The Learning to Give project has evolved considerably from its inception nearly a decade ago. From an almost exclusive concern with helping children understand philanthropy and their potential role in it, the project has broadened its focus to include helping children learn how to contribute positively across all aspects of civil society. The earlier years were necessarily focused on creating and testing curricular lessons; more recently the emphasis has fallen on disseminating those tested materials and encouraging their adoption in more schools. The Culminating Project is a new graduation requirement that has been passed by the State Board of Education. The graduating class of 2008 will need to complete these projects in order to receive a regular diploma from Washington state. By adopting a state-wide graduation requirement of a Culminating Project for all high school graduates, the State Board of Education has provided a new and challenging opportunity for students across the state to realize the vision articulated by Washington state’s education reform law.

In this era of education reform, school counselors are among educators being held accountable for the academic achievement of minority and poor children, School counselors in urban schools serve a disproportionate number of minority and poor children at risk for school failure. Urban school counselors can play critical roles in engaging their school's stakeholders in implementing partnership programs that foster student achievement and resilience. This article discusses team facilitator, collaborator, and advocacy roles and strategies for urban school counselors and specific types of partnership programs they need to promote to foster academic achievement and resilience in minority and poor students.

To survive and grow in a school district, service-learning must be supported by the district's school board and embedded in district policy. Because today's school boards are focused on standards, testing, and accountability, advocates have to convince them that service-learning is an important vehicle for achieving both district and wider social goals. In preparing this article, I asked Hudson school committee members (in Massachusetts, a school board is called a school committee) to share their views about how advocates can gain support from their boards to promote service-learning at the district level.

10th-12th grade identified graffiti as one of the main problems in their community; in order to combat this in a creative way the students decided to paint a mural to discourage tagging. As a part of the Transportation Academy at Franklin High School their mural depicted a timeline of transportation in the American West—from walking, to horses, to trains, and finally the local Gold Line Metro rail. The students partnered with a local mural artist to create a vibrant and colorful mural. 100 students participated in the design and painting and so far the wall has remained graffiti-free.

11th grade U.S. history students determined that homelessness was a problem in their community. The project partner was the Los Angeles Mission, a multi-service homeless service center in Skid Row in downtown Los Angeles. The Mission was in great need of socks, underwear, and toiletries, so prior to volunteering at the Mission the students held a drive at school and collected more than 30 boxes full of these items. We hand-delivered the items on the day of our field trip to the Mission. Students and teachers spent 2.5 hours working in the morning doing tasks such as folding clothes, cleaning, …

K-12 students throughout Los Angeles County learn about Cesar E. Chavez and the Farm Worker Movement through age appropriate in-class curricula, student activities, and video presentations. Students learn about the living and working conditions of migrant farm workers, the importance of agricultural, and current efforts to bring about changes in the lives of migrant farm workers. 11th grade U.S. History students have determined that 6-7th grade youth are the age group susceptible to joining gangs. The Jefferson High School youth worked on an assembly program to educate middle school students at Los Angeles Academy about the realities of gang life and the alternatives that exist to avoid future gang affiliation and involvement. Skits, speakers, pamphlets, collages, surveys, and small groups discussions were used to promote gang prevention.

11th grade students identified needs related to excess campus trash and a school budget crisis. They chose to tackle both issues by expanding South Gates recycling program. Students partnered with the LA Conservation Corps recycling programto set-up a large recycling bin, arrange for pick-up and disposal, and generate proceeds for school improvement. The students were responsible for a major education campaign on campus as well as the logistics of the project including the location of the recycling bin. Students at Southgate High School identified school improvement as a pressing need. Students chose to focus specifically on the dissatisfaction with food served on campus. Students developed a campus wide survey to report on improvements that can be made in food service as well as healthy food alternatives in cafeteria and vending machines. Students also learned about the value of good nutrition and the lack of quality and fresh food available in low-income communities of color.

What are community representatives saying about the value of community-campus partnerships (CCPs) for promoting economic development? CCPs are playing an increasingly visible role in neighborhood revitalization. More and more, we in the Community Affairs Unit of the Federal Reserve System find ourselves reporting on the outcomes of these collaborations. While community-campus engagements offer potential benefits for both communities and academic institutions, it has become clear to us that there is a shortage of narrative and analytical work clarifying how well these partnerships operate from the community perspective. In June 1998, the Board of Education of the School District of Philadelphia passed a resolution mandating that all students demonstrate citizenship competencies by completing a service-learning project for promotion to grades 5 and 9 and for high school graduation. This resolution, part of Children Achieving–– Philadelphia’s education reform plan––launched an initiative supporting service-learning practice on an unprecedented scale for one school district.

A framework for urban storm-water management that moves beyond flood control to improve societal and ecological services will maximize the functions and benefits of water resources management. Theoretical constructs for such work originate from the integration of ecological engineering, ecohydrology and service learning paradigms. Many people are attracted to service-learning because they see what it does for students, schools, and communities. Students are more engaged in their studies, schools are revitalized, with a new sense of mission and focus, and community members, energized by working with students on service-learning projects, are more supportive of young people and their schools.

This rosy picture is the reality in some settings with well-implemented service-learning, but too often this is not the case. In fact, much service-learning practice is uneven in quality, and research shows that low-quality service-learning has little impact.

Interpersonal Skills for Leadership has been taught at the University of Nebraska-Lincoln for more than 30 years and has been a key course students use to satisfy the communication/interpersonal skills requirement in the College of Agricultural Sciences and Natural Resources. While interpersonal skills topics are covered and practiced in the course, additional practice occurs through service learning with a client in a community agency. This requirement equates to approximately 6,500 service hours provided annually in the Lincoln community. This level of service requires a well-developed placement and evaluation process.
