This report addresses income adequacy for Connecticut’s older adults using the national WOW-GI National Elder Economic Security Standard Index (Elder Index) methodology. The Index benchmarks basic costs of living for elder households and illustrates how costs of living vary geographically and are based on the characteristics of elder households, including household size, home ownership or renter status, and health status. The costs are based on market costs for basic needs of elder households and do not assume any public or private supports.

In recent years “poverty reduction” has become the watchword in development agencies, in international lending institutions, and among development economists generally. The focus on poverty reduction reached a high point perhaps with the articulation of the Millennium Development Goals (MDGs) and with the extensive analytic work that has accompanied the MDGs. Yet, much of the discussion of poverty reduction and economic development in low and middle income countries has either ignored the issue of income distribution or has tended to view income distribution only in terms of its impact on economic growth.

Brokering Up: The Role Of Temporary Staffing In Overcoming Labor Market Barriers, Françoise Carré, Brandynn Holgate, Helen Levine, Mandira Kala

Alternative Staffing Organizations (ASOs) are social-purpose businesses created by community-based organizations and national nonprofits to “broker up” job seekers, starting with temporary assignments and forming bridges to better jobs. Funded by the C. S. Mott Foundation, the Alternative Staffing Demonstration examined four ASOs around the country for a three-year research project, with 18 months of close monitoring, exploring, and assessing the ASO model. The Center for Social Policy studied how ASOs structure the services they provide, handle day-to-day management issues, and sell their services. This report examines the array of federal and state support programs for elders in Massachusetts. It asks how well the lifelines - the support programs that have been set up to help low- and modest-income elders meet basic needs when costs exceed incomes – work in today’s economy. Which programs are serving elders well? Have they kept pace with inflation? Which lifelines are frayed, or about to rupture? Do seniors know about the programs, and use them when needed?

We are engaged in a continuing effort to understand the scope of elder activity and the implications of activity for well-being. We are particularly interested in the forces that encourage or inhibit multiple forms of activity, the ways in which participation in some activities influences participation in other activities, and the cumulative implications of activities for well being. Our interest in multiple forms of activities sets us somewhat apart from Gerontologists who focus on single forms of activity such as volunteering, taking classes, caring for grandchildren, working, or exercising.

Over approximately the next decade, close to 17,000 affordable housing units could be lost in Massachusetts as their federally- and state-subsidized mortgages mature, terminating all associated use and affordability restrictions. Most of this housing, developed 30-40 years ago under various federal and state mortgage subsidy programs, is only partially assisted with project-based Section 8 rental subsidy; but 100% of the units are affordable due to budget-based (and tiered) rent restrictions.

King County’s program to employ people with disabilities in county jobs is an example of Washington’s commitment to the use of innovative approaches to increase integrated employment. In 1989, a training resource funded by Washington State and the county Division of Developmental Disabilities, O’Neill and Associates, submitted a grant application to the Rehabilitation Services Administration to develop public sector jobs for people with developmental disabilities within the state. These jobs were to be concentrated in King County (Seattle area) government because of the availability of high-paying jobs with benefits. Project Income was a joint venture between the Tennessee Microboards Association (statewide organization that supports individual microboards, which procure and oversee supports and services) and People First of Tennessee (a statewide selfadvocacy organization for people with intellectual and developmental disabilities). Social Capital Through Workplace Connections: Opportunities For Workers With Intellectual Disabilities, Allison Cohen Hall, John Kramer

Using qualitative methods, this study examined the experiences of individuals with intellectual disabilities (IDs) in sheltered workshops and compared them to those in community employment. In particular, the study investigated how employment affects opportunities for the creation of social capital. Primary respondents were individuals with ID and secondary respondents were family members and employment services staff. Findings revealed that a form of social capital was created through workplace connections. Community employment did not increase social capital per se, but it did produce opportunities not available in the workshop. The role of family members emerged as critical in the support of …

Single Mothers And Other Low Earners: Policy Routes To Adequate Wages, Hilda Kahne, Zachary Mabel

This paper addresses the employment environment within which poor single mothers and other low-wage earners work, and identifies policies to foster economic advancement. Low-wage status, often resulting from minimal education and skills, is reinforced by irregular work schedules and more frequent unemployment periods. Despite recent rises in national productivity, low-wage advancement opportunities remain limited and inequality in family income distribution is growing. New policies are needed to extend low-earner career potential.

Gaming In Massachusetts: Can Casinos Bring 'Good Jobs' To The Commonwealth?, Marlene Kim, Susan Moir, Anneta Argyres

This study examines the quality of jobs in the United States gaming industry and analyzes enabling legislation in five states that have legalized gaming. The authors find that the gaming industry -- particularly the unionized sector of the casino hotel industry -- provides good jobs with good wages and benefits for workers with less than a high school degree. The authors conlcude that workforce development efforts in Masschusetts must include strategies to address improving the quality of entry-level jobs.

Gore Place is the early 19th-century house and estate of Massachusetts governor Christopher Gore and his wife Rebecca. The Gores were active in scientific agriculture and cultivated grains, fruits, and vegetables on the property. As part of the landscape restoration, the Gore Place Society wished to know the exact location and preservation status of Gore’s stable and greenhouse. To determine these, we recursively combined historic map georeferencing, ground penetrating radar (GPR) survey, and excavation. We used an initial GPR survey to guide our excavation, then using the GPR-slice images and data from the excavations, a series of historical maps were …

Extension of working years among those approaching “normal” retirement ages is receiving increased attention. Much of the impetus is financial. The weakening of private pension systems is leaving increasing numbers of those approaching retirement with inadequate savings. Lao Health And Adjustment In Southern New England Three Decades After The Secret War, Patrick F. Clarkin

This study explored Lao life histories, health, and social adjustment in the southern New England states of Rhode Island and Connecticut. In addition, it sought to examine whether there was a correlation between war experiences early in life and health in adulthood, a finding reported in previous research on the Hmong, another ethnic group from Laos. Overall, 99 Lao adults born in Laos or Thailand (mean age 43.5 +/- 10.8 years) completed orally administered questionnaires and were measured for blood pressure and various anthropometric markers. One-Stops Career Centers (One-Stops) were established under the federal Workforce Investment Act to provide a full range of job seeker assistance under one roof. One-Stops are located at a variety of locations in each state, with more than 3,200 centers across the country. More than 13 million people per year use the One-Stop system. Many of these are people with disabilities.

In North Carolina, counties have been consolidated into Local Management Entities (LMEs). These entities contract for services with community providers and provide oversight on access, utilization, best practices, and community collaborations. The Mecklenberg County LME established the Best Practices Community Committee, comprising service providers, individuals and family members, advocacy agencies, community partners, interested community volunteers, and LME staff. Sub-committees addressed several areas, including employment. Based on their recommendations, a pilot project that uses an outcome-based funding model for follow-along employment services was developed. The Early Start to Supported Employment (ESSE) pilot started in 2005 with the goal of providing a more seamless transition for students who would benefit from supported employment services when leaving school and entering the adult workforce. An interagency project team was established to guide the pilot work and ensure all required parties knew their role and shared information and equal responsibility within the project.

Contracts with Industry, implemented in the 1990s as the Natural Supports Initiative, is a program option that allows the Oklahoma Department of Human Services (OKDHS) Developmental Disabilities Services Division (DDSD) to contract directly with businesses to provide job coaching supports that become a part of the natural workplace. Individuals participating in this program are employed by a business and are paid minimum wage or better. The name change to Contracts with Industry was an effort to distinguish the program from other DDSD employment options that involve employment service providers and paid job coaches.
