Public diplomacy, an open form of international politics, is essential for building state relations and improving the American image in current times, particularly in light of the recent leakage of some 250,000 classified State Department cables. The ways embassy officials conduct diplomacy must be more candid if they are to gain trust from local populations. Contemporary technology and new media have drastically modified the ways states conduct foreign policy, and embassies must cater to this environment by reaching out to mass publics using novel approaches. The recent governmental history of Knoxville and Knox County represents an intriguing case study of interest-group-led referendums, corruption, and reform. Recent structural reforms were a direct response to the unethical behavior displayed by some members of the Knox County Commission, but indirectly the changes attempted to address a number of lingering community issues. When placed in the context of the community’s contemporary political history, the reforms' significance becomes apparent. In the past twenty years the greater Knoxville community experienced intergovernmental court battles, a failed unification referendum, a sheriff with unprecedented political clout, and state legislative intervention. In March 2010, Congress approved large changes for the health care industry, including an expansion of the existing Medicaid program. This paper explores the potential fiscal impacts of this Medicaid expansion for the state of Tennessee. First, the development of Medicaid and TennCare, the current recession, and the broader health reform law are outlined to contextualize the Medicaid expansion. Second, the population to be covered by the expansion is characterized to understand cost implication and reveal strategies for cost containment and health improvement. This research and presentation thereof considers the ritual umuganda in terms of its contribution to national identity. In doing so, I consider the history of the ritual, its transformation in purpose over time, and the accompanying sociological consequences of such purposes and transformations. In 2007, the state of Tennessee opened a trade office in Beijing to facilitate increased trade and investment between Tennessee and China, which has already grown by over 1,000 percent in the past five years. This paper begins by tracing a brief history of U.S.-China trade and economic relations, focusing on the period from the 1978 economic reforms to the present, as well as looking at some of the issues affecting U.S.-based entities exporting to China.
