies and targets correlate well with domestic politics and external factors.

During the whole 32 years of Suharto’s regime (1966–98), Chinese publications and the use of Chinese language in public were officially banned in Indonesia. As a result, printed matter in Chinese characters that entered Indonesia was classified as ‘prohibited imports’ (Heryanto 1999: 327). This prohibition came to an end after the fall of Suharto, as part of the process of democratization and Reformasi. The post-Suharto era of Reformasi is thus celebrated for the dramatic revival of the freedom of the press and media in Indonesia and many previously banned as well as new publications have emerged since Suharto’s fall. In 5 recent years ( 2000 - 2004), the Changjiang ( Yangtze) River has discharged past Datong (600 km from the river mouth) an average of similar to 250 million tons (mt) of sediment per year, a decrease of more than 40% since the 1950s and 1960s, whereas water discharge at Datong has increased slightly. Moreover, it appears painfully clear that, while the worst excesses of the past have mostly disappeared, the problem is not limited to the pages of history. The polymict Kamiaso Conglomerate (Mino Terrane, Japan) contains Jurassic to Palaeoproterozoic clasts—probably derived from Korean basement that lay nearby to the northwest at time of deposition. Clast K2 broke cleanly into two halves during sampling (but the halves were recombined for zircon separation). A third of the K2 zircons are colourless euhedral prisms with oscillatory zoning, with no inheritance and yielded a SHRIMP U/Pb date of 743±17 Ma. Two thirds of K2 zircons are brown oscillatory-zoned corroded prisms with a date of 1860±8 Ma, with inherited cores up to ∼2460 Ma. A likely explanation for this could be that clast …

To boost the fiscal revenue, i.e., government revenue over GOP and central government revenue over government total revenue, China conducted the 1994 fiscal reforms. According to some observers, the results of the initial reforms were mixed. This study reveals, contrary to most examinations of previous studies, the 1994 fiscal reforms have been an enormous success in achieving the original policy purposes, although remaining problems still present a daunting task for the Chinese government. This paper examines the factors triggering the 1994 fiscal reforms, reveals the contents and accomplishments of the reforms, explores unfinished tasks and ultimately proposes some policy implications.

Formal legal institutions are almost entirely absent from the lives of most Chinese citizens. A range of petitioning institutions and practices operate as a dysfunctional proxy for formal legal channels. Deeply rooted in imperial Chinese history, these practices and institutions have survived into the present in the form of citizen petitioning efforts directed at numerous “letters and visits” (xinfang) bureaus distributed throughout Chinese government organs, including the courts.

This Article examines the historical origins and regulatory basis for the modern xinfang system. It outlines the characteristic tactics of Chinese petitioners who seek to use the system to resolve their grievances. …

In contrast to other international organizations, the World Trade Organization does not require its members to be states. This constitutional feature has allowed Taiwan to join the WTO alongside China. As a result, the WTO is now the only major international organization in which Taiwan can participate as a full member. This article explores some implications of this unique situation for Taiwan, for the WTO, and for international law. The article contends that Taiwan's membership in the WTO is not itself a bilateral treaty with China and does not itself change the legal relationship between Taiwan and China. What Taiwan's …

This Note argues that the recent wave of litigation brought by former Chinese slave laborers, while important in its own right, highlights the need for a more comprehensive solution. Although ideally the Japanese Diet will devise its own response to the problem of compensation, the experiences arising from the Holocaust litigation in the United States provide a meaningful yardstick for comparison. In the United States, a large-scale settlement scheme followed, and finalized, numerous lawsuits brought by former forced and slave laborers from World War II Europe. This paper examines the boundaries of real options logic, with an application to joint ventures (JVs). We distinguish between forms of uncertainty that are resolved endogenously and those that are resolved exogenously, and theorize that only exogenous uncertainty will have the impact predicted by real options theory on a foreign investor's choice of how large an equity share to take in a JV. We theorize that macroeconomic and institutional variables generate exogenous uncertainty whereas, by contrast, cultural distance and choices pertaining to corporate scope and product or process development activities involve endogenous sources of uncertainty that investors can both assess …

Research in the literature shows that initial public offerings (IPOs) of common stocks are systematically priced at a discount to their subsequent initial trading price. The large underpricing magnitude in the Chinese IPO market has attracted much attention. We consider three hypotheses that may explain the IPO underpricing in China. These are the winner's curse hypothesis, the ex ante uncertainty hypothesis and the signaling hypothesis. Among these hypotheses, the winner's curse hypothesis has not been tested in the Chinese market. Using IPO data for online fixed-price offerings from November 1995 to December 1998, our results show that the winner's curse …
