The conceptualization of alien invasive species conflates two axes of variability that have become unhelpfully blurred. The nativeness/alienness axis refers to the presumed belonging of a species in ecological or social space. Invasiveness refers to the behavior of the species in question, particularly in relation to other species. The overlay of nation introduces further variability. Teasing these axes apart is important for more effective environmental management. We examine these concepts using two influential forms of ecological knowledge: the biogeographical and ecological literature and the vernacular experiences of suburban backyarders. Quantifying The Effect Of Gst On Inflation In Australia’S Capital Cities: An Intervention Analysis, Abbas Valadkhani, A. P. Layton

This paper examines the magnitude and duration of the GST effect on inflation in Australia’s eight capital cities using the Box and Tiao intervention analysis and quarterly data spanning from 1948:4 to 2003:1. We found that GST had a significant but transitory impact on inflation only in the September quarter of 2000 when this new tax system was implemented. In this quarter inflation showed an additional increase of 2.6 per cent in Sydney (minimum effect) and 2.8 per cent in Australia as a whole, the same figure for Hobart was 3.3 per cent (maximum effect). Does The Term Structure Predict Australia’S Future Output Growth?, Abbas Valadkhani

This paper examines whether the term structure of interest rates provides predictive power for real output growth using quarterly time series data from 1980:1 to 2002:2. The empirical results are consistent with previous studies undertaken for France, Germany and the UK as well as earlier Australian works. It is found that a 10 per cent increase in the interest rate spread between the 10-year Treasury bond and the 90-day bank bill results in approximately 4 per cent rise in GDP growth over the succeeding seven-nine quarters. Concurrent engineering (CE) is a distinctive approach to the organisation and management of new product development (NPD) which seeks to achieve cross-functional integration, product life cycle design integration and high levels of project task concurrence in order to reduce development lead times. To address the limited research to date on CE in the Asia-Pacific region, the paper presents findings from a survey of Australian manufacturers (n = 150) and from five in-depth case studies on the application of CE in Australia. Since the I 960s, trade opportunities based on complementary economies have driven the Australia-Korea economic relationship. Australia exported raw materials, principally minerals and energy, which Korea processed and subsequently sold on domestic and international markets. In return Australia purchased increasing volumes of Korean manufactures, initially textiles, clothing and footwear and later automobiles. Recent changes to the electric power industry through deregulation and restructuring have had a considerable effect on power engineering education internationally. A number of Australian universities have also noticed a decline in the number of students interested in power engineering subjects, leading to the fewer graduates with power engineering knowledge. With a reduction in graduates and a perception of an aging workforce a shortage of suitably qualified power engineers for industry may be imminent. In 2001 the Electric Energy Society of Australia (EESA) developed concerns based on anecdotal evidence that there was a looming shortage of electrical power engineers in Australia. Information from the electrical power industry and academic communities was obtained through two separate survey questionnaires, a discussion workshop, and a number of submissions. This information was collated and compiled into 'Assessing the Future of Electrical Power Engineering: a Report on Electrical Power Engineering Manpower Requirements in Australia'.

The article first examines the rationale for representative participation, and the circumstances under which it has spread internationally. It then surveys the existing data for representative participation in Australia, and presents a case for legislation to introduce a generalised system of German-style works councils. The paper concludes that the first step towards this end should be the instigation of a major research agenda to discover more regarding the elements of historical and contemporary practice which have accounted for success and failure in representative participation in Australia.

In response to the changing definitions of primary care delivery there is a growing need for research to be practitioner-driven and multidisciplinary. This paper addresses the strategies used to enhance multidisciplinary participation and capacity building in research in the South Australian Primary Health Care Research Network (SARNet). This network has 198 members currently. Membership is strongly multidisciplinary and spans all levels of research expertise. The services offered by the network are member-driven and include competitive bursary funding for research and evaluation skills development, writing groups, training events, access to web-based resources and information, special interest groups, and email alerts. This paper considers the record of occupation in the Keep River region of the eastern Kimberley, and whether archaeological records are equally preserved within as well as between regions. Luminescence dating, radiocarbon dating and archaeological evidence from eight rock shelter sequences provide only late Holocene (5 - 0 ky BP) occupation sequences, whereas luminescence dating and archaeological evidence for three sand-sheet sequences indicate occupation dating to 18 ky BP. Molecular methods were used to identify blood parasites frequently observed in blood smears of water pythons (Liasis fuscus) captured in our study area in the Northern Territory of Australia. A nested polymerase chain reaction (PCR) using primers amplifying the 18s ribosomal RNA (rRNA) nuclear gene resulted in a short PCR product (180 bp) matching this region in the genus Hepatozoon. However, because of the short sequence obtained. 2 new primers were designed based on 18s rRNA sequences of 3 Hepatozoon taxa available in GenBank. Although scholarly interest in gay and lesbian history broadly defined is relatively young, research has increased significantly since the early 1990s. This was largely stimulated by the gay liberation movements of the 1970s and 1980s which both encouraged collective self-awareness amongst gays and sought acceptance from the broader straight society. During the 1990s gays became a significant 'consumer' group targeted by various companies and non-commercial organisations as a niche market. Using a Holocene barrier estuary, Lake Illawarra, New South Wales, Australia, as an example, a detailed litho- and chrono-stratigraphy of the Holocene estuarine deposits has been investigated. Forty kilometres of seismic surveys, 61 vibracores, supplemented by auger drill holes and trenches, and faunal analysis were used in this study. A detailed chronology of the infilling of the barrier estuary has been established using 121 aspartic acid derived ages and 14 radiocarbon ages. Assessing recent changes in landforms associated with Lake Illawarra was achieved by identifying changes in geomorphological features observed in early mapping of the region, aerial photographs and satellite imagery. Quantifying rates of sedimentation associated with prograding fluvial bay-head deltas and within the central basin of Lake Illawarra was established within the framework of amino acid racemisation, radiocarbon, and cesium 137 dating. Results indicate that sedimentation rates associated with fluvial bay-head deltas range from 31 mm/yr proximal to the delta front and fall to between 3 and 7 mm/yr in the pro-delta region. [1] Anabranching is the prevailing river pattern found along alluvial tracts of the world's largest rivers. Hydraulic geometry and bed material discharge are compared between single channel and anabranching reaches up to 4 times bank-full discharge in Magela Creek, northern Australia. The anabranching channels exhibit greater sediment transporting capacity per unit available stream power, i.e., maximum flow efficiency (MFE). Simple flume experiments corroborate our field results showing the flow efficiency gains associated with anabranching, and highlight the prospect of a dominant anabranch, which is found in many anabranching rivers. Indigenous participation in sentencing procedures has been occurring informally in remote communities for some time. During the late 1990s, formalisation of this practice began in urban areas with the advent of Indigenous sentencing and Circle Courts. Formalisation has also occurred in remote areas. The aim has been to make court processes more culturally appropriate, to engender greater trust between Indigenous communities and judicial officers, and to permit a more informal and open exchange of information about defendants and their cases. The commercialisation of genetically modified (GM) crops is being accompanied by a debate with scientific, social, ethical, legal and metaphysical dimensions. In the face of this complex debate, governments need to regulate GM crops in a way that minimises negative impacts on biological and social environments. This paper is a critical examination of Australia's regulatory framework for the deliberate environmental release of GM crops, specifically in terms of its ability to advance ecologically and socially sustainable agriculture.
