Accounting For Emission Rights: An Environmental Ethics Approach, Emma Zhang-Debreceny, Mary A. Kaidonis, Lee Moerman
Accounting For Emission Rights: An Environmental Ethics Approach, Emma Zhang-Debreceny, Mary A. Kaidonis, Lee Moerman
Mary Kaidonis
We argue that the International Accounting Standard Board's difficulty in arriving at a standard for accounting for emission rights, which is central to Emission Trading Schemes, is an opportunity to re-examine the issues from an environmental ethics approach. We critically evaluate the IASB approach which privileges profits, and views emission rights as tradeable entitlements to pollute. We consider social ecology, an example of an environmental ethical perspective which holds that humans' survival and the environment's sustainability are inextricably linked. We conclude that social ecology can inform accounting standard setters about the accounting treatment of emissions rights.

This study employs the ARDL cointegrating approach to examine the impact of financial liberalization on the relationships between three Chinese main bilateral exchange rates and its share market performance. We discovered that a long-term equilibrium relationship measured by cointegration has emerged between the exchange rate of the RMB against the Japanese Yen and, to a lesser extent, the exchange rate against both the US dollar and Hong Kong dollar and the Shanghai Composite Index since 2005 when the Chinese exchange rate regime changed from a peg system to a more flexible managed floating system. We found that the exchange rate …

Background As our population ages, the proportion of drivers with dementia will continue to rise. Increasingly, health professionals are faced with the clinical dilemma of determining fitness to drive. Unfortunately, the management of drivers with dementia is fraught with hazards.
Objective This article attempts to provide an overview of the complex issue of driving and dementia as it relates to general practitioners in Australia. In addition, an evidence based management strategy is proposed.
Discussion When determining an individual’s fitness to drive, a clinician’s input may have legal, ethical, emotional and social ramifications. At present, a clear consistent national protocol detailing …
Creative Unit And Lesson Planning Through A Thematic/Integrated Approach To Teaching Games For Understanding (Tgfu), Paul I. Webb, Philip J. Pearson
Creative Unit And Lesson Planning Through A Thematic/Integrated Approach To Teaching Games For Understanding (Tgfu), Paul I. Webb, Philip J. Pearson
Faculty of Social Sciences - Papers (Archive)
The Teaching Games for Understanding (TGfU) approach developed by Bunker and Thorpe (1982) involves a different approach to the traditional/technical model of teaching of games. The focus of the model is placing the student or athlete in a game situation where tactics, decision-making and problem solving is critical. The purpose of this paper is to explore a model for unit and lesson planning used for pre-service Physical and Health Education students at an Australian University as part of the movement studies subjects. These subjects included invasion, striking/ fielding, target and net/court games. This paper extends Webb and Pearson's (2008) previous …
Training Self-Assessment And Task-Selection Skills: A Cognitive Approach To Improving Self-Regulated Learning, Danny Kostons, Tamara Van Gog, Fred Paas
Training Self-Assessment And Task-Selection Skills: A Cognitive Approach To Improving Self-Regulated Learning, Danny Kostons, Tamara Van Gog, Fred Paas
Faculty of Social Sciences - Papers (Archive)
For self-regulated learning to be effective, students need to be able to accurately assess their own performance on a learning task and use this assessment for the selection of a new learning task. Evidence suggests, however, that students have difficulties with accurate self-assessment and task selection, which may explain the poor learning outcomes often found with self-regulated learning. In experiment 1, the hypothesis was investigated and confirmed that observing a human model engaging in self-assessment, task selection, or both could be effective for secondary education students' (N=80) acquisition of self- assessment and task-selection skills. Experiment 2 investigated and confirmed the …
Parameter Estimation Of A Regime-Switching Model Using An Inverse Stieltjes Moment Approach, X Xi, Marianito R. Rodrigo, Rogemar S. Mamon
Parameter Estimation Of A Regime-Switching Model Using An Inverse Stieltjes Moment Approach, X Xi, Marianito R. Rodrigo, Rogemar S. Mamon
Faculty of Engineering and Information Sciences - Papers: Part A
We address the problem of recovering the time-dependent parameters of the Black-Scholes option pricing model when the underlying stock price dynamics are modelled by a finite-state, continuous-time Markov chain. The coupled system of Dupire-type partial differential equations is derived and formulated as an inverse Stieltjes moment problem. We provide numerical illustration on how to apply our method to simulated financial data. The accuracy of the model parameter estimation is examined and sensitivity analyses are included to study the behaviour of the estimated results when model parameters are varied.
The Use Of Team-Based Learning As An Approach To Increased Engagement And Learning For Marketing Students: A Case Study, Paul Chad
Faculty of Commerce - Papers (Archive)
Marketing educators are often faced with poor preclass preparation by students, declining student interest in attending classes as the semester progresses, and student complaints regarding previous bad experiences with team assessment activities. Teambased learning (TBL) is an innovative teaching strategy using semiformalized guidelines aimed to enhance student engagement and improve teamwork and, hence, overcome the typical problems faced by educators. This case study examines the firsttime use of TBL in a postgraduate marketing subject at an Australian university. The results indicate that the TBL innovation has a positive influence on student engagement and offers opportunities to assist learning. The study …

Beyond Barcoding: A Mitochondrial Genomics Approach To Molecular Phylogenetics And Diagnostics Of Blowflies (Diptera: Calliphoridae), Leigh Nelson, Christine L. Lambkin, Philip Batterham, James F. Wallman, Mark P. Dowton, Michael F. Whiting, David K. Yeates, Stephen L. Cameron
Faculty of Science - Papers (Archive)
Members of the Calliphoridae (blowflies) are significant for medical and veterinary management, due to the ability of some species to consume living flesh as larvae, and for forensic investigations due to the ability of others to develop in corpses. Due to the difficulty of accurately identifying larval blowflies to species there is a need for DNA-based diagnostics for this family, however the widely used DNA-barcoding marker, cox1, has been shown to fail for several groups within this family. Additionally, many phylogenetic relationships within the Calliphoridae are still unresolved, particularly deeper level relationships. Sequencing whole mt genomes has been demonstrated both …

The Evidence-Policy Divide: A 'Critical Computational Linguistics' Approach To The Language Of 18 Health Agency Ceos From 9 Countries, Erica Bell, Bastian M. Seidel
Faculty of Science, Medicine and Health - Papers: part A
Background There is an emerging body of literature suggesting that the evidence-practice divide in health policy is complex and multi-factorial but less is known about the processes by which health policy-makers use evidence and their views about the specific features of useful evidence. This study aimed to contribute to understandings of how the most influential health policy-makers view useful evidence, in ways that help explore and question how the evidence-policy divide is understood and what research might be supported to help overcome this divide. Methods A purposeful sample of 18 national and state health agency CEOs from 9 countries was …

An Approach To Compensate The Object Movement Errors In Phase Shifting Profilometry, Lei Lu, Jiangtao Xi, Yanguang Yu, Limei Song
Faculty of Engineering and Information Sciences - Papers: Part A
Phase shifting profilometry (PSP) technique is widely used as a 3-D shape measurement technique due to its robustness and accuracy. However, PSP requires multiple fringe pattern images to be projected onto an object and a reference plane to calculate the phase value, and also the object must maintain motionless when the measurement is taken. If the object moves during the measurement, significant errors will be introduced when calculating the phase value. This paper analyses the relationship between the object movement and the phase value, and proposes a method for compensating the errors caused by two-dimensional movement of object. This method …

Social Inclusion As An Unfinished Verb: A Practice-Based Approach, Lynne Keevers, Pamela Abuodha
Social Inclusion As An Unfinished Verb: A Practice-Based Approach, Lynne Keevers, Pamela Abuodha
Senior Deputy Vice-Chancellor and Deputy Vice-Chancellor (Education) - Papers
The Australian Government has embarked on a social inclusion agenda that includes ambitious targets to increase and widen participation in higher education. From the evidence to date their approach to social inclusion in higher education focuses attention on statistical indicators of "proportional representation". Most of the available measures of social inclusion and exclusion have an individualistic focus and tend to characterise social exclusion as a "state" in which people are assumed to be "excluded" from access to higher education. Such a perspective focuses attention on the point of entry but backgrounds how the relational experience of under-represented groups in learning …

Measuring The Banking Efficiency And Productivity Changes Using The Hicks-Moorsteen Approach: The Case Of Iran, Amir Arjomandi, Charles Harvie, Abbas Valadkhani
Faculty of Commerce - Papers (Archive)
This study is the first to use a comprehensive decomposition of the Hicks–Moorsteen TFP index developed by O’Donnell (2010a) to analyse efficiency and productivity changes in a banking context. The paper investigates the efficiency and productivity growth of the Iranian banking industry between 2003 and 2008, encompassing pre- and post-2005-reform years. The advantage of this approach over the popular constant-returns-to-scale Malmquist productivity index is that it is free from any assumptions concerning firms’ returns to scale. We assume that the production technology exhibits variable returns to scale. Our findings show that the banking industry’s technical efficiency level – which had …

Organization-Based Social Marketing: An Alternative Approach For Organizations Adopting Sustainable Business Practices, Mary Franks Papakosmas, Gary Noble, John Glynn
Faculty of Commerce - Papers (Archive)
This article conceptualizes a new area for social marketing practitioners by focusing on individual behavior change that might occur within organizations. Organization-Based Social Marketing (OBSM) draws from organization change theory and internal marketing theory, while maintaining social marketing’s focus on beneficial behavior modification. The article argues that as such, OBSM represents a viable approach for organizations seeking to address the increasing demand for change strategies that promote proenvironmental behavior among their employees

A Soft-In Soft-Out Detection Approach Using Partial Gaussian Approximation, Qinghua Guo, Licai Fang, Defeng (David) Huang, Sven Nordholm
Faculty of Engineering and Information Sciences - Papers: Part A
This paper concerns the implementation of the softin soft-out detector in an iterative detection system. A detection approach is proposed based on the properties of Gaussian functions. In this approach, for the computation of the APP (a posteriori probability) of a concerned symbol, the other symbols are distinguished based on their contributions to the APP of the concerned symbol, and the symbols with less contributions are treated as Gaussian variables to reduce the computational complexity. The exact APP detector and the well-known LMMSE (linear minimum mean square error) detector are two special cases of the proposed detector. Simulation results show …

Nanoscale Characterization Of Ion Tracks: Mc Simulations Versus Analytical Approach, M U. Bug, E Surdutovich, H Rabus, Anatoly B. Rosenfeld, A V. Solov'yov
Faculty of Engineering and Information Sciences - Papers: Part A
The goal of this work was to investigate the agreement of physical parameters related to the particle track structure on the nanometer scale, obtained by means of a detailed track structure simulation (PTra) as well as by a rapid analytical approach. Parameters describing the tracks of secondary electrons produced by 0.3 MeV/u C6+-ions were of particular interest as those particles are densely ionizing. For this purpose, the target volume in form of a nanometric water cylinder was positioned at different radial distances from the ion trajectory and track structure parameters were determined as function of the radial distance. While the …
Research To Establish A Systematic Approach To Safe Welding Procedure Development Using Austenitic Filler Material For Fabrication Of High Strength Steel, Lenka Kuzmikova, John Norrish, Huijun Li, Mark Callaghan
Research To Establish A Systematic Approach To Safe Welding Procedure Development Using Austenitic Filler Material For Fabrication Of High Strength Steel, Lenka Kuzmikova, John Norrish, Huijun Li, Mark Callaghan
Faculty of Engineering and Information Sciences - Papers: Part A
High strength, thermo-mechanically treated steels often require very careful control of welding procedures to ensure freedom from hydrogen assisted cold cracking (HACC) in the weld metal and heat affected zone (HAZ) whilst avoiding undue loss of heat affected zone strength. In practice this leads to restricted operating envelopes and the requirement for rigorous procedure management. An alternative approach is the use of austenitic welding consumables but whilst this may be expected to expand the process parameter envelope its use is often restricted by adherence to procedures previously developed for ferritic consumables. The current paper describes the research undertaken to establish …
An Adaptive Design Approach For Geothermal Plant With Changing Resource Characteristics, M Imroz Sohel, Mathieu Sellier, Susan Krumdieck
An Adaptive Design Approach For Geothermal Plant With Changing Resource Characteristics, M Imroz Sohel, Mathieu Sellier, Susan Krumdieck
Faculty of Engineering and Information Sciences - Papers: Part A
Geothermal power plants are designed for optimal utilization of geothermal resource. However, geothermal fields typically undergo significant changes in resource characteristics such as pressure, temperature and steam quality over their life span. With appropriate reservoir modelling it is possible to predict the future resource characteristics of a geothermal field to a reasonable degree of accuracy. We propose a new adaptive design approach that would allow geothermal power plants to take into account the change of resource characteristics that occur over a 30-40 years time horizon based on the results of reservoir modelling. Currently, it is difficult and expensive to modify …

Approach To Multiple Pulmonary Nodules: A Case Report And Review Of Literature, Farshid Niknam, Jiezhong Chen, Sarbar Napaki, Morteza Aghmesheh
Faculty of Science, Medicine and Health - Papers: part A
Chest X-ray and CT examinations often find pulmonary nodules that could be malignant or benign. A case is presented and discussed here in order to improve diagnosis and management of pulmonary nodules. A 62-year-old lady was found to have multiple pulmonary nodules by X-ray when she complained of a cough and fever. This was confirmed by a CT scan. Fine needle aspiration (FNA) of one of the lung lesions reported scant atypical epithelial cells that stained positive for TTF-1 and cytokeratin 7, but negative for cytokeratin 20. Thus, it was suspicious for large cell carcinoma. A videothoracoscopic lung biopsy and …

Administration Without Borders, Jonathan G.S. Koppell
Administration Without Borders, Jonathan G.S. Koppell
Publications from President Jonathan G.S. Koppell
To thrive in 2020, we must conceive of the field of public administration in the broadest possible terms. Phenomena that typically have been treated peripherally in our literature are emerging center stage in recent years, confirming that the “old” boundaries of our discipline do not reflect contemporary reality. After reviewing three key developments—the rise of mixed and nongovernmental institutions in public policy, the increasing importance of market mechanisms, and the assertion of meaningful global regulation—an argument is made for a broader reconception of “publicness” that goes hand in hand with the embrace of governance in lieu of administration.

Results Participants allocated scarce resources of antiviral drugs and pandemic vaccine based on a desire to …
A State-Based Knowledge Representation Approach For Information Logical Inconsistency Detection In Warning Systems, Jun Ma, Guangquan Zhang, Jie Lu
A State-Based Knowledge Representation Approach For Information Logical Inconsistency Detection In Warning Systems, Jun Ma, Guangquan Zhang, Jie Lu
Faculty of Engineering and Information Sciences - Papers: Part A
Detecting logical inconsistency in collected information is a vital function when deploying a knowledge-based warning system to monitor a specific application domain for the reason that logical inconsistency is often hidden from seemingly consistent information and may lead to unexpected results. Existing logical inconsistency detection methods usually focus on information stored in a knowledge base by using a well-defined general purpose knowledge representation approach, and therefore cannot fulfill the demands of a domain-specific situation. This paper first proposes a state-based knowledge representation approach, in which domain-specific knowledge is expressed by combinations of the relevant objects' states. Based on this approach, …

A Multi-Resolution Approach To Learning With Overlapping Communities, Lei Tang, Xufei Wang, Huan Liu, Lei Wang
Faculty of Engineering and Information Sciences - Papers: Part A
The recent few years have witnessed a rapid surge of par- ticipatory web and social media, enabling a new laboratory for studying human relations and collective behavior on an unprecedented scale. In this work, we attempt to harness the predictive power of social connections to determine the preferences or behaviors of individuals such as whether a user supports a certain political view, whether one likes one product, whether he/she would like to vote for a presidential candidate, etc. Since an actor is likely to participate in mul- tiple dierent communities with each regulating the actor's behavior in varying degrees, and …
Balanced Truncation Of Linear Second-Order Systems: A Hamiltonian Approach, Carsten Hartmann, Valentina-Mira Vulcanov, Christof Schutte
Balanced Truncation Of Linear Second-Order Systems: A Hamiltonian Approach, Carsten Hartmann, Valentina-Mira Vulcanov, Christof Schutte
Faculty of Engineering and Information Sciences - Papers: Part A
We present a formal procedure for structure-preserving model reduction of linear second-order and Hamiltonian control problems that appear in a variety of physical contexts, e.g., vibromechanical systems or electrical circuit design. Typical balanced truncation methods that project onto the subspace of the largest Hankel singular values fail to preserve the problem's physical structure and may suffer from lack of stability. In this paper, we adopt the framework of generalized Hamiltonian systems that covers the class of relevant problems and that allows for a generalization of balanced truncation to second-order problems. It turns out that the Hamiltonian structure, stability, and passivity …

Simulation Of Macroscopic Deformation Using A Sub-Particle Dem Approach, Leela Kempton, David J. Pinson, Sheng Chew, Paul Zulli, Aibing Yu
Faculty of Engineering and Information Sciences - Papers: Part A
A limitation in numerical modelling of the ironmaking blast furnace is the lack of ability to quantify the effects of particle deformation and subsequent loss of porosity arising from the softening and melting of ferrous materials. Previous attempts to consider deformation focussed solely on the macroscopic effects such as resistance to gas flow, with an assumed decrease in porosity proportional to temperature. Instead, it is proposed to approximate particle scale deformation using a modified subparticle Discrete Element Method approach, where each 'ore' particle is represented using an agglomerate of discrete elements with temperature dependent properties. Cohesive forces binding the agglomerate …
