The purpose of this publication is to provide and/or reference valuable tools to help public health workers deliver more effective training. Many trainers do not consider themselves trainers (hello, this might be you). In many cases, they were simply asked to conduct training “A”, or implement workshop “B”, without adequate tools, knowledge or an understanding of the purpose of the training. Vocational education is not a separate discipline within education, but it is a basic objective of all education and must b e a basic element of each person's education. The common objective should be a successful life in which employment has a crucial role.

It is the responsibility of the school and of the instructor to provide the student with the high quality vocational education that will enable that student to have a successful life by securing a good initial job adapting himself to that vocation.

A 1965 status study of vocational Education in Utah sought the opinions of state educators and the genera l citizenry. Two major conclusions from that study follow:

The present day school system is not adequately meeting the needs of young people. It serves well the 20 percent who may complete college and some others, but it is woefully short of meeting the needs of nearly 80 percent of the young people of this country.
