Unmanned aerial systems (UASs) in general and UAS safety in particular have so far received little attention in the science, technology and society (STS) literature. This paper therefore reports on sev- eral (military) cases of this relatively new technology, focusing specifi cally on issues of safety. Quite often, safety of technology is considered the result of a rational process – one of a series of rational, often calculative, linear steps. The paper’s results suggest that establishing safety in military UASs is very much a social process. Approaching (military) UAS safety from this perspective could perhaps be complementary to more analytical …

This brief details the steps to be followed in obtaining and compiling data on the core (and optional) measures of public health service delivery for the MPROVE study. MPROVE data will need to be obtained from several different sources. Data for some measures already exist in administrative records, surveillance systems, or other sources maintained by the local and state public health agencies that participate in your PBRN. The Multi-Network Practice and Outcome Variation Examination Study (MPROVE) engages public health practice-based research networks (PBRNs) in the collection and analysis of measures of public health delivery across a large number of local practice settings in order to examine the causes and consequences of practice variation in public health. This document summarizes the final set of measures selected for the MPROVE study, including measures of the reach, volume, intensity, and quality of public health delivery in three domains of activity: chronic disease prevention, communicable disease control, and environmental health protection.

Introduction: On January 12, 2010, an earthquake of unprecedented scale shook the small Caribbean nation of Haiti. The epicenter of the earthquake, which measured 7.0 on the Richter scale, was approximately 25 kilometers west of Port-au-Prince. The earthquake killed an estimated 222,570 people and left 3.7 million people affected one way or the other.1In the summer of 2010, 1.5 million internally displaced persons (IDPs) were in camps distributed across Port-au-Prince.2That summer, the International Organization for Migration (IOM), an intergovernmental organization dedicated to the humane and orderly migration, undertook a project in Haiti which involved placing suggestion boxes in IDP camps …

[Excerpt] It is well known that test scores are correlated with students’ socio-economic backgrounds. Hence, to the extent that colleges are successful in “buying” higher test-score students, one should expect that their enrollment of students from families in the lower tails of the family income distribution should decline. However, somewhat surprisingly, there have been no efforts to test if this is occurring. Our paper presents such a test. The Impact Of U.S. News & World Report College Rankings On Admissions Outcomes And Pricing Policies At Selective Private Institutions, James Monks, Ronald G. Ehrenberg

Despite the widespread popularity of the U.S. News & World Report College rankings there has been no empirical analysis of the impact of these rankings on applications, admissions, and enrollment decisions, as well as on institutions' pricing policies. Our analyses indicate that a less favorable rank leads an institution to accept a greater percentage of its applicants, a smaller percentage of its admitted applicants matriculate, and the resulting entering class is of lower quality, as measured by its average SAT scores. While tuition levels are not responsive to less favorable rankings, institutions offer less visible price discounts in the form …

This paper uses institutional level data collected by the American Association of University Professors as part of their annual survey of faculty members' compensation to analyze faculty turnover. Analyses of aggregate data over almost a twenty-year period highlight how remarkably stable faculty retention rates have been nationwide and how little they vary across broad categories of institutions. Analyses of variations in faculty retention rates across individual institutions stress the role that faculty compensation levels play. Higher levels of compensation appear to increase retention rates for assistant and associate professors (but not for full professors) and the magnitude of this effect …

Our study makes use of data from a panel of over 400 private colleges and universities on their presidents’ salaries and benefits. These data, reported annually to the Internal Revenue Service on Form 990, have been collected by and reported in the Chronicle of Higher Education for academic years 1992–1993 through 1997–1998. We merge these data with those from other sources including the American Association of University Professors, the American Council on Education, Who’s Who in America, the National Association of College and University Business Officers, the Council on Aid to Education, and the National Science Foundation’s CASPAR system. The 10-90 gap is an idea in the healthcare literature that less than 10%of all research funding goes to solving health problems that are 90%of the global disease burden. This paper examines whether there is inequality in nanotechnology healthcare research (nanomedicine). To understand the inequality in nanomedicine, I conducted a bibliometric review of Web of Science and PubMed databases. Overall there is not large inequality in nanomedicine research. The bibliometric analysis shows that most nanomedicine research is done in high income countries, but their research portfolios extend beyond rich world diseases like Alzheimer’s disease and diabetes to include research on …

When the Brazilian government sent a new tax reform proposal to Congress in 2008 that would exacerbate the already high level of economic inequality, the Institute for Socioeconomic Studies (INESC) came together with other leading civil society organizations to form the Movement to Defend Social Rights under Threat by Tax Reform (MSDR). The coalition was united in advocating for fairer taxes on incomes and assets and protecting funding for social programs for the poor. On July 29, 2010, President Barack Obama took to the air on "The View" to talk politics, policy, and family. Pundits billed the visit as the first time a sitting U.S. president appeared in a daytime television program. The telecast drew about 6.7 million viewers, the highest rating ever for the show, and garnered the largest number of women viewers in 17 months. Between 2007 and 2011, the U.S. Department of Housing and Urban Development (HUD) has released an annual report on the extent of homelessness in the United States—the Annual Homeless Assessment Report (AHAR). The report documents how many people are using shelter programs for homeless people, and how many people are in unsheltered locations that are often called “the streets.” The AHAR is delivered each year to the U.S. Congress, and its contents are used to inform Federal, State, and local policies to prevent and end homelessness. This report analyzes the potential impact of a proposed paid sick and family care leave legislation on the economy of the state of Ohio, the economic development prospects of the state and on the management of production processes that depend on highly integrate teams. The report also reviews the literature on the effect of mandated paid sick and family care leave on the industrial relations system—workplace performance and worker retention. Our analysis concludes that there would have been a net cost associated with the paid sick leave and family-care initiative proposed in Ohio with a lower bound estimate of $63.84 …

OBJECTIVES: The nation's public health delivery system comprises nearly 3000 local public health agencies that vary widely in capabilities. Economic pressures, workforce shortages, and new national accreditation standards are leading these agencies to explore mechanisms for pooling resources to enhance delivery and improve population health. METHODS: A longitudinal cohort design is used to analyze changes in the availability and perceived effectiveness of services delivered by local public health providers. A stratified random sample of the nation's 3000 local public health agencies (n=497) were surveyed in 1998 and again in 2006 and 2011 (70% response) to measure the availability of 20 …

This mixed methods study with a sequential explanatory strategy explored qualitatively the statistically significant quantitative findings relative to Indian respondents’ perceptions about RFID (radio frequency identification) transponders implanted into the human body. In the first analysis phase of the study, there was a significant chi-square analysis reported (χ2 = 56.64, df = 3, p = .000) relative to the perception of small business owners (N = 453) that implanted chips are a more secure form of identification and/or access control in organizations and the respondents’ country of residence. This paper examines housing affordability in the United States over the past three decades using the author’s concept of “shelter poverty.” The major findings are as follows: The number of shelter-poor households has been over 30 million since the early 1990s, an increase of more than 70 percent since 1970. Among families with children, rates of shelter poverty are much higher, and over the past several decades have risen faster, than among households with just one or two persons. Nearly half of all renter households are shelter-poor, victims of low incomes and rising rents; most low-income renters are headed by …
