Trash may not be treasure, but it can be groceries. The United States Department of Agriculture and Environmental Protection Agency announced plans this year to halve food waste by 2030, but dumpster divers - also known as freegans - have been eating away at food waste for decades. Cutting down on organic waste can help feed the hungry, save money and minimize the environmental impact of rotting food in landfills. Many individuals, private groups and the New York City government are all working to cut down on organic waste.

This thesis examines childhood hunger as roughly 1 in 5 kids live in households that struggle to put food on the table. These children experience physical problems as a result of their food instability, but this problem is connected to other personal and societal issues, such as poor education. To understand how hunger affects children, this study began with a historical analysis of the past 60 years of government supported programs and policies, such as the school breakfasts and summer lunch programs. Food insecurity has been a persistent element in the history of the United States. Efforts to address the problem - and the larger issue of poverty - have been wide-ranging, but the debate about how best to respond to hunger has often centered on the relative roles of government and charity. Often that debate has led to hybrid solutions that combine government sponsored welfare such as food stamps and community-based food relief programs such as food banks. South Africa has one of the most active civil societies in the world, with more than 85,000 registered civil society organizations (CSOs). However, the growth of CSOs in post-apartheid South Africa does not necessarily imply that the sector is strong. While it is true that the demise of the apartheid regime increased democratic representation within South Africa, CSOs have experienced a series of institutional challenges which have weakened their organizational stability. This has included increased oversight by the state, inefficient and inconsistent funding from government, fickle demands by private donors, and competition from other sectors. Since 1999, there has been a significant increase in the number of food insecure individuals in the United States. The Great Recession (2007-2009) and slow economic recovery has led to additional increases in rates of food insecurity and the usage of emergency food assistance programs. Thirty qualitative interviews with individuals seeking emergency food assistance at a Tampa Bay food pantry were conducted. Interviews focused on collecting the life experiences of participants, the barriers they face in having food security, their strategies to cope with limited food budgets, and how food insecurity impacts their household's overall health and wellbeing. This dissertation tracks the remarkable growth of food assistance in the U.S. over the past fifteen years and asks what this expansion of food aid means for poor people living in New York City. Much of the scholarly literature on welfare policy in the U.S argues that social programs have become more stingy and punitive, particularly since the passage of welfare reform in 1996. On the surface, this does not seem to be the case for the food stamp program or for emergency food providers like soup kitchens and food pantries. Since 2001 food stamp rolls have risen 120% in …
