This case study evaluated the effectiveness of the community organizing techniques used by the Community Coalition for Environmental Justice (CCEJ) in promoting the principles of grassroots organizing in its work in the South Park neighborhood of Seattle, Washington. This campaign, part of the SouthSeattleToxics Project, focused attention on the pollution caused by the Long Painting Company's activities. The CCEJ used traditional community organizing techniques to help South Park residents oppose this pollution; the residents formed their own organization to monitor progress even after the offending company has left town. In India, edible oils are a significant source of essential fats. however, fat intake is almost absent among the rural poor, for whom edible oils are largely unaffordable. Edible oil consumption should be encouraged among the rural poor by supply via PDS at low cost. Steps to boost cultivation and lower the cost of production and import will also help to meet requirements.

The federal Mental Health Parity Act of 1996 requires insurers to offer the same benefits for mental disorders and substance abuse as they would for physical disorders, including any annual or lifetime limitations and restrictions placed upon such coverage. This report examines actuarial studies, the current state of parity legislation across the nation, cost of treatment issues, and the impact on Florida should parity legislation be passed.

The Budapest Chernobyl Day commemoration generated a creative outpouring of stories about parental responsibilities, scientific knowledge, environmental risks, and public participation. I examine the stories and performances elicited by the tenth anniversary of the Chernobyl nuclear disaster in April 1996. In these “Chernobyl stories,” activists criticized scientific and state paternalism while engaging in alternative practices of citizenship. The decade between the catastrophic explosion and its commemoration coincides with the development of the Hungarian environmental movement and the transformation from state socialism. Chernobyl Day 1996 consequently became an opportunity for activists to reflect upon how the meaning of citizenship and public …

This paper perceives Romania as an integral part of the Balkan sub-regional security complex and attempts to evaluate the implications of its participation in Balkan affairs on its security. More precisely, the article discusses the effects that the Yugoslav (Croat-Serbian, Bosnian and Kosovar) wars had on Romanian security and presents Bucharest’s endeavor to manage its insecurity. The research demonstrates that Romania envisaged the management of its insecurity by upholding its application for membership in Western security structures (NATO, WEU) rather than by institutionalizing Balkan cooperation. Background: Health-care institutions have looked to business for models to respond to the requirement for reform. This has changed the perspective of institutions that were founded on charitable principles, and managed with liberal employment policies and deficit budgeting. Using lesions from supply-side management, hospitals are fragmenting into independent programs with demands to balance budgets regardless of the source of cost.

Methods: Costs from the institution’s perspective are compared with those of the payer (province) using an example of a proposal to reduce costs in the surgical program by buying disposable drapes.

Us Manufacturing Extension Partnerships: Technology Policy Reinvented, Philip Shapira

The US manufacturing extension partnership (MEP) is examined as an example of the new partnership paradigm in US technology policy. The MEP provides technology assistance services, particularly for small and medium-sized enterprises. Influenced by aims to reinvent government and reorient technology policy, the MEP seeks to be comprehensive, collaborative, and demand-driven. However, the MEP’s partnered management style is constrained by political and industrial systems that continue to operate on traditional lines. After probing these tensions, the paper offers insights for the MEP’s future development and for other technology and innovation policies that seek to emulate the MEP’s partnership approach.

Much research on agglomeration economies, and particularly recent work that builds on Marshall's concept of the industrial district, postulates that benefits derived from proximity between businesses are strongest for small enterprises. This paper investigates this hypothesis, examining the degree to which local business externalities differ in magnitude and type among large and small enterprises in two U.S. manufacturing sectors. American government is in the early stages of deep transformation as a result of the Internet and a host of related developments in information and communications technologies. Rapid growth of web-based applications in the government sector promises significant cost savings through structural changes in the production and delivery of government information and services. Deeper organizational and institutional restructuring in government is likely to generate further efficiency gains. But cost savings that result from institutional and organizational transformation are more difficult to calculate because savings due to technology cannot be disaggregated from those due to structural modification. This chapter in Clark and lipset's book on class in American politics resulted from a multi-day workshop at the Woodrow Wilson Center for International Scholars in the summer of 1999. The piece reverses the normal causality of class politics. It does not analyze citizens in elections, but government officials creating policies. It asks why policies differ across localities (specifically public transit decisions in 42 U.S. metropolitan areas). It probes how some government officials work with an "upper-middle-class" citizenry in mind, while others do so less. Innovation, Demand And Employment, Mario Pianta

The paper examines the link between technological change and demand and their impact on employment in manufacturing industry. The specific nature of innovation, mainly oriented towards product or process innovations, is considered, in the light of the competitive strategies of firms and industries. An interpretative model is proposed and an empirical analysis is carried out, using the data of the European Innovation Surveys for five countries. The results of cross-industry regressions show that demand, structural change and orientation toward product innovations have a positive impact on employment change in the 1990s, while the intensity of innovative expenditure (including R&D, design, …
