Federal Forfeiture: Law, Policy And Practice, Greg Warchol, Dennis Payne, Brian Johnson

The purpose of this research is to first describe the origins and current state of federal asset forfeiture law, then examine of how property seized under the forfeiture laws for drug law violations is proceeded against by the federal government. The methodology, which is primarily exploratory, utilizes both qualitative and quantitative data. A sample of over 6000 federal administrative and judicial drug forfeiture cases are described and analyzed to construct a profile of the federal government's use of this policy. Findings raise questions about the use of forfeiture and the government's intent. Implications and suggestions for future research are included.

Two central puzzles about social norms are how they are enforced and how they are created or modified. The sanctions for violation of a norm can be categorized as automatic, guilt, shame, informational, bilateral- costly, and multilateral-costly. Problems in creating and enforcing norms are related to which sanctions are employed. We use our analysis of enforcement and creation of norms to analyze the scope of feasible government action either to promote desirable norms or to repress undesirable ones.

A permanent international criminal court (ICC) was created by an international treaty signed on July 17, 1998 in Rome. This article is an analysis of the newly created ICC. In it we explore both the institutional weaknesses and strengths of the Court, as well as the sea of political realities within which the Court must navigate, and which ultimately will determine its effectiveness. Finally, we analyze the impact (i.e., advantages and disadvantages) of the Court on the U.S. national interest. The successful implementation and operation of electronic house arrest (EHA) depends upon community acceptance. Research has explored the conditions under which the public supports EHA as an alternative to incarceration, but it has failed to fully address what the public believes are appropriate program characteristics and offender activities. In order to gain insight into these issues, the present article reports the findings of a survey (n=521) of Oneida County, New York, residents. Respondents indicated that a "good" EHA program has rules and regulations and promote individual and societal safety

The new wave in children's suggestibility research consists of a prestigious group of researchers in developmental psychology who argue that children are highly vulnerable to suggestive interviewing techniques. Because of its scientific credentials, its moderate tone, and its impressive body of research, the new wave presents a serious challenge to those who have claimed that children are unlikely to allege sexual abuse falsely. Although we can learn much from the research, concerns over society's ability to detect abuse motivate three criticisms. Billy Roberts, a prisoner in an Alabama state prison, had a history of severe psychiatric disorders. He was often put on suicide watch, and received large doses of psychotropic drugs. A managed health care company, Correctional Medical Services (CMS), was responsible for the health care at the prison. After Roberts had a suicidal episode, CMS's statewide mental health care director reportedly put Roberts in an isolation cell rather than a psychiatric care unit.
