Too often city officials seek external expertise in advancing economic development initiatives when significant economic opportunities may exist internally. This research examines the relationship between “city-type” and entrepreneurial aspirations of its residents. A “START-UP” strategy that combines internal and external initiatives for the marketing of economic development is provided.

Attrition for Black men is a serious problem in higher education. While researchers have explored factors of retention for Black men attending historically White institutions (HWIs), less research explains factors underlying the success of Black men attending historically Black colleges and universities (HBCUs), particularly those men who are academically unprepared. Eleven Black men, who entered a public, urban HBCU through its pre-college program and persisted to graduation, provided a retrospective view of factors promoting their success. The result from this study may help universities enhance retention for Black men by understanding salient variables in their academic achievement and retention.

Historically, education has played a central role in the lives of Blacks. Although Blacks continue their penchant for education, Black males have not fared as well in the educational pipeline. Data for this study emerged from a qualitative investigation of factors that promote success for academically underprepared Black males at a historically Black college and university (HBCU). Although all of the participants persisted to graduation, the participants discussed challenges that threatened to impede their academic success. The Institute of Medicine’s seminal report, To err is human: Building a safer health system, established the national patient safety framework and initiated interest in changing the traditionally punitive healthcare culture. This paper reviews a multidisciplinary literature and offers an attribution framework to explicate the organizational processes that contribute to an industry-wide culture where clinicians are routinely blamed for adverse patient events. The primary purpose of this study was to identify what were Taiwanese University English as a Foreign Language (EFL) learners’ perceptions about learning communication strategies. This study collected qualitative data about students’ beliefs and attitudes as they learned communication strategies. The research question guiding the study was: What are Taiwanese University EFL learners’ perceptions about learning five communication strategies? Twenty-four university students were trained for 10 weeks to use strategies in Faerch and Kasper’s (1983a) taxonomy, and seven volunteers were interviewed. Although systemic bias may not be racism, it is a form of prejudice. Systemic bias exists throughout society in the practices and attitudes that people face on a daily basis. Very often educational programs are set up to accommodate special needs, but, although well meaning, they incorporate this form of bias. The International Polar Year - Research and Educational Opportunities in Antarctica for Minorities (IPY-ROAM) program was designed to increase minority participation in polar science by immersing participants in an academic program that included a trip to Antarctica.
