Based the [Demining Group] OPS Officer verbal report the injured Deminer was during the prodding /excavation at Task No 1182 located in Lataband village of Talucian district to initiating the Anti Personal AP mine when the prodder touched with a sensitive part of this old buried AP mine and blow up, as per the explanations of OPS Officer the deminer was well [protected] with PPE that is cause he has not received a serious injury. PMN mine explosion, the day before the accident during the QA process the QA team found a indication (30 cm) over the tape separating the cleared area from the uncleared area. This was to be left for the next days work. The deminer decided to check this with his detector, finding the indication, he then proceeded to prod in the kneeling position. This action triggered the detonation, He was not wearing any PPE.

This document was prepared taking into consideration the current mine/UXO accident rate in the Kingdom of Cambodia. It also takes account of the Prime Minister’s address to the nation on the occasion of Mine Awareness Day 2006, during which he re-iterated the ultimate goal of mine action in Cambodia - to achieve Zero Victims by 2012. This mine risk education strategic plan is designed to help achieve that goal. As agreed by the MRE Technical Working Group, this strategic plan will be reviewed every 2 years to ensure it remains in line with the evolution of mine action in Cambodia.
