This survey collected information from EU Member States, as well as Iceland and Norway, on three issues:
 Tackling undeclared work in the collaborative economy and bogus self-employment.
 Data exchange and data protection.
 Cross-border sanctions.
Of the 28 Platform members from EU Member States as well as Iceland and Norway, 28 out of 30 responses were received. In addition, the European Trade Union Confederation (ETUC) provided qualitative feedback on the role of social partners and their cooperation with enforcement authorities to tackle undeclared work in the areas covered by the survey.

This presentation will outline collaborative digital humanities projects initiated at Kent State over the last year. One project currently underway is focused on an independent research project led by a faculty member from the Department of English, focusing on a collection of nineteenth century women's insane asylum memoirs. Initial discussions with the faculty member and the Digital Projects Librarian centered around the expectations of a DH project, including who would complete the high resolution scanning and post-production work. This study provides both a quantitative estimate and qualitative analysis of the additional ‘retrieval power’ that professionally assigned subject indexing affords users of a typical database in the field of education. A full version of Informit’s A+ Education database and one stripped of its subject indexing were searched by four research assistants tasked with compiling exhaustive bibliographies on forty-eight topics. The searchers were then surveyed about their use of the two databases, while their bibliographies and search logs were also examined. There is a shift in the shape of intellectual property (IP) tools used to strengthen and lengthen the right of pharmaceutical companies to exclude others from making and marketing their products. Patents have traditionally been the tool of choice. Over the past two decades, however, pharmaceutical companies have increased their degree of reliance on a right known as “data exclusivity.” This right, which now exists in most major jurisdictions, is the right to prevent third parties from relying on the clinical trial data submitted by another pharmaceutical company to obtain marketing approval for a bioequivalent or biosimilar product. Investor-state dispute-settlement (ISDS) clauses give multinational investors (corporations) a right to sue a state in a binding proceeding before an independent arbitration tribunal. This jurisgenerative right to file a claim in an international tribunal with mandatory jurisdiction is generally reserved to States. ISDS is a mechanism meant to protect the private property of multinational investors against certain acts of public authorities.

This article reviews the application of several IP rights (copyright, patent, sui generis database right, data exclusivity and trade secret) to Big Data. Beyond the protection of software used to collect and process Big Data corpora, copyright’s traditional role is challenged by the relatively unstructured nature of the non-relational (noSQL) databases typical of Big Data corpora. This also impacts the application of the EU sui generis right in databases. Misappropriation (tort-based) or anti-parasitic behaviour protection might apply, where available, to data generated by AI systems that has high but short-lived value. Cyber-physical systems (CPSs) are built from, and depend upon, the seamless integration of software and hardware components. The most important challenge in CPS design and verification is to design CPS to be reliable in a variety of uncertainties, i.e., unanticipated and rapidly evolving environments and disturbances. The costs, delays and reliability of the designed CPS are highly dependent on software-hardware partitioning in the design. The key challenges in partitioning CPSs is that it is difficult to formalize reliability characterization in the same way as the uncertain cost and time delay.

Exactions are demands levied on residential or commercial developers to force them, rather than a municipality, to bear the costs of new infrastructure. Local governments commonly use them to address the burdens that growth places on schools, transportation, water, and sewers. But exactions almost never address energy needs, even though local land use decisions can create signficant externalities for the power grid and for energy resources. The Second Amendment has been suffering from an inferiority complex. Litigants, scholars, and judges have complained that the right to keep and bear arms is not being afforded the respect and dignity befitting a “fundamental” constitutional right. They have asserted that, both on its own terms and relative to rights in the same general class, the Second Amendment has been disrespected, under-enforced, and orphaned. Public protests have become armed events, with protesters and counter-protesters openly carrying firearms—generally pursuant to state law. Many view the presence of firearms at protest events as wholly incompatible with the exercise of First Amendment free speech and assembly rights. In this project, I argue that J. Edgar Hoover’s style of political realism should be studied by critics because it long preceded that of President Harry S. Truman. Thestyle belonged to a stockpile of anti-Communist imagery that helped to shape how the Truman Doctrine speech was drafted and how audiences interpreted its meanings in more local domestic politics. For over three decades, the Internal Revenue Code [hereinafter I.R.C. or Code 1 has contained provisions that require that all benefits in a single-employer tax qualified plan become fully vested when the plan is partially terminated. However, the Internal Revenue Service [hereinafter IRS or Service] has failed to articulate a standard for determining when a partial termination has occurred. Instead, the courts and the Service have utilized a “facts and circumstances” test which does not set clear guidelines. BACKGROUND: Blackbird (Icteridae) damage to ripening sunflower (Helianthus annuus L.) has been a persistent economic issue in the USA for the last five decades. To quantify losses, we surveyed blackbird damage from 2001 to 2013 (excluding 2004) to physiologically mature sunflower in eight states: North Dakota, South Dakota, Texas, Nebraska, Minnesota, Colorado, Kansas, and Vermont.

RESULTS:We pooled data gathered during the most recent 5 years (2009 to 2013) of the survey and found losses averaged $US2.5 million and $US11.3 million for confectionery and oilseed hybrids, respectively. In deciding what rulemaking authority the Copyright Office should have, it may be helpful to take a close and careful look at how the Office has historically exercised its rulemaking powers. This article undertakes this task and makes a number of observations: (1) the Office’s rulemaking activity increased dramatically after passage of the 1976 Act; (2) the rules issued fall into a number of identifiable categories; (3) by far the largest category consists of rules administering statutory licenses set forth in the Act; and (4) the smallest category consists of precisely the kinds of substantive rules that some commentators propose …

Start-up packages are time limited financial and material resources offered by universities to incoming faculty during the hiring process. Previous research findings on gender equity within the start-up packages are mixed. Therefore, this study is exanimating the role of gender on the content of start-up packages, satisfaction with the packages, university honoring start­up packages, and contribution of start-up packages to faculty professional development. Data corresponds to a Start-Up Package Satisfaction Survey of faculty at all ranks (N = 96) administered in an American Southeastern public research university in 2018. The ability of future engineering professionals to solve complex real‐world problems depends on their design education and training. Because engineers engage with open‐ended problems in which there are unknown parameters and multiple competing objectives, they engage in fuzzy decision‐making, a method of making decisions that takes into account inherent imprecisions and uncertainties in the real world. In the design‐based decision‐making field, few studies have applied fuzzy decision‐making models to actual decision‐making process data. Background. Third world communities like Las Malvinas, located in the Dominican Republic (DR), often face public health challenges. Instituting healthy communities requires collaborative public health services. The US has used evidence-based initiatives including the CDC’s CHANGE tool to address community health. There is a need to adapt these initiatives to other contexts. Clemson University (CU) students have partnered with Dominican University (UNIBE) and the Las Malvinas community to improve the community’s health and well-being.

Human and animal research both operate within established standards. In the United States, criticism of the human research environment and recorded abuses of human research subjects served as the impetus for the establishment of the National Commission for the Protection of Human Subjects of Biomedical and Behavioral Research, and the resulting Belmont Report. The Belmont Report established key ethical principles to which human research should adhere: respect for autonomy, obligations to beneficence and justice, and special protections for vulnerable individuals and populations.
