[Excerpt] "In the United States, as in other countries, public participation in environmental policy decisions has come a long way. In its infancy, it was limited to public hearings concerning decisions that were, for all practical purposes, "done deals." Overturning public agency decisions could be accomplished only through expensive, often protracted, usually futile court cases, and then only if the issue was justiciable and the plaintiff had the funds and standing to sue. This approach to humanitarian demining differs from generally accepted methodology. It has not yet been tried, and the purpose of this article is to ensure that the general concept is placed in the public domain, where it may be debated and modified without considerations of intellectual property. Interval Research Corporation, where this idea originated, is not in the business of mine clearance, or of manufacturing mine clearance systems, so the idea is being passed along to the community best capable of analyzing it.

The Green Bay watershed in Wisconsin is polluted with polychlorinated biphenyls (PCBs), dioxin, heavy metals, ammonia, and over 100 organic contaminants. In this study we exposed embryos and larvae of two ranid species commonly occurring in the Green Bay ecosystem, the green frog (Rana clamitans) and the leopard frog (R. pipiens), to PCB 126 (3,3', 4,4', 5-Pentachlorobyphenil, nominal concentrations 0-50 μg/l, two control treatments: water plus 0.08% acetone as carrier for the PCB, water alone), unionized ammonia (0-2 mg/I), and mixtures of both contaminants. Exposure to PCB 126 did not cause significant mortality of embryos before hatching. However, exposure to …

Current methods for detecting and removing mines are dangerous, too costly, and, considering the number of abandoned mines, very slow. Mechanical systems are most frequently used to clear large areas polluted by mines. Mechanical systems usually consist of a tank that uses rollers to apply pressure to the ground, rotary flails that beat the ground, or a rake that unearths and presses the mines. The main drawback of purely mechanical demining is that no system can satisfy the desired 100% reliability of humanitarian demining. Consequently, all cleaned areas require manual verification. This paper provides a historical review of the ownership structure of Nigerian banks from the beginning of banking activities in the country in 1894 to the present. Industrial policy has become an increasingly central focus of political debate as American society struggles with new and troubling economic realities. Yet despite the importance of this subject, little is known about how the public gains or processes information on these matters, or about the evaluative standards used to judge industrial-policy proposals. A recent referendum in Rhode Island offered a unique opportunity to study these questions. Citizens participated directly in the debate over new industrial policy by soundly rejecting the Greenhouse Compact, a novel and comprehensive plan to "reindustrialize" Rhode Island.
