Restoration Of Riparian Buffer At The Former Smelt Hill Dam Site, Falmouth, Maine, Casco Bay Estuary Partnership

Project description: The Casco Bay Estuary Partnership (CBEP) was awarded a grant from the Gulf of Maine Council to restore approximately 250 feet of riparian buffer habitat at the site of the former Smelt Hill dam in Falmouth, Maine. CBEP selected Northern Ecological Associates, Inc. (NEA) a consulting firm with expertise in riparian restoration, to design and oversee implementation of the project. Presumpscot River Watch, a local nonprofit organization whose volunteers sample water quality throughout the watershed, coordinated with abutting landowners and volunteers.

Quahog Bay has experienced reduced water quality, including low dissolved oxygen (DO), for at least the past twelve years. This embayment is considered one of the most environmentally challenged in Casco Bay. Previous Dissolved Oxygen Monitoring Projects have revealed hypoxic conditions at depth and high organic carbon concentrations in the sediment, suggesting high sediment oxygen demand. These conditions are present regardless of temperature or salinity stratification in the water column (Doan 2005a). Additionally, relatively high sediment oxygen demand has been documented in Quahog Bay (Bridges 2003). Casco Bay has experienced two significant oil spills in recent history - the Tamano Tanker spill in 1972 and the Julie N spill in 1996. In addition, the Fore River and its tributaries have experienced numerous small spills over the years, including the August 2002 fuel oil spill (2,900 gallons) and the April 2003 jet fuel spill (6,000 gallons). The impacts of these spills on the fringing salt marshes that line the edges of the Fore River and its tributaries are not well understood. Renovating the fishway and restoring the degraded stream channel at Highland Lake Dam will improve upstream and downstream passage for diadromous (sea-run) fish – especially alewives. Historically, alewives had enjoyed free access to Highland Lake’s spawning and nursery habitat, so this project will help restore the alewife population, enhance biological vitality, improve recreational opportunities and expand economic prospects in the Presumpscot River Watershed, Casco Bay and the Gulf of Maine. Casco Bay Plan 2006 Update, Casco Bay Estuary Partnership

Publications

The Casco Bay Estuary Partnership (CBEP, formerly the Casco Bay Estuary Project) is a collaborative effort to preserve and protect the bay’s resources. The partners include local, state, and federal agencies and interested citizen groups. In 1990, the U.S. Environmental Protection Agency designated Casco Bay as “an estuary of national significance,” leading to the formation of the CBEP. For the past 15 years, CBEP has received significant annual federal funding to develop and implement a plan for the bay’s future.

It’s an old story. People have been talking about cleaning up Portland Harbor for years,” begins a Maine Sunday Telegram feature story in 1968, written by a fresh-out-of-college waterfront reporter by the name of Lance Tapley.

The story refers to “scores” of oil spills in 1967 and to an article written in 1929– found in the newspaper’s library–that describes an oil slick polluting the harbor. The 1968 story relates efforts by the Coast Guard and a recently founded group called the Portland Harbor Pollution Abatement Committee to move beyond just talking about cleaning up the harbor.
