At The Nexus Of Dallas' Neighborhood Arts Districts And Tax Incremental Financing Zones: The Question Of Affordable Housing In A Socially Just Economy, Katherine M. Kosut

Public Affairs Dissertations

This dissertation examines the effects of urban economic development policies on affordable housing and the resident working-class populations within neighborhood arts district (NAD) and the Tax Incremental Financing (TIF) support of the NAD revitalization. This study questions whether municipally endorsed “creative gentrification” in the form of the tax-based economic development policy—tax incremental financing—increases the effects of gentrification and housing affordability loss in low-income neighborhood arts districts in the United States, using Dallas TX as a case study. Historically intended to provide fit-housing in low-income “blighted” neighborhoods, States have adopted TIF policies in reliance upon the concept that “but-for” the use …

Decoding The Jolly Green Giant: An Analysis Of Green Gentrification In The Context Of Rails-To-Trails Policy, Lorin R. Carter

Public Affairs Dissertations

Recent urban public policies and planning initiatives have resulted in increased efforts to improve stewardship of our limited natural resources (sustainability), increase defenses against natural stressors (resiliency), while also seeking to prevent and remedy unequal environmental burdens placed on minority, elderly, and lower-income communities (environmental justice). However, this policy has displaced minority communities that were once deep-rooted in the area, triggering criticism by them as they feel alienated, unheard and threatened. Washington D.C. has also been a host to this policy. However, it’s had a different, yet important past. Since it’s been the capital and policy hub of the country, this has meant …

Identifying Gentrification: The Case Of Portland, Lindsey M. Buck

Undergraduate Theses, Professional Papers, and Capstone Artifacts

Portland, Oregon has been considered a candidate for gentrification in recent media due to its changing populations, businesses, and landscapes. Authors have worked to study the effects of gentrification across the United States, focusing on large cities such as Detroit and San Francisco. While these results are increasingly interesting, they tend to focus on census data many years in the past. There is also a gap within the literature: west cities that are not coastal cities. This is extremely important; many people are being displaced or seeing their neighborhoods change character and composition due to gentrification. Using census tract data …

Homeowners In East New York: Hanging On To Community And Property After Rezoning, Angely Mercado

East New York was the first neighborhood to be approved for rezoning as part of Mayor Bill de Blasio's controversial affordable housing plan. There has been a lot of reporting on how it's going to affect tenants in the low income area. This capstone highlights how it is also affecting small property owners in the area and how the city needs to work on protecting them from being displaced as well.
