Reading is one of the most significant media of learning. Reading with comprehension mostly depends on reading fluency. It is necessary to measure students fluency through the reading rate of words per minute to know the level of comprehension. Bangladesh is celebrating its golden jubilee of independence in 2021. This South Asian country has been struggling for ensuring equitable, compulsory, and free primary education since the British period. The main objective of this paper is to explore the progress and constraints of primary education in Bangladesh for the period of 1971 to 2020. This study was conducted following the documentary research method. The secondary data was collected from different personal and official documents. Reading is a fundamental skill for overall academic success which positively affects life outcomes. Reading fluency is important for bridging the word recognition and comprehension. The main objective of this study is to measure the present status of Bangla reading fluency with understanding of grade III students at the Government Primary Schools (GPS) in Bangladesh. To meet these research objectives, we used explanatory sequential mixed methods design with multistage cluster sampling strategies. This thesis provides a consonantal comparison of the Burmese, Rakhine and Marma languages of Myanmar and Bangladesh, with primary focus on initial and medial consonants. Its main purposes are to provide new data from the Rakhine and Marma languages of Bangladesh and to make some initial observations about the historical relationship between the three languages based on compiled consonant correspondences.
