Fire and rescues services the world over commonly conduct pre-incident planning familiarisation visits. During such visits, fire crews typically look for observable fire safety hazards. Accordingly, two research questions were investigated in this study being; how many fire hazards are typically observed during such familiarisation visits and can the reliability of visual inspection conduct be improved by using a novel systematic visual inspection method. A fire and rescue service with 22 fire fighters was recruited, and they conducted 21 pre-incident planning visits to occupied apartments blocks. The introduction of the fast-tracking housing regulations in Ireland has modified the dynamics in which democratic participation is deployed in planning decisions. The resulting planning process has favoured inequality phenomena and has strengthened the position of construction lobbies in large-scale developments. This paper enforces citizen engagement in the Strategic Housing Development (SHD) framework using Building Information Modelling (BIM) and blockchain technologies to build digital trust. With Ireland’s strong economic recovery and the gradual revival of its construction industry, the future potential status and growth of its provincial cities in general for Drogheda, and the near 80,000 population of the Greater Drogheda Area (GDrA), is viewed as having been portrayed in an underwhelming way in the withdrawn National Spatial Strategy (NSS). Dublin’s superior population and employment growth, its scale size and unique urban agglomerative momentum will result in it emerging as Ireland’s ‘city state’ by mid-tolate 21st century. The hypothesis states that by then, the GDA is expected to be approaching half of the State’s population. The pivotal research question addressed is: can the GDA long-term differential population growth to that of the RoS area result in a 50% convergence of their respective populations and if so, when might this occur?
